2 Overview Telematics: technology-based hardware tools that collect, record and transmit vehicle operational data to a software platform. Data elements collected include: Location (tracking, geofencing) Vehicle diagnostics (maintenance, fuel consumption) Driver behavior (excessive idling/speeding, G-force events) Safety (crash detection, impact data) Video playback (pre- and post-impact video, unsafe driving practices) 2

3 Overview The Marine Corps non-tactical vehicle (NTV) fleet consists of approximately 13,000 vehicles Why are telematics important? Telematics can improve safety, reduce fuel consumption, reduce operating/maintenance costs, and allow access and analyze data crucial to smart fleet planning 3

4 Benefits of Telematics Implementation Operations Providing real-time vehicle data including location tracking (e.g., can assist in finding and recovering stolen NTV assets) Reducing fuel consumption Identifying and mitigating vehicle misuse Allowing granular fleet analysis for the purposes of billing, electrification potential, alternative fuel consumption, utilization and fleet right-sizing Safety Improving Marines driving behavior tend to drive more safely when they know telematics is monitoring vehicle diagnostics Reducing occurrence of accidents Cost Savings Reducing maintenance costs and downtime Exonerating drivers and the Marine Corps from 3 rd party accident claims Reducing fuel consumption costs 4

5 Policy Updates Telematics Policy Letter and LOI: Goals of telematics policy: Improve safety Reduce fuel consumption Minimize costs Analyze data crucial to smart fleet planning Impacts all USMC fleets (unless exempted) and all applicable vehicles Will collect maximum available vehicle diagnostics for asset-level analysis Already vetted through union representatives Leveraging RCO Parris Island telematics contract FOR OFFICIAL USE ONLY 5

6 Policy Updates Establishing the Telematics Program: Implementation Contracting Ordering Telematics Working Group Initial Operating Capability (IOC) Fielding Program development Data sharing Full Operating Capability (FOC) Plan, program, budget, and contract telematics services These three overlapping phases detailed in the LOI will incorporate fleet manager feedback and lessons learned into additional Marine Corps policies FOR OFFICIAL USE ONLY 6

7 Way Forward Continue collaborating with DOE to provide telematics feedback Continue working towards 100% telematics adoption for light-duty and medium-duty vehicles Consolidate telematics data analysis, benchmark performance, and monitor with quarterly scorecards Analyze data annually to adapt fleet operations/inventory 7

8 Case Study MCIWEST: early and extensive adopters of telematics Telematics has helped exonerate drivers on numerous occasions Example below: USMC driver pulled into center turn lane to turn left; red POV drifts into center lane and hits USMC vehicle on left side; POV driver found at fault as a result of video evidence Over $10k in recouped maintenance costs; possibly more saved in legal claims avoided 8
