3 What are the main policy goals for aviation security in the EU? Objectives: To protect civil aviation against acts of unlawful interference To provide the basis for a common interpretation of Annex 17 on Security to the Chicago Convention on International Civil Aviation That is achieved by establishing: Common rules, standards and detailed implementing measures for aviation security Compliance monitoring EU legislation mandates common aviation security rules and standards across the whole European Union and so permits One Stop Security within the EU/EEA area Dakar ( 2 Transport
4 Air cargo principles in the European Union All air cargo and mail must either be screened, or come from a secure supply chain (regulated agent, known consignor, account consignor) before being loaded onto an aircraft that leaves the EU, irrespective of what kind of aircraft (passenger or all-cargo/allmail) 3 Transport

7 The ACC3 regime (1 st Phase) 1 February All air carriers carrying cargo or mail from a non-eu country to the EU: Must be registered (designated) as an 'Air Cargo or Mail Carrier operating into the Union from a Third Country Airport' (ACC3) by an EU Member State - based on a valid security programme; and - a Declaration of commitments Are responsible for ensuring that all cargo or mail is screened or comes from a secure supply chain before loaded on a plane bound to the EU - applies to both passenger and all-cargo/mail carriers 6 Transport
8 The ACC3 regime (2 nd Phase) 1 July All air carriers carrying cargo or mail from a non-eu country to the EU: Must be (re)designated as ACC3 based on EU aviation security validation performed by EU aviation security validator - Examination of the air carrier's security programme - On-site verification of implementation of aviation security measures Must ensure application of EU screening standards, when cargo or mail is screened Entities part of the secure supply chain of the air carrier shall be subject to EU aviation security validation 7 Transport
9 (Re)designation of air carriers and cargo entities in the supply chain Designation of air carriers as ACC3 is based on EU aviation security validation Examination of the air carrier's (or entity) security programme On-site verification of implementation of aviation security measures performed by an EU aviation security validator 8 Transport
10 International Cooperation and ACC3 - Promoting the ACC3 programme at international level so to ensure and to facilitate the implementation of ICAO SARPs through the ACC3 mechanism - opportunity to contribute to a more robust, sustainable and secure global cargo/mail regime, linking the supply chain regimes in place - ICAO leadership 9 Transport

20 AIR CARGO SECURITY: AN AFRICAN AIRPORT EXPERIENCE: 1.0 INTRODUCTION The Kenya Airports Authority is a state cooperation established under an Act of Parliament, the Kenya Airports Authority Act Cap 395, laws of Kenya which came into force on 31 st May Role To provide Aviation Facilities, Infrastructure and Services to support National Economic Growth and Social Progress including Cultural Development and Global Accessibility. Mandate: To Develop, Maintain and Manage Aerodromes. 3

23 4.0 AIR CARGO BUSINESS MODEL AT KAA The Authority s Air Cargo business is operated through a model that engages the private sector in what is referred to as Public Private Partnerships. 5 Transit sheds/warehouses 5 Ramp Handlers 16 Specialized Freight Area Operators Note: 2 Transit Sheds/Warehouses and another 2 Specialized Freight Area operators have already been validated as RA3 compliant. Others are in the process. Air cargo handling capacity is approximately 1 mill tons/year Current capacity utilization 300,000 tons annually. 6

25 5.0 AIR CARGO SECURITY AT JKIA i) Cargo Security Principles This is provided under the General Security Program of the Authority. Since air cargo demands specific measures and procedures to protect it from unlawful interference, 4 core principals have been developed to guide the process: - Air cargo is handled from secure premises Air cargo origin must be established i.e. either from a Regulated Agent, Known Consigners or Air Carrier prior to acceptance. All air cargo is subject to appropriate security controls (screening and other means) before being placed on board passenger or cargo aircraft. A consignment of cargo, once security cleared is then protected from interference. 8
26 Air cargo is processed under 2 cargo regimes: - Known Cargo Unknown Cargo The above regimes determine the risk factor and measures to be applied in handling such cargo. Security clearance of air cargo consists of either active procedures to detect devices that may have been either placed into air cargo through screening, or preventive security to stop the devices being placed into air cargo after screening and at all stages thereafter in its handling prior to it being loaded onto aircraft Procedures and measures in place protect cargo from theft, tampering or unauthorized access. 9

