Maritime Spatial Development an integrated resources management approach Combining Logistics, Maritime Spatial Planning, Short Sea Shipping, Motorways of the Seas and Blue Growth opportunities RWS Roeland van Bockel/Lodewijk Abspoel Brussels, 17 May 2016
Context Issue: TEN-T contribution to Maritime Space without barrier Pillars: Environment, Logistics and Safety Goal: MoS DIP based on KPI s aiming at network integration policies Result: Connecting MoS ports with every core Network Corridor Session (previous programme): Corridor integration 1968 EU Customs Union 1995 EC proposes full liberalisation shipping services intra-eu trades 1989 Berlin Wall - Exxon Valdez - GPS 1991 Short Sea Shipping part of EC White Paper on Sustainable Transport 1993 EU Internal Market Braer - Safety st EC Communication on SSS 1999 TEN-T Erika Financial infrastructure instrument 2001 SOLAS-ISPS-CSI -9/11 Security 2004 MoS integrated in TEN-T (corridor nr 21) 2007 EC Logistics Action Plan & Integrated Maritime Policy

Ecosystem based Maritime Spatial Planning: a politically guided & stakeholder driven process, integrating knowledge and visions of humans Salmon of knowledge 4 Ministry of Infrastructure and the Environment
Policy approach to emaritime Spatial Planning! Think big! Think long term! Think systems (Euro and Eco)! Think human(s)! Separate facts from fiction! Think land-sea interactions! Think spatial 5 Ministry of Infrastructure and the Environment
ecosystem based Maritime Spatial Planning (emsp) EU Directive 89/2014 asks for coherent ecosystem based Maritime Spatial Plans of Member States by March 2021; emsp is an integrated resources management approach; emsp is a politically guided & stakeholder driven process; emsp oversees maritime space, plus related land-sea interactions; Coherent means: accross sea basins and in line with ecosystem objectives; Opportunity for development and planning of the EU Motorways of the Seas. 6 Ministry of Infrastructure and the Environment
History of MSP in the Netherlands Mare Liberum Hugo Grotius (1609) Borders of the Exclusive Economic Zone established (1968) First GOLREGs IMO (1972) Sectoral licencing place based activities on a come and serve basis Integrated Management framework (2005) worked fine, except when larger offshore wind took off Policy document North Sea (first MSP) (2009/2010) to create areas for offshore wind (6.000MW) Revision of the MSP additional offshore windareas (2013/2014) Quick scan potential for offshore wind <12 nm zone (2013/2014) Spatial development policy agenda North Sea 2050 (2013/2014) EU MSP Directive with land-sea interactions requirements (2014) Revised Maritime Spatial development Plan for , including Marine Strategy measures (for clean and healthy sea) (Dec 2015) 7 Ministry of Infrastructure and the Environment
ecobased Maritime Spatial Planning - an integrated resources management approach Gathering evidence, opinions, building scenario s, involving stakeholders: What type of activities lead to constraints/conflicts in maritime space? What synergies are possible? Evidence gathering in EU Member States marine waters, concerned coastal areas is under way. In particular, the element of cross borders coherence of national plans provide for an opportunity to promote Short Sea Shipping and to incorporate elements like offshore and ferry connections. 8 Ministry of Infrastructure and the Environment
emsp as an integrated resources management approach expanding views on Short Sea Shipping Requires users and policy makers to work together, with help of scientists and society; The potential of the sea is still largely undiscovered, and so are the interactions between functions, (future) connections with humans on land and the ecosystem as a whole. Looking into the future in an integrated way is challenging and forces us to stretch our brains, do story telling and visualize how things could look like? Short Sea Shipping the broad definition includes new off shore activities; 9 Ministry of Infrastructure and the Environment
Humans do not sea: how come it s not empty? Fish, sea mammels, and birds live in this habitat Shipping is various: Container, bulk, tanker, specialized; Long haul, short sea; Commercial, recreational; Fishing is everywhere; Military use; Oil, gas, offshore wind and marine energies; Aquaculture (marine protein) is rising; Sand & gravel for beach nurrishment; Under water cultural heritage. 10 Ministry of Infrastructure and the Environment
Better emsp results with a short sea shipping gaming challenge? We think so yes! The goal of this game is to show some of the dynamic and complex interactions between Short Sea Shipping and Maritime Spatial Planning (MSP), with strategic objectives Blue Growth and Good Environmental Status. The game has been developed in light of the EU directive (2014/89) on MSP and the opportunities its implementation provides for short sea shipping. The game should get players thinking and talking about the interrelations between MSP, Blue Growth and (short sea) shipping. Short sea shipping, MSP and blue growth challenge as played in Amsterdam 15 February Ministry of Infrastructure and the Environment
