1 INVITATION FOR BIDS (IFB) No QUANTICO STATION TEMPORARY PLATFORM CONSTRUCTION QUESTIONS AND ANSWERS Below are questions VRE received as of January 31, 2019 at 2:00 P.M. EST, with responses. Whenever possible, questions are presented as originally asked. Otherwise, the questions or inquiries are presented to capture the main thrust or idea. 1. Will the Contractor be able to tie into Dominion Energy s utility pole? See Addendum No. 1. The plans have been revised to show the service pole for Dominion Energy service. The Contractor shall be responsible for installation of the service pole with equipment as required for the Dominion Energy service drop. 2. Can VRE provide a point of contact with Dominion Energy for utility coordination? Dominion Energy s telephone number for temporary service is (or toll free ). The Contractor is directed to for additional information. Refer to the 2017 Blue Book (Dominion Energy Virginia) for additional details. 3. What are the requirements for providing utilities for the two (2) new light poles? See the response to Question No. 1. Page 1 of 3

2 4. What permits will be required for electrical work for this project and who will be responsible for requesting/paying for the permits? The Contractor shall prepare, submit and obtain all permits required to complete the work. The Contractor shall submit a service and meter application to Dominion Energy. VRE will pay for the associated Dominion Energy application fees and for electrical service. 5. Will the Contractor be responsible for moving the jersey barrier on site? The Contractor shall be responsible for relocating the existing jersey barrier to provide clearance for installation of the proposed light pole. See the plan revision included in Addendum No. 1, specifically keynote S7 on revised plan sheet 2 of Will the Contractor be able to store a container on site? The Contractor is permitted to store a container on site within the staging area identified on revised plan sheet 2 of 5 included in Addendum No Can VRE provide a point of contact with CSXT for the Right of Entry application? VRE will be responsible for submitting and obtaining the Right of Entry. The Contractor shall provide a certificate of insurance with the required CSXT coverages. See Addendum No Where and how much space is available for the Contractor s use during the project? See the response to Question No Can VRE provide the anticipated start date for the work? The anticipated start date for the work is on or about April 1, However, the start date is contingent upon receipt of the Right of Entry permit, flagging availability and coordination with stakeholders. 10. Can VRE confirm that CSXT flagging will be provided at no cost to the Contractor and that flagging will only be available on weekends? See Addendum No. 1. Can VRE confirm that the required VRE training will be provided at no cost to the Contractor and that the training provided by VRE will satisfy CSXT s training requirements for work adjacent to the railroad? Yes. See Addendum No Are CSXT track elevations available? If yes, can VRE provide these elevations for Bidders? Track elevations (top of rail) may be obtained by the Contractor (if needed) when setting the front edge of the proposed platform at 8 above top of rail. 13. Can VRE provide all relevant train schedules (Amtrak, CSXT, VRE)? The Contractor shall work under the direction of CSXT flagging protection and arrange operations to not impede train movements. Train movements may include trains on any track at any time in either direction. The estimated number of daily train movements is forty-nine (49) based on the information included in the U.S. Department of Transportation Crossing Inventory Form provided as Attachment A hereto. 14. Can VRE confirm that no repairs/improvements are required for the existing concrete slab? No repairs to the existing slab are required. However, if the Contractor damages the existing slab due to its construction activities, the Contractor shall be responsible for repairs at its expense. 15. Will bid, payment and performance bonds be required for this project? Not for this Contract. 16. With respect to the technical specifications, Section Temporary Facilities and Controls, paragraph 1.03 Construction Manager Facility, part D, are items 1-15 required? Referencing new furniture and equipment in the field office. No. A field office is not required for this Contract. See Addendum No. 1.
