4 Page 3 of 5 Part B 1. Purpose To specify to managers factors that must be considered for controlling, safely using and operating plant and equipment in the railway environment. 2. Scope This standard applies to all managers responsible for the operation of plant and equipment (whether owned, hired or leased) used on railway property by railway staff, contractors, franchise holders, lease holders and private parties. 3. Key definitions 3.1 Managerially responsible In the context of this standard this refers to the delegated person responsible for the use. This is not a reference to any specific managerial grade. 3.2 Plant and In the context of this standard this means any powered or manual equipment where the correct operation is required to ensure safety. It specifically excludes domestic type equipment where the manufactures' instructions are adequate to ensure safe operation. 4. Standard Those who are managerially responsible for the operation of plant and equipment must always take the following points into consideration before plant and equipment is put into use. 4.1 Plant and Acquisition Before any plant and equipment is used, the acquiring organisation must ensure it is safe for use in the railway environment. Where the design or use of the plant and equipment could affect the safe operation of trains or the safety of the railway operation, then technical type approval must be obtained from the infrastructure owner. The requirements for type approval of some items of plant are indicated in the supporting standards as listed in section 5.

5 Page 4 of Registration All plant and equipment must be uniquely identified and registered for maintenance purposes. 4.3 Maintenance All plant and equipment must be subject to maintenance, which must be recorded and an indication of when the next maintenance is due must be apparent or available to the user. The maintenance schedules must address the minimum safety requirements for the use of the plant and equipment in a railway environment. When plant and equipment is hired and the hire company undertakes to perform maintenance, it is the hirer's (users agent) responsibility to ensure that a satisfactory maintenance programme exists and that the equipment is made available for it to be implemented. 4.4 Modifications Modifications to type approved plant and equipment, that affect the safety of the railway operation must be approved by the infrastructure owner. 4.5 Statutory Requirements Statutory registers must be kept up to date and the appropriate certificates available, whether the plant and equipment is owned, hired or leased. All relevant Statutory requirements must be identified and all necessary parties made aware of them. 4.6 Training and Authorisation Operators must have received appropriate training and/or assessment to operate the plant and equipment and carry the appropriate authorising certificate where necessary. The training, assessment and authorisation (as required) must be recorded for audit purposes. 4.7 Safe System of Work A safe system of work that takes account of a risk assessment in the local operating environment must be identified, communicated and implemented. Trained and authorised supervisor(s) must be provided for the work as appropriate. 4.8 Personal Protective Personal protective equipment for those operating the plant and equipment and those who may be affected by

6 Page 5 of 5 its operation must be provided and worn as required by the safe system of work. 5. Supporting or Related Standards For certain groups of plant and equipment as listed below the above points have been considered and the minimum requirements, which are mandatory, have been documented or will be documented as s. Where those standards are not yet published the existing provisions of Part 7 (Buff Pages) of the Working Manual will apply.
