1 Purpose ASC / AWD MASTER LIST OF OBJECTIVE QUALITY EVIDENCE (OQE) ATTRIBUTES This docuent provides inforation about the Objective Quality Evidence (OQE) attributes used in ASC/AWD purchase orders. Scope This inforation applies to all ASC AWD purchase orders (PO) provided to ASC suppliers and subcontractors tasked with anufacturing and supplying coponents for the Hobart Class AWDs. Definitions and s Ter / Definition AWD ECQMS ITP MDR OQE PTS SDRL Air Warfare Destroyer Enterprise Copliance Quality Manageent Syste Inspection & Test Plan - A construction plan that details the sequence of steps proposed to fulfil a work requireent, the tests to be perfored and identification of hold and witness points proposed and offered to the custoer to verify. Manufacturers' Data Report - A folder (or siilar) which contains all copiled docuentation required as Objective Quality Evidence (OQE), the extent of this OQE being specified in the Purchase Order, Contract or PTS. For single ite deliveries, the deliverable Ite Identification (i.e. Purchase Order/Contract Nuber, Line Ite Nuber, Ite Description, NSN or ASC Catalogue Nuber) is to be clearly stated on the front cover of the Manufacturers Data Report. For ultiple ite deliveries, the front cover shall identify the Purchase Order/Contract Nuber and the Manufacturers Data Report shall contain an index that crossreferences each line ite and ite description to its NSN (or Catalogue Nuber) and OQE docuentation. Additional ite identification inforation ay be stipulated by other attributes. Objective Quality Evidence Purchase Technical Specification - A technical specification that defines the technical detail for ites that need to be purchased. PTSs can include certification inforation, OQE requireents and any details required to copletely define a part and the supporting docuentation. Supplier Data Requireent List Page 1 of 9

2 Eng./Quality AC Assebly Check Is a stateent of the build state of the delivered ite. ILS/Quality BN Batch Nuber The Batch Nuber is a unique identifier and can be referred to as a batch, heat, charge, cast, and lot nuber. Each batch of aterial used in the anufacture of a delivered ite, is to be in accordance with the applicable standard and specification. Where required by applicable standards and specifications or Purchase Order requireents, the batch nuber shall be peranently staped, stencilled, etched or engraved on the delivered ite(s) in a clearly visible location, except where an engineering deterination dees this unacceptable in which case the batch nuber is to be detailed on the packaging or labelling. The Batch Nuber shall be recorded in the Manufacturers Data Report and cross referenced to any other applicable docuentation. Eng./Quality BRS Braze Certified Stateent Engr/Quality CAC Test Equipent Calibration Certificate A stateent certifying that the brazing associated with the anufacture of the delivered ite was perfored and inspected in accordance with a standard that is approved for use on Hobart Class AWDs. The stateent shall include reference to Procedures, Operator s Qualifications, Consuables and Braze Non Destructive Testing. Reports shall be signed by a qualified welding inspector or equivalent. All these references should be available for inspection on request. Certifies that the test equipent used to provide test results for the delivered ite were calibrated in accordance with a NATA, or equivalent, standard. The certified stateent shall include test equipent serial nuber and date of next calibration due. In lieu of a certified stateent, copies of calibration certificates ay be provided. Page 2 of 9

3 Eng./ Quality CoC Certificate of Conforance A certified stateent by the supplier that the delivered ite(s) eet all requireents specified by the Purchase Order or Contract. Each delivered ite is to be identified as follows: Purchase Order Nuber/Contract Nuber, Line Nuber/Ite Nuber, Ite Description, ASC Part Nuber (NATO Stock Nuber or ASC Catalogue Nuber), Quantity, Manufacturer's Part Nuber. If specified as a deliverable OQE attribute, the following additional inforation can be included in the Certificate Of Conforance: Serial Nuber, Batch Nuber, Rubber Hardness, Rubber Cure Date, Use By/Shelf Life, Date Of Manufacture, Expiry Date, Software Version Nuber, Cleanliness Certification Stateent, Weight Certification Stateent. Eng./Quality CT Continuity Test A report is to be provided which records continuity test details. The report is to record the serial nuber of the ite under test and ay be a separate docuent or for part of the Functional Perforance Test Record. Test equipent serial nubers and calibration dates are to be recorded and can be cobined with Test Equipent Calibration Certificate (CAC). Page 3 of 9

