4 THE ABSTRACT TITLE: A GAME CHANGER TECHNOLOGY IN OFFSHORE LOGISTICS- TOTAL DYNAMIC FLOATING PORT (TDFP) -AUTHOR: LARS MANGAL, CHAIRMAN OF TOTALTEC OILFIELD SERVICES GUYANA INC ABSTRACT: Successful execution in major oil and gas developments require that project schedules and budgets are not overrun. Several major oil and gas capital projects around the world have suffered extensive delays and cost overruns, in some cases 10-fold or greater leading to catastrophic consequences for the companies and countries involved as ultimately all partners, stakeholders end up bearing the cost burden. Major delays in development of infrastructure, construction and delivery of wells will affect the project schedule and cost negatively. Efficient and cost effective logistics operations play a major role in the successful delivery of large oil & gas capital projects. Developments planned for Guyana will require several infrastructure developments to enable logistics operations to be delivered efficiently from Guyana as opposed to having the majority coming out of Trinidad as is the case today. The coast line of Guyana can be best described as a shallow draft environmentally sensitive coastal region due to extensive river deposits and sand banks along its coastline. In addition to this challenge, many of the major exploration and development activities in Guyana will lie beyond the 70Nm economic service radius in deep water leading to long steaming times for vessels and associated much higher cost. As the ExxonMobil Liza Phase 1 development is on a fast track for production in timeframe, several other challenges must be considered with such a tight schedule driven project where the risks and cost implications of getting it wrong will be amplified. Having multibillion USD dollar developments dependent on sub optimal logistics infrastructure will increase the project risk profile. Mitigation or alternate approaches should be given to disruptive technologically driven solutions which can result in compelling cost savings and reductions in risk. One such solution perfectly suited to exploration and development activity offshore Guyana is the TOTAL Dynamic Floating Port (TDFP) which would enable even deep draft construction logistics support to be largely conducted from within Guyana s waters. The TDFP solution would essentially enable the vast majority of logistics for Guyana exploration, development and production to be run from Guyana and for the next 5 to 10 years until full infrastructure is developed onshore Guyana. The TDPF will be a cost effective and efficient early solution that accelerates Guyanese participation in the industry through a proactive and early access to employment opportunities for Guyanese nationals. The TDFP facility will typically have a crew of between 250 to 500 assigned on rotation, with crew changes conducted by fast crew boats shuttling in out of Guyana. Such an TDFP facility will also be strategically complementary to any onshore port facilities developed in Guyana by remaining as a staging area for deep draft activities and servicing other special logistics requirements. By its nature, the TDPF can be redeployed strategically within the region to cover other territory such as Suriname and beyond or even deeper water projects in Guyana. TDFP can deliver a large scale floating supply base and logistics hub in around 18 to 24 months reducing risk, enhancing logistics, accelerating Guyanese participation in industry, securing regional work beyond LIZA and ultimately reducing costs for all stakeholders. The TDFP can be delivered under a lease arrangement and as a capital project cost between $180M to $275M USD depending upon specifications and schedule. 4 INTRODUCTION
5 THE ABSTRACT THE LIZA DEVELOPMENT IN ULTRA DEEPWATER A DEFINING PROJECT FOR GUYANA LIZA is ~120NM (~190 KM) offshore Majority of logistics are today supported from Trinidad 2 to 3 fold time and cost increment running long distance logistics Disruptive logistics solutions can change the game in project economics Trinidad has been great & ready solution for exploration phase! 5 INTRODUCTION

8 THE CHALLENGES COASTAL REGION OF GUYANA IS HIGHLY SILTED, TIDAL AND ENVIRONMENTALLY SENSITIVE Majority of exploration & development lies beyond the 70Nm economic service radius Schedule driven ultra deep water construction projects - major implications on project timing and economics with sub optimal logistics Liza is a fast track / early production project Shallow draft coastal region, tidal with extensive offshore sand banks will require high cost, extensive and continuous dredging Environmentally sensitive coastal areas for bird life, wild life, mangroves and fisheries habitat minimizing disruption makes perfect sense Long steaming times leading to greatly increased supply and support vessel numbers Guyana has very limited onshore port infrastructure today mainly geared to cargo/freight/fisheries fragmented, small scale and shallow draft Region will experience unprecedented capex growth Multi-billion dollar developments will be dependent on inadequate logistics Urgent need: catalyze and trigger early Guyanese participation in its industry 8 INTRODUCTION

15 TOTAL DYNAMIC FLOATING PORT SAUDI ARAMCO SAVES TIME AND CUTS COST, A PARADIGM SHIFT WITH NOVEL OFFSHORE LOGISTICS APPROACH 14 TH JUNE 2016 (OFFSHORE) TANAJIB, Saudi Arabia Tanajib Port, which services offshore rigs and acts as a hub for Saudi Aramco s drilling operations, has transformed the way it operates. It has constructed a Marine Offshore Floating Hub, a remodeled oil tanker named Rawabi Integrity, stationed 70 nautical miles (130 km) offshore. According to Aramco, this represents a paradigm shift in the way offshore rig logistics are managed. Its decks are stocked with all supplies and equipment..saving time and costly round trips to port for vessels. Aramco claims this is a world-first concept, developed following a three-year collaboration between the company s Marine and Drilling. The new facility has also led to the existing onshore pier being de-clogged and deployment of boats to rigs optimized, generating major savings for the company. 15 INTRODUCTION
