ITS Applications Tomorrow ecall Cooperative systems for traffic management Advanced driver assistance systems in vehicles Integrated Communication (VII) Vehicle to Vehicle Infrastructure to Vehicle Infrastructure to Infrastructure Combining information from various sources, with consistent driver/passenger information Improved management of incidents 12

Why is the use of ITS still limited? always one step ahead Telematics too complex? Lack of public awareness, must be understandable for everybody Must be non-discriminatory No cost benefit understanding? For Customers For Road Operators Insufficient funding? Missing policies and legal framework? 13

Remember the challenges 14

Main Challenges 1. Congestion 2. Accidents 3. Financing 4. Environment 15

Main Challenges 1. Congestion Huge growth rates, for freight and passenger transport Mounting congestion, costing e.g. in the EU : ~1% of GDP In the U.S. : ~$ 2.1 bn 16

Main Challenges 2. Accidents 22.8% of global injuries happen in road traffic WHO, million people die in road accidents per year WHO, 2001 Traffic injuries will increase by 2020 to rank 3 (1990: rank 9) WORLD REPORT ON ROAD TRAFFIC INJURY 17

Main Challenges 3. Financing Financial requirements in Europe: 250bn required until 2020 for TEN-V projects 600bn required to finalize TEN projects The EU budget is 8bn only! Thus, additional sources of financing are required, e.g. user based financing by tolling & road user charging, with Concessions, PPP, PFI, Source: EC, DGTREN, 2007, Thielmann 18

Main Challenges 4. Environment protection Mobility is growing, will cause permanent increase of pollution Historical centres & city centres are suffocating in traffic Urban traffic is responsible for ~40% of CO 2 emissions arising from road transport Impact of transport on environment: Global Warming always one step ahead 19

Key Problems in Transport in Europe The European Commission has identified the following key problems faced by European transport: The loss of 40,000 lives each year on EU roads Road crash costs in Europe cost 1.5% of GDP The consumption of 30% of all the EU s energy by transport Mounting congestion, costing the EU economy 1% of its GDP The cost impacts form transportation on the environment is estimated with 1.1% of GDP The threat from terrorism to transport 20

How can ITS help? 21

Vision: Every Car has an On Board Unit to Serve ITS Tolling Parking Access Control Traffic Management 1. Congestion relief 2. Accidents reduction 3. Financing 4. Environment protection Payment In Car Information Fleet Management Hazardeous Goods Management 22

1. ITS to reduce congestion 23

Congestion Mitigation by Traffic Management Better utilization of existing infrastructure Traffic Management for trip planning, congestion mitigation, and intermodal transportation Intelligent mobility solutions and transport demand management Co-modal logistics chains which optimize the use of transport infrastructure Urban Charging Schemes 24

2. ITS to reduce accidents 25

Challenge - Road Safety Worldwide, 1.2 million people die in road accidents per year (WHO, 2001) 26

The Haddon Matrix Source: WHO World report on road traffic injury prevention

Positive Effects due to ITS Positive Effects due to ITS 28

ITS to reduce fatalities Speed monitoring and enforcement Wrong way driving detection Alcohol detection and engine locking Traffic Information ecall 29

Speed Limiting Instruments Automatic speed enforcement reduces road traffic deaths and serious injuries by 14%. Enforcement by police officers achieves a 6% reduction. (WHO) Publicizing the presence of speed cameras or radar reduces the incidence of crash and injury substantially. Speed limits are a matter of driver education and strong enforcement. Integrated speed monitoring better than punctual speed monitoring: Section Speed Monitoring. *) WHO World report on road traffic injury prevention

Section Speed Monitoring by Digital Image Processing Principle: The license plate of the vehicle is stored with a time stamp at the begin and at the end of the road section, and the elapsed time is measured. Example: Distance from A to B is 8 km Maximum allowed speed is 80 km/h 8 km Must results in minimum travel time of 6 minutes If time is e.g. 5 minutes, then speed is 96 km/h!!! 12.00h 12.00h A 12.06h 12.05h B 31

Detection of Wrong Way Drivers always one step ahead Intelligent digital video camera installed at exits If a vehicle with wrong driving direction is detected, the following actions are started: report to a traffic control centre alarming police warning of drivers on that particular stretch of the road Wrong direction! Intelligent Digital Video Camera right 32

Hazardous Goods Management (HGM) Integrated Data Management by: Actual information on the load of the vehicle is stored in the OBU - On Board Unit - and in the back office Examples: 1. In case of accidents an emergency action plan is started 2. Trucks are identified at critical locations, e.g. when approaching tunnels, and the trucks are spaced before entering the tunnel 33

Plan for Austria: Reduction of Accidents until 2010 always one step ahead 34

Do we have faith in our road safety efforts? 35

3. ITS to finance infrastructure 36

Bottlenecks in Financing of Infrastructure Bottlenecks in financing of road infrastructure exist for: New Roads Extensions Maintenance (e.g. bridges) Impacts of lack of financing: Reduced quality of roads accidents Work zone completion is delayed congestion and accidents New roads can not be built congestion Action: mobilize all available sources of financing, and improve the finance engineering tools: Concessions, PPP, PFI, BOT Road User Charging & Electronic Tolling for trucks and/or all vehicles 37

Intentions for Tolling Revenue collection for the service at bridges, tunnels, or sections of a road, or regions, in cities, or nationwide, or first level roads only, or all roads, Support of national taxation, or financing of PPP, BOT, PFI schemes User based charging instead of time based fees to consider Environmental interests Behavior change Traffic Management (FCD) 38

Why Multi-Lane Free-Flow? MLFF toll gantry MLFF toll gantry No obstruction of traffic no congestion caused by toll scheme Open Access to the network: no barriers on exit and entry ramps Tolling Gantries in each section of the Motorway MLFF toll gantry MLFF toll gantry 39

Why Interoperability? 40

Why Standards? 41

Solutions, based on standards always one step ahead Source: Booz Allen Hamilton 42

4. ITS to help the Environment 43

ITS to help the environment Traffic Light synchronization green waves Urban goods logistics delivery management Traffic Management & Direction Instructions Temporary one way traffic diversions to ease flow Motorway congestion measures variable speed limits Ramp metering Construction site congestion management Improved vehicle control using external sources of data Source: Ertico Think Tank

ITS to Develope High Quality Urban Transport The most effective measures to reduce traffic volumes in urban areas are: 1. Charging (e.g. the London Congestion Charging) 2. Access restrictions (e.g. the Zone a Traffico Limitato in Rome) 3. Parking management (e.g. Winchester, Rotterdam). Although there is no technologic challenge in introducing these measures, the political challenge is considerable 45

Conclusions 46

ITS Brings Benefits For the Traveller For the Operator For the Provider Ertico 47

ITS Mitigates Road Transport Problems ITS is an effective tool to mitigate the major problems caused by road transport: Congestion Accidents Financing Pollution 48

We need more ITS Why? Better road service Improved road safety Protection of the environment Reduction of congestion How? Proper policies and financing Standards Projects Partnerships And 49