4 Eng./Quality CTCL Critical Ites All ASC noinated Critical Ites (CTCL) shall only be sourced fro Sub-tier Manufacturers/Mills that are listed in the ASC list of Authorised/Approved Manufacturers/Mills. If critical ites cannot be sourced fro ASC authorised/approved anufacturers/ills, then the direct supplier shall ensure that independent qualification batch testing is carried out iaw criteria defined by ASC. ASC ay also consider undertaking a quality audit of the Manufacturer/Mill anufacturing processes on a case by case basis. Eng./Quality DIR Diensional Inspection Record Records are to be provided which certify that a Diensional Inspection of the delivered ite has been perfored and that it coplies with standards, specifications or drawings approved for use on Hobart Class AWDs. This record will include the equipent identification nuber and calibration inforation for the equipent used. Eng./Quality DNOT Despatch Note Only applies to paint. Provides the following inforation: ASC Catalogue nuber. Manufacturer part nuber. Batch nuber. Quantity. ILS/Supply DOM Date of Manufacture States the date on which the delivered ite was anufactured. The date is to be stated on the packaging. The date ay be stated on a separate docuent or stated on the Certificate of Conforance. NOTE: When the Use by Date/Shelf Life is also an attribute, and Use By Date is provided, the Date of Manufacture is not required. Eng./Supply EXP Certification Expiry Date Certifies the date on which the pressure vessel ust be re-tested / re-certified in accordance with a pressure vessel standard. The certificate is to include the standard to which it was tested. Page 4 of 9

5 Eng./Quality FPT Functional/Perforanc e Test Record Eng./Quality HTR Heat Treatent Record Reports are to be provided which certify the results of anufacturer s tests and inspection, e.g.; calibration, perforance/operational/functional tests carried out on the delivered ite. The report shall contain details of: The specifications/standards and references the testing is to be perfored to, The procedure carried out, The pass/fail criteria, A list of support and test equipent used (refer CAC), The results achieved fro each test and inspection, This report ay also include electrical, pressure and leak tests. Is a report that a Heat Treatent process has been perfored on the batch of aterial, used in the delivered ite, in accordance with a aterial standard that is approved for use on Hobart Class AWDs. The report ay be on a separate docuent or the Cheical Analysis Report or Mechanical Properties Test Report and is to include furnace ID and calibration details. The report shall state the Batch (heat, charge, cast, lot) Nuber of the aterial and shall be signed by a suitable signatory. Eng./Quality HVT High Voltage Test A report is to be provided which records high voltage test details. The report is to record the serial nuber of the ite under test and ay be a separate docuent or for part of the Functional Perforance Test Record. Test equipent serial nubers and calibration dates are to be recorded and can be cobined with Test Equipent Calibration Certificate (CAC). Eng./Quality IT Insulation Test A report is to be provided which records insulation test details. The report is to record the serial nuber of the ite under test and ay be a separate docuent or for part of the Functional Perforance Test Record. Test equipent serial nubers and calibration dates are to be recorded and can be cobined with Test Equipent Calibration Certificate (CAC). Page 5 of 9

6 Eng./Quality LCS Load Certified Stateent Eng./Quality MLT Magnetic Leakage Test Is a stateent that the delivered ite has been tested and certified, in accordance with a nationally approved standard, to be capable of lifting/carrying the specified load. A tally plate providing load test details is to be attached to each individual ite supplied. A report is to be provided which records agnetic leakage test details. The report is to record the serial nuber of the ite under test and ay be a separate docuent or for part of the Functional Perforance Test Record. Test equipent serial nubers and calibration dates are to be recorded and can be cobined with Test Equipent Calibration Certificate (CAC). Eng./Quality MPT, refer to MTC See MTC See MTC Eng./ Quality MTC (previou sly MPT) Mechanical Properties Test Report Mechanical Properties: Cheical Coposition and Mechanical Characteristics Certificates. As a iniu certifies the results of Cheical Analysis, Mechanical and Physical tests perfored (i.e. Cheical Coposition, Tensile Test) on the back of aterial used in the delivered ite, in accordance with the relevant code/specification that is approved for use on the Hobart Class AWDs. The report shall state the batch (heat, charge, cast, lot) nuber and identify to the standard. The Material Certificates shall be in accordance with the requireents of BS EN 10204: General NA Not Applicable To be applied when OQE is not applicable to an ite. Page 6 of 9

