1 THE ELECTRONIC NEWSLETTER OF THE INTERNATIONAL UNION OF RAILWAYS World Rail Research All major stakeholders involved in railway research expected at the 8th World Congress on Railway Research WCRR 2008 (Seoul, 18 th -22 nd May) UIC assemblies, Executive Board, General Assembly and Regional Assembly Asia to be held in Korea in connection with WCRR The 8th Congress on Railway Research (WCRR) will be held in Seoul, Korea, from 18 th to 22 nd May. This international Congress and trade exhibition is hosted by KORAIL (Korea Railroad Corporation), KRNA (Korea Rail Network Authority) and KRRI (Korea Railroad Research Institute) and is co-organised by the Association of American Railroads (AAR / TTCI, USA), DB (Germany), KORAIL (South Korea), JR / RTRI (Japan), SNCF (France), FS / Trenitalia (Italy), Rail Safety and Standards Board (RSSB UK), and UIC. The WCRR 2008 Congress seeks to promote international sharing and cooperation in the fields of railway research and innovation; covering operational, environmental and safety 1

2 management as well as the traditional engineering issues by bringing together railway researchers, technologists and decision makers from all continents. The 2008 edition should attract around 700 to 800 participants to Seoul. The main theme of WCRR 2008 "Towards a Global Railway" will be the red thread of the congress, linking 300 papers from eminent researchers in a programme of 50 sessions. These sessions, including a large number of "interactive full or short presentations", will be organised around three plenary sessions dedicated respectively to: - "Technology innovation and its implementation around the world (19th May), - "Impact of technology to improve capacity and efficiency", related to Infrastructure, Rolling Stock, Operation (20th May), The Goyang(city) Rolling Stock Depot is the place where all Korea Train Express (KTX) are housed for maintenance. - "Towards a Global Railway" (21st May). Some technical visits, organised on 22th May, will provide the opportunity for participants to experience the current high technology of Korean Railway: KRRI (Korea Railroad Research Institute), the Railroad Museum, the KTX Rolling Stock Depot... During the WCRR 2008 Congress, UIC will hold its statutory meetings (UIC Executive Board and General Assembly, UIC Regional Assembly for Asia) and the "International Railway Training Centre for UIC Asia" (IRaTCA) will be officially opened. The Railroad Museum, opened in 1988, presents the century-old railroad history of Korea, from the steam locomotive to the high speed train of today. 3 Freight UIC Freight Forum (Paris, 21 st -22 nd April) The UIC Freight Forum will be held on next 21st and 22nd April in Paris. The kick-off meeting of e-rail Freight will take place on the first day. The plenary session of the 22nd April will give the opportunity to report and to exchange on the work in progress (in particular on ongoing projects like DIOMIS, XRail, CPRC- Changing the Perception of Rail Cargo), in order to increase the level of services provided by UIC. Ferdinand Schmidt, CEO of Rail Cargo Austria will chair this session and review the items discussed on last High Level Freight Meeting. More information in a next edition of UIC e-news. In many cases railways use computer systems that enable them to process consignment note data electronically, but these are often incompatible at international level, or do not cover all the functions of the consignment note; and this double crossing of paper and electronic systems is a permanent source of cost and error. Today, the time has come for paperless transport; and e-rail Freight will help you to achieve it. e-rail Freight is a common initiative for electronic data exchange with the goal to help you replace all paper documentation. It will allow you to reduce costs and to improve quality. Additionally e-rail Freight will support your efforts to fulfil your e-customs requirements for the 1 July Do you want to learn more advantages and listen to the first experiences of a pilot project? Then come and join the kick-off meeting on the 21 April and be part of e-rail Freight! The meeting will be launched by Luc Aliadière, UIC Chief Executive, and Ferdinand Schmidt, Chairman of Rail Cargo Austria and Chairman of UIC Freight Forum. Rainer Wilke (UIC/Raildata and Railion), Henri Trolliet (CIT), Wessel Sijl (Customs working group CER), Karl Zoechmeister 3

