23 1 March 2014, Japan Customs new requirement Advance Filing Rules (AFR), which necessitates advanced information for cargo bound for its ports. Requires information submission for maritime container cargo to be loaded on a vessel intended for entry into ports in Japan In principle 24 hours before departure of the vessel from a port of loading. Forwarding Agents, Freight Forwarders, Non Vessel Operating Common Carriers, and Shipping Agents with maritime container cargo will be required to transmit cargo and party-related information to Japan Customs. Must be transmitted electronically via Nippon Automated Cargo and Port Consolidated System, Inc. (NACCS). Non-compliance with this will result in your maritime Japan-bound cargo not being able to unload as well as other penalties stipulated by Japan Customs. 10/29/
