2 2 The Federal Waterways and Shipping Administration The ship-waterway-harbour system is an important element of traffic infrastructure. According to international standards, this system has to work efficiently and fulfil high safety standards. Only then the successful participation of shipping and related industries in international economic competition can be guaranteed. The Federal Waterways and Shipping Administration's predominant task is to ensure safe navigable waterways which meet demand as well as ensuring a safe and easy flow of shipping traffic. The Federal Waterways and Shipping Administration is part of and controlled by the Federal Ministry of Transport, Building and Urban Affairs which takes the relevant strategic and political decisions and issues appropriate guidelines. There are seven Waterways and Shipping Directorates (WSD) which link customers regional needs with the Ministry's strategic and political goals. Another important responsibility apart from the creation of specialist strategies is the coordination and controlling of the Waterways and Shipping Offices. 39 Waterways and Shipping Offices (WSA) are responsible for river and shipping police measures of local relevance.
3 3 The Waterways and Shipping Directorate Northwest The WSD NW sees itself as a customer-centred service company in the maritime network for everybody who uses the waterways between the rivers Weser and Ems. The WSD NW has profound regional knowledge, close contacts with all regional administrations, associations, shipping companies and shipyards as well as with all professional and leisure maritime industries, placing it in an ideal position to satisfy the increasing needs of all customers who use the waterways Weser 2 Ems 3 Environment 4 Leisure shipping 5 Technology & innovation 6 Jade 4 5 6
4 4 Safe Navigation on the Rivers Weser, Jade, Ems German Coast Safety Concept Traffic regulations are established to avoid events on or along navigable waterways liable to affect the safety and smooth flow of traffic or to pose a hazard to the marine environment. Compliance with and the effectiveness of these regulations are permanently monitored in order to reach the above aims. The primary aim of this strategy is to avoid maritime casualties. It also includes the effective management of such casualties. To improve maritime safety, traffic separation schemes have been established along the German coast. In these areas traffic in opposite directions is separated from each other. Vessels with large quantities of certain dangerous cargos have to use traffic lanes located far away from the coast. Visual signs such as light buoys and lighthouses and the compulsory AIS (Automatic Identification System) are further preventive means designed to improve maritime safety. Compliance with all regulations regarding traffic, waterways and nature conservation is permanently observed by qualified nautical personnel in the VTS (Vessel Traffic Service) Centres. The VTSC is the first point of contact for all ships.

8 8 Efficient waterways between the rivers Weser and Ems Lifelines for ports and maritime industries The federal waterways Ems, Jade and Weser with the tributary river Hunte connect the internationally significant ports of this region to worldwide merchant shipping as well as to the inland industries via canal and inland river systems. The job of the WSD NW and its branches is to keep the waterways operating efficiently according to demand.
9 9 Waterway Upgrading, New Construction The WSD NW also focuses on medium and long-term planning. Feasibility studies identify increasing requirements of waterways. Technical solutions are planned and assessed with regard to their economic effects. Furthermore feasibility studies are a substantial basis for the inclusion of upgrading projects into the Federal Traffic Routes Planning. Operation and Maintenance The WSD NW supports the Waterways and Shipping Offices in the economic operation and maintenance of the waterways and related installations by providing technical schemes.
10 10 Traffic Technology Traffic technology systems are geared to the safe navigation of vessels along the German coast. Technical precision and reliability are decisive factors for safe navigation. Traffic technology systems must be constantly adapted to international shipping requirements. VTS Centres in Bremen, Bremerhaven, Wilhelmshaven and Emden safeguard shipping on the rivers Weser, Jade, Ems and in the German Bight. The relevant traffic information is acquired using radar and AIS (internationally compulsory satellite-based Automatic Identification System), displayed on electronic sea charts and evaluated by the VTS operators.
11 11 Planning Approval The Federal Waterways Law stipulates that a planning approval is necessary before upgrading or new construction of installations on or along waterways. A planning approval is a formal administration procedure that precedes extensive construction projects. This procedure contributes to a rapid realisation of such projects, which require the consideration and weighing up of all the public and private interests affected. The WSD NW is also responsible for issuing planning approvals. The relevant department here is department P (planning approval). For example, approvals of the fairway's extension of the Outer River Weser or the foundation of the "Jade-Weser-Port" have been issued by the division "P" prior to the start of the construction works.