4 (RCA Transport management) and Hannelore Ansorge (ORFEUS special assembly of Raildata) will make presentations on various aspects of the project including first lessons based on a pilot case. For more information please contact Bernard Schmitt, UIC Senior Advisor for Freight: b.schmitt@uic.asso.fr DIOMIS conference / debate (Paris, 17 th April) Agenda 2015 for Combined Traffic in Europe DIOMIS originated from the Study on Infrastructure Capacity reserves for Combined Transport carried out by KombiConsult and Kessel&Partner. It analysed whether enough capacity would be available for combined transport on the European railway infrastructure by This study was a first milestone in the debate about the evolution of the railway infrastructure available for freight and its adaptation to the needs of rail freight, DIOMIS carried the findings and conclusions of the Capacity Study several steps further. Bearing in mind the necessity for infrastructure investments, DIOMIS looked at how all stakeholders can optimize capacity use in order to face the expected strong growth of combined transport of 7.3% domestic and 8.7% internationally. The result is the Agenda 2015 for Combined Traffic in Europe. It constitutes a call for action for decision makers of all stakeholders (railway undertakings, combined transport operators, terminal managers, infrastructure managers), but also for public authorities, European and national as well, and port authorities. The ambition of the Agenda 2015 is to become an integral part of their respective development strategies. UIC is pleased to invite you to a conference at which the findings and the content of the Agenda 2015 for Combined Traffic in Europe will be unveiled. The conference will be held on 17 April from 09h30 to 16h00 at the UIC Headquarters. 5 ERTMS UIC ERTMS Platform delegation met with ProRail ERTMS representatives on 4 th April A UIC ERTMS Platform delegation led by Paolo de Cicco met with ProRail representatives on ERTMS migration plans and cost benchmark in Utrecht on 4th April. Mr F. Verheij Manager Infrasystems and UIC ERTMS Platform representative, welcomed the UIC delegation together with a large and very qualified group of managers, Messrs H. van Houten, ERTMS System Manager A. van Andel, Strategy Development Manager L. Moscou and W. Vrooland Cost Specialists and J. Rimmelzwaan, Project Manager. The meeting focused on UIC Platform 2008 activities and ERTMS deployment strategy in The Netherlands. The Dutch ERTMS deployment strategy is very ambitious and is currently under evaluation by their Parliament. On the right side is reported the ERTMS implementation plan by The roll-out planning foresees for rolling stock target implementation ETCS+STM completed by With regard to infrastructure ProRail will start from 2012 with corridor approach. GSM-R network covers the whole Dutch network and is completely migrated since beginning of 2007 to replace the old TeleRail analogue system. The ERTMS cost benchmarking study launched by the UIC ERTMS Platform was presented. Its main objective is to develop a set of commonly agreed Key Performance Indicators and Modular Cost Structure/s for ERTMS implementation projects on a lifecycle view. The final aim is to set common strategies to lower ERTMS prices. In depth discussions followed on how to structure cost elements and how to take care of the actual context each project has its own context/history. ProRail experts presented their vision on costs and gave a very solid and positive contribution to the study. Two technical workshops, one for IMs and one for RUs, are planned at UIC at the end of May. They will consolidate the costs structure and form the basis for the benchmark. 5

6 The UIC ERTMS implementations data base was presented. The data base is built on official information given by Platform members with the objective of offering them an ongoing added-value service and to maintain Platform strategic position and understanding of the rail business. In 2008 the data base has been re-structured to become a multi-data base (relational data bases: infrastructure (comprising interlockings), rolling stock, economic data) to allow dynamic queries to be addressed. UIC is exploring the possibility to put the data base on line and allow Platform members to update it remotely and to address specific queries. This possibility was very welcome by ProRail representatives who emphasised the importance of a unique and centralised ERTMS data base.
