2 Level Descriptors (Level 1-4) National Qualifications Framework Level 1: Employs and recalls a narrow range of knowledge and cognitive skills. No generation of new ideas. The intention of this qualification is to assist; Those who have been in the workplace for a long time, by using the recognition of prior learning process to assess and recognise workplace skills acquired without the benefit of formal education and training; New entrants, by describing the learning outcomes required to participate effectively, e.g. in a structured workplace programme; Education and training providers, by providing guidance for the development of appropriate learning programmes and assessment documentation; Employers, by enabling skills gaps to be identified and addressed ensuring that productivity levels are increased and business objectives achieved. Training programmes leading to the award of this qualification focus on the primary aim of the introduced Driving and Testing Manual (DTM), issued by the Ministry of Works and Transport in terms of regulation 117 of the Road Traffic and Transport Regulations of 2001, to assist driving examiners in becoming competent examiners and foster uniform standards in driving testing procedures and competency assessment of potential drivers in Namibia. It recognises people who have the competencies required for carrying out vehicle, driver, and instructor, examination and testing with professional skills in customer care and a high level of work ethical behaviour, and to record data on the Namibia Traffic Information System. As a result, this qualification provides opportunities for paid employment acting as a reward for contributions to society by facilitating social

6 and economic transformation, empowerment and general upliftment of the vehicle and driver examiner industry and country in general. Being awarded with this qualification does not enable a person to work as a Vehicle and Driver Examiner. In order to do so, a person must be in possession of a professional authority (PA) and a valid, current, and relevant driving licence for being appointed by the Roads Authority. This qualification is based on the assumption that people entering programmes of study leading towards the certificate have already demonstrated ability in fundamental automotive mechanical skills, and preferably worked as Examiner Assistant at a vehicle testing station. Consequently, the National Vocational Certificate in Automotive Engineering (Automotive Mechanics) (Level 2), or the demonstration of equivalent knowledge and skills, is a prerequisite for entry to this qualification. 10 Unit ID: VDIET001 Domain VEHICLE, DRIVER, AND INSTRUCTOR, EXAMINATION AND TESTING Unit Title: Record and authorise test results on the Namibia Traffic Information System Level: 3 Credits: 4 Purpose This unit standard is intended for those who carry out vehicle, driver, and instructor, examination and testing operations as part of the Transport Information and Regulatory Services. People holding credit for this unit standard, are able to: Demonstrate knowledge of the Road Traffic and Transport Act No. 22 of 1999 relating to the recording and authorising of test results on the Namibia Traffic Information System; and record and authorise test results on the Namibia Traffic Information System. Special Notes 1. Assessment evidence may be collected from a real workplace or an appropriately simulated environment in which examination and testing operations are carried out. This unit standard should be assessed in conjunction with other relevant technical unit standards selected from this domain. 2. People holding credit for this unit standard, are able to: Analyse customer needs and expectations; interact with customer; provide feedback and take appropriate action; and maintain records. Special Notes 1. Assessment evidence may be collected from a real workplace or an appropriately simulated environment in which examination and testing operations are carried out. This unit standard should be assessed in conjunction with other relevant technical unit standards selected from this domain. 2. People holding credit for this unit standard, are able to: Demonstrate knowledge of the legislative requirements in respect of the role of a vehicle and driver examiner; demonstrate knowledge of the legislative requirements in respect of drivers and learners licences, and instructors certificate; and demonstrate knowledge of the legislative requirements in respect of the roadworthiness of vehicles. 19 Unit ID: VDIET004 Domain VEHICLE, DRIVER, AND INSTRUCTOR, EXAMINATION AND TESTING Unit Title: Inspect motor vehicles for roadworthiness Level: 4 Credits: 18 Purpose This unit standard is intended for those who are required to determine the fitness and roadworthiness of heavy, extra heavy and articulated motor vehicles (exceeding 3,500 kg in tare or GVM, as applicable) at vehicle testing stations in accordance with legislative definition and requirements. People holding credit for this unit standard, are able to: Verify a motor vehicle using the motor vehicle descriptor; categorise a motor vehicle; examine and assess the systems of a motor vehicle; certify roadworthiness status based on assessment; and apply work ethics during the inspecting of motor vehicles. Special Notes 1. Entry information Prerequisite Unit VDIET006 Comply with health and safety rules and regulations in vehicle, driver, and instructor, examination and testing operations; or demonstrated equivalent knowledge and skills 2. Assessment evidence may be collected from a real workplace or an appropriately simulated environment in which examination and testing operations are carried out. 3. All relevant performance in this unit standard shall comply with the Driving Testing Manual issued in terms of regulation 117 of the Road Traffic and Transport Regulations, Safe working practices include but are not limited to day-to-day observation of safety policies and procedures, and compliance with emergency procedures. 5. GVM refers to Gross Vehicle Mass. The GVM is the maximum weight that a truck can carry including its own weight. This is the maximum or total weight of a loaded vehicle (including body, load, fuel and driver). 6. Element 2: Categorise a motor vehicle 2.1 Manufacturer plate information of the motor vehicle is verified for recording purpose. 2.2 Information plate specifications of the motor vehicle are calculated for recording purposes. 2.3 Seating and/or standing capacity of the motor vehicle is determined for all passenger carrying motor vehicles. 2.4 The type and class of the motor vehicle is determined for recording purpose. Element 3: Examine and assess the systems of a motor vehicle 3.1 Tests and inspections are performed in accordance with the relevant legislation and South African Bureau of Standards code of practice. 3.2 Any irregularities and/or discrepancies are recorded in accordance with standard operating procedures and relevant legislation. 3.3 Irregularities and/or discrepancies are referred to appropriate persons, bodies or organisations in accordance with standard operating procedures and relevant legislation. 18

21 3.4 The load specification of a motor vehicle is verified as required in accordance with standard operating procedures and relevant legislation. 3.5 Inspection criteria are selected which are appropriate for relevant motor vehicle type and classes. 3.6 Vehicle testing equipment are identified, selected and applied in accordance with manufacturers specifications and workplace procedures. Element 4: Certify roadworthiness status based on assessment 4.1 The motor vehicle is identified in accordance with the relevant legislation and documentation. 4.2 Defects on the motor vehicles are identified in accordance with standard operating procedures and relevant legislation. 4.3 Certification status is determined based on assessment results and in accordance with the relevant legislation and documentation. 4.4 Roadworthiness assessment results, certification status and supporting documentation are completed for recording purposes in accordance with standard operating procedures and relevant legislation. 4.5 Documentation is archived in accordance with standard operating procedures and relevant legislation. 4.6 The certification status of the motor vehicle is communicated to the person presenting the vehicle. 4.7 Concluding action is taken in accordance with standard operating procedures and relevant legislation.