28 A. Gate to Transit Shed Security agents receive consignment. Identity verification of drivers and occupants as well as preliminary checking of vehicle against Tampering, seals and documentation. Appropriate controls are applied if cargo known or unknown. Clearance passes issued against occupants. National I.D. passes to be displayed throughout. Vehicle allowed into holding area. 11
29 B. Vehicle Holding Area Origin of cargo is established if from RA3, KC3 or carrier or High Risk Region. Appropriate security controls applied. Driver and occupants screened through HHMD or pat down. Delivery note handed to cargo receiving officers. Driver directed to cargo screening area. 12
30 C. Cargo Screening Area Random verification of cargo after names of consignees established. Security access may screen entire consignment. Cargo allowed into warehouse. Further cargo and documentation processes continue. 13
31 D. In the Warehouse Unknown cargo is screened 100% through:- Physical Examination/hand search X-ray screening Other approved technical or bio-sensor means Screened cargo is labeled and other security control measures applied to protect it. Security status is then placed to indicate SPX meaning secure for all cargo and mail aircraft. SCO - secure for all cargo and all mail aircraft only SHR - secure for pax, all cargo and all mail aircraft in accordance with high risk requirements. 14
32 D. In the Warehouse CONT. Record of all security screening is kept for minimum of 90 days. Segregation of known cargo from unknown takes place until all cargo is security cleared. Transshipment cargo secured at point of departure is protected against unlawful interference and is treated as known. Exemption procedures must be followed for exempted cargo and the same protected from unlawful interference. Special security measures are taken for dangerous goods in line with ICAO technical instructions for safe transport of dangerous goods by air, Doc and also in line with customer airlines requirement upon obtaining state approval for carriage of DGs and in compliance with contracting state requirement. 15
33 D. In the Warehouse CONT. Various security declarations are made and records kept accordingly up to the time cargo is loaded onto aircraft. All cargo handlers undergo regular training and retraining. 16
34 6.0 AIR CARGO EXPERIENCE AT JKIA Brief Over view Previous processes on Cargo Sec. STRENGTHS a) Quality Control -KRA, Sheds & SFA provided escort. -KAA role minimal till after terror attacks particularly Sept 11. A senior officer has now been seconded to be fully in charge of Cargo Security complete with a support team. Role is to enforce security standards - Gates secured. Cargo is escorted Specialized Freight Area made Secure 17
35 b) Securing the entire supply chain Background identity checks on personnel Vetting through certificate of good conduct from the Police Various cargo security measures en-route Driver not allowed to leave vehicle unattended. No unscheduled stops on the way. Vehicle driven by vetted driver and accompanied by security cleared occupants only. Cargo carrying vehicles have tamper proof seals broken only on arrival at designated shed by security agents or representatives 18
36 c) Security Infrastructure around cargo handling Areas CCTV along perimeter fence, inside warehouse & on cargo apron including vital installations. Harmonization of official accesses to airside through closure of some. E.g. Freight gate. Only air side access allowed is through Transit Sheds. Closure of Airport North Road d) Facilitation Infrastructure - Roads, lights, water & Patrols Sensitization on Aviation Security Support programs - The secure freight program - The Kenya National Electronic Single Window System - The ACC3 validation program 19

38 7. CONCLUSION The biggest threat to air cargo security today remains the personnel who work within the cargo processing chain more than any other weak point. They are the ones who interface with cargo, mail, equipments and the carriers themselves. This world will only be free from threats to air cargo security & attacks only when a mechanism to detect early signs of suspicious conduct and malicious intentions are nipped in the bud. 21