7 ILS/Supply PKG Packaging Requireents Eng./Quality PRC Paint Record Certified Stateent Eng./Quality PTC Pressure Test Certificate For each delivered ite, the following identification inforation shall be provided on the packaging of the delivered ite(s): Purchase Order / Contract Nuber, Line or Ite Nuber, Ite Description, NATO Stock Nuber or ASC Catalogue Nuber. For elastoeric products i.e. o-rings, seals etc - goods are to be packaged individually and in light excluding bags. Batch nuber, cure date and shelf life details are also to be provided on packaging. For paints, adhesives, oils, greases, and lubricants - batch nuber, date of anufacture and expiry date details are also to be provided on packaging or container. Additional packaging identification inforation ay be stipulated by other attributes. Paint reports are to be provided which certify that the delivered ite is painted in accordance with a paint schee approved for Hobart Class AWDs. The batch nuber and expiry date of the paint shall be stated. The coating dry fil thicknesses, ties/dates and atospheric conditions during application ust be stated. Blasting details, records and profiles, if required, are to be included. Certifies that Pressure Testing and or Leak Testing has been perfored and records the requireents, test results and test equipent/gauges. The test report shall be provided and state the Serial or Batch (heat, charge, cast, lot) Nuber of ites under test. Test Station ID, and pressure gauge serial nuber and calibration dates are to be provided and can be cobined with Test Equipent Calibration Certificate (CAC). The test results can be included with the Functional/Perforance Test results. ILS/Supply RCD Rubber Cure Date States the date on which the delivered rubber ite was anufactured. The cure date is to be stated on the packaging. The cure date ay be a separate docuent or stated on the Certificate of Conforance. Page 7 of 9

8 Eng. RHC Rubber Hardness Certified Stateent Eng. RIR Radiographic Inspection Report Eng./Quality SDR Surface Defect Report (Non Destructive Testing) Certifies the shore hardness value of the delivered ite. The shore hardness ay be a separate docuent or stated on the Certificate of Conforance. Provides the results of Radiographic Testing perfored on the batch of aterial, used in the delivered ite, in accordance with a aterial standard that is approved for use on Hobart Class AWDs. The report shall state the Batch (heat, charge, cast, lot) Nuber or Serial Nuber and shall be signed by a suitable signatory. Provides the results of inspection and non-destructive testing carried out on the surface integrity of delivered ites in accordance with a standard that is approved for use on Hobart Class AWDs. The report shall state the Batch (heat, charge, cast, lot) Nuber or Serial Nuber. The report, depending on the aterial, can be a visual/optical inspection, dye/liquid penetrant exaination, agnetic particle exaination and shall be signed by suitable signatories. Eng. SHCK Shock Certificates Is a stateent that the delivered ite has been tested and certified in accordance with the required shock standard. The stateent will include a description of how the delivered ite has been certified, by Test, Analysis or Extension. ILS SN Serial Nuber A Serial Nuber is a unique identification nuber for each individual delivered ite. This Serial Nuber is noinated and aintained in a register by the supplier. The serial nuber shall be peranently staped, stencilled, etched or engraved on the delivered ite in a clearly visible location and the nuber shall be recorded on the Manufacturers Data Report and identified on the packaging. Eng. UIR Ultrasonic Inspection Report Provides the results of Ultrasonic Testing perfored on the batch of aterial, used in the delivered ite, in accordance with a aterial standard that is approved for use on Hobart Class AWDs. The report shall state the Batch (heat, charge, cast, lot) Nuber or Serial Nuber and shall be signed by a suitable signatory. Page 8 of 9

9 ILS/Supply UBSL Use by Date/Shelf Life States the axiu period the delivered ite ay be held in storage before use for it's intended purpose. The Use by Date / Shelf Life is to be stated on the packaging. Whenever a Certificate of Conforance is provided, the Use by Date / Shelf Life is to be stated on this Certificate of Conforance. Eng./Supply VER Version Nuber States the Version Nuber of the software progra that is loaded on the delivered ite. The Version Nuber is to be stated on the packaging. The Version Nuber ay be stated on a separate docuent or the Certificate of Conforance. Eng./ Quality VIB Vibration Certificate Is a stateent that the delivered ite has been tested and certified in accordance with the required vibration standard. The stateent will include a description of how the delivered ite has been certified, by Test, Analysis or Extension. Eng. WCS Weld Certified Stateent A stateent certifying that the welding associated with the anufacture of the delivered ite was perfored and inspected in accordance with a standard that is approved for use on Hobart Class AWDs. The stateent shall include reference to Welding Procedures, Welders Qualifications, Welding Consuables, Weld Maps and Weld Non Destructive Testing. Reports shall be signed by a qualified welding inspector or equivalent. All these docuents should be available for inspection on request. Eng./ Quality WCCS Weight Control Certified Stateent A report is to be provided which certifies the actual weight of the delivered ite. The stateent can be included on the Certificate Of Conforance.
