3 United Power System of Russia in Brief 3 One of the largest power systems in the world (vs. US and UCTE) On-going restructuring/unbundling: from vertically integrated monopoly to liberalized system Geographical size creates a number of particularities: Electric power transmisson over very large distances Ultra-high voltage and high voltage lines Emergency automation High degree of interdependence and cooperation within IPS/UPS due to a former single USSR power system System control in Russia is deigned based on centralized dispatch but IPS/UPS synchronous zone is already using decentralized dispatch

6 Current Chalenges for System Operator 6 Reform of the dispatch control in Russia: Significant change in organizational structure Changes necessary due to development and implementation of power and ancillary services markets Reliability/quality: Increase of the quality of supply maintaining a high power system reliability main item: load/frequency control (modernization of primary, secondary regulators; ensuring necessary active power reserves quality and quantity) Transition from the centralized planning and control of a single (ex-ussr) power system to a decentralized one elaboration and implementation of common operation rules for all partners of the synchronous zone Market Support: Ensure the necessary support to the market oriented reforms of electricity sector due to a huge role of the System operator in competitive market infrastructure Implementation of a modern SCADA/EMS system Elaboration and implementation of balancing and ancillary services market Integration with UCTE: Feasibility study of the synchronous interconnection will be jointly performed by UCTE and UPS/IPS TSO-s (ISO-s)

8 SCADA/EMS Implementation Scope of the Project and Current Status 8 All existing SCADA/EMS were designed by Russian companies. Although the system are still functioning according to specifications SO decided to replace the SCADA/EMS on all three hierarchical levels with modern state-of-the-art systems., including: Central Dispatching System (CDU) in Moscow and 7 territorial systems (ODU s)- Center, Northwest, Middle Volga, North Caucasus, Ural, Siberia, Far East. A supplier for these systems will be selected through international tender. 55 regional systems will be supplied by domestic companies. Current Status: Evaluation of Tenders for CDU and 7 ODUs Implementation of the 55 regional systems is well under way. Currently already xxx systems in operation All systems shall be in operation by the end of 2007

9 Reasons for Replacement 9 Existing systems are closed to the end of its useful life cycle New requirements for the support of the competitive Wholesale Energy Market in Russia Interfacing with future automation systems of Federal Grid company and Trade System Operator Efficient synchronous interconnection with UCTE and coordination with IPS s of former USSR republics. Economical benefit of the system: Net present value for CDU and 7 ODUs is estimated well above 500 MEuro, due to: Increased reliability and quality of operational control Optimal Maintenance Scheduling Improved Generation Scheduling Reduced overall network losses
