Key issues in the container landside logistics supply chain Examples include: Mismatch of operating hours predominantly Monday to Friday, daylight Alignment and coordination of booking systems with trucking efficiency requirements Mad minute and the large number of carriers Limited access to slots due to bulk runs, hoarding or not enough Variability in service times at key points in the chain 11/09/
Container Terminals & the Vehicle Booking System Modify VBS to facilitate two-way loading and reward efficient carriers Reduce competition for day slots to promote use of third-party staging Develop on-port logistics operations to facilitate consolidated loading 11/09/

We are doing more containers now than two years ago and we couldn t manage then. Major improvements have been made to achieve this result. In the past we have been reactive and we are now being proactive based upon what we are seeing as the challenges for the future. - TPS industry workshop participant, September /09/

Chain of Responsibility Implications for Freight Forwarders, Customs Brokers and Importers Expected to be in effect from early
Chain of Responsibility Update Delayed until Q Significant amount of work to change Acts and develop regulations Each draft results in questions (1 st Draft = 500 questions to answer) Now on third draft = nearly all questions answered (nearly complete) IT systems to administrate the regulations will take time 11/09/
CWD - Detail Road Traffic (Vehicles) Act 2012 Part 7 Division 1 describes CWD requirements A CWD for a freight container is a declaration that accurately states or purports to state: i. the weight of the freight container; ii. iii. its contents; and includes a copy or a version of such a declaration in any form (section 84) All loaded freight containers travelling by road, whether originating from land (eg. rail) or ship, must carry a CWD. The driver and the responsible person for the vehicle must have the CWD prior to start of transport in this state (section 86) 11/09/
CWD - Detail A CWD for a freight container complies with the legislation if it contains the following information: the number and such particulars of the consigned freight container as are necessary to identify the container; and the name and home address, and in the case of an individual the business address, in Australia of the responsible entity for the consigned freight container; and the date of the declaration; and any other information required by the regulations (section 84) 11/09/
CWD Detail (continued) An example of a CWD template is shown. CWDs, however, may be: in more than one document or format may be in electronic format in a placard attached or affixed to the container. (section 85) Regardless of the format chosen, the CWD must be readily available to a police officer who seeks to ascertain its contents there and then. (section 84) As an example, a driver with a tablet device holding or able to retrieve the CWD information would be acceptable 11/09/
CWD Port Operations Task Force Guide 11/09/
CWD Forwarder/Broker/Agent Risk Mitigation Guide The guide covers the main entities in the supply chain. There is a section specifically for Brokers, Freight Forwarders and Export Agents. It will also assist you in determining what others along the chain should have already done. 11/09/
Vehicle Weighing (Fixed Weighbridge) Work has started on the Weighbridge Completion expected end September / early October Fully certified weighs (commercial loads) 24/7 fully automated operation 11/09/
Vehicle Weighing (Weigh in Motion WIM) Outstanding results over East (particularly Sydney) Fully covers everyone s obligations to ensure no overloaded trucks go out on roads Proven to reduce overloads on roads No time losses Freight & Logistics Council looking at WA use? 11/09/
Peak season planning 11/09/
Peak season planning A targeted focus on preparing the supply chain for the period from October through to March Reinforces the message that unless certain preparations are made, freight will not arrive to meet your customer s Christmas, New Year and Chinese New Year requirements Where are those Jimmy Choo shoes I ordered for Christmas? Past year s activities have included: Media releases early ordering (The West Australian) Alternate facilities (PMR staging site) Extension of ECP hours (Central Saturdays) Demurrage extension information Trade projections/simulations 11/09/
Loaded Import Volume (TEU) Volume Change (%) Full import containers December, (TEU) 35, % 30,000 25, % +3.2% -4.0% +0.7% +4.4% +29.7% -17.6% (+6.9% from 10 despite more than 10% rise in freight ) +3.7% (despite double the annual increase in imports) 30.00% 20.00% 20, % 15, % 10,000 5, % 0 Dec 2005 Dec 2006 Dec 2007 Dec 2008 Dec 2009 Dec 2010 Dec 2011 Dec 2012 Dec % 11/09/
Peak season planning Current Peak group s activities include: Reinforcing message on trade predictions to prepare customers Making all supply chain players aware of the special pressures at this time of year Promotion of extended hours at ECPs Extended stack run availability Demurrage extensions Alternative temporary staging areas Assistance to transport operators Peak group looks at a whole chain approach with focused intensive attention during key this period 11/09/
Peak season planning The message is.. PREPARE DP World queue and TMA yesterday (9 September 2014) Is your transport capable of running after hours during the peak ( staging?) During the peak, can your customers: give your transport company a key to the gate? group pick ups to take advantage of tagged runs? have alternative arrangements to drop containers during holiday periods? Can you get information to your transport company about empty pick ups requirements to help them get slots at Empty Parks BEFORE the slots disappear? Are you looking at demurrage and getting the lines to extend BEFORE it is due? 11/09/
