4 AEO Safety and Security Guidelines: Freight Forwarder A freight forwarder organizes the transportation of goods in international trade on behalf of an exporter, an importer or another person. In some cases, the freight forwarding applicant provides the service himself and acts as a carrier. A freight forwarder's typical activity can include: obtaining, checking and preparing documentation to meet customs requirements. A freight forwarder's responsibility in the international supply chain can be regarded as follows: 1) Apply the rules on transport formalities; 2) Ensure, if relevant, a secure and safe transport of goods; and 3) Apply, if relevant, the rules on summary declarations in accordance with the legislation Security Assessments Self-Assessment: Suggested Assessment Questions What kind of safety and security risks or dangers have you identified? Internal Control Procedures: Suggested Assessment Questions During the last year what type of incidents have occurred and what type of measures have resulted thereof? Does the threat assessment cover these types of incidents? 6 2.0.0 Entry and Access to Premises Access and Entry Routines In-place access control system shall be identified Only properly identified and authorized persons, vehicles and goods shall be permitted access to the premises Access to the premises shall be controlled Persons shall use badges The badges shall be issued and supervised by the applicant Intrusion Procedures The applicant shall have established procedures for responding when an unauthorized intruder has been discovered on the premises (e.g. contact local police authority, involvement of internal security staff). 8 European Commission, Director General Restatement and Document Preparation by Prep4Audit, LLC
