It makes no warranties, express or implied, that compliance with all or any of its standards shall be sufficient to ensure safe systems of work or operation. The S&SD will not be liable to pay compensation in respect to the content or subsequent use of its standards, except where it can be shown to have acted in bad faith or there has been wilful default. 5 Part B Page 3 of 5 1 Purpose This standard details the arrangements which must be made to provide for the safe working of passenger trains over non-passenger lines in compliance with H. M. Railway Inspectorate requirements. 2 Scope This standard applies whenever a passenger train requires to run over any line not signalled to passenger standards, as shown in the Sectional Appendix, and over any siding or a depot. This Standard applies to the movement of trains referred to in Group Standard GO/O10641 except with regard to the frequency restrictions specified in paragraph Definitions Responsible Manager - the Manager, designated by the organisation, having responsibility for the management of operational safety. Infrastructure Manager - the manager, designated by the organisation, having responsibility for Civil Engineering ( permanent way and structures). Passenger Train - a train conveying, or scheduled to convey, passengers. Passengers - fare-paying customers 4 Requirements 4.1 The following arrangements must be applied: Approval must be given by the appropriate Infrastructure Manager, who must specify any speed restrictions other than those which normally apply on the line concerned The Responsible Manager must determine when special attendance/supervision is required at any location or on board the train. 6 Page 4 of 5 Withdrawn Document 4 Requirements (Continued) The equivalent of absolute block working must be maintained, and passenger overlaps/clearing points provided. If there is no signalling system at all, or only shunting signals are provided, eg in a siding or depot, the arrangements must be properly planned and special instructions issued by the Responsible Manager Any sidings or lines connected to the line on which the train will run and which are not fitted with trap points to protect the line must be cleared of vehicles, or any vehicles left there must be specially secured Any facing points not fitted with a facing point lock or equivalent must be secured by clip and scotch The train crew must be instructed to carry out the requirements of the Rule Book concerning detention of trains on running lines or loops as if the line was a passenger line Propelling is prohibited All movements must be driven from the leading cab Where passengers join or alight at a station which is not in public use, or at a temporary platform, the Infrastructure Manager must give his approval and confirm that the platform surface, ramps and any fencing are satisfactory. If the station is to be used after dark, adequate lighting must be provided. 4 RAILTRACK
7 Page 5 of 5 4 Requirements (Continued) 4.2 The requirements shown in clauses to must be published in the Special Notice relating to the running of the train. In an emergency, however, arrangements must be made to ensure the staff concerned are advised of these requirements. 5 Advice to H.M. 5.1Provided the requirements in clause 4 are applied, no special authority Railway need be obtained from H.M. Railway Inspectorate. If, however, the train is Inspectorate to be one of a regular pattern (more than 4 times a year over the same section), authority must be obtained from the Railway Inspectorate, who may question whether the line should be permanently upgraded to passenger standards. 5.2 The Responsible Manager must submit an annual return to H.M Railway Inspectorate showing dates when trains have run under these conditions and the sections of line concerned.
