CONSTRUCTING THE NEW DERRY TRANSFER STATION- CHASING THE DREAM Michael A. Fowler, P. E., Director of Public Works Joanie Hamel, Recycling Coordinator/Crew Chief
DERRY, NH KEY STATISTICS Population 33, estimate Trash Processed in tons Full Service Facility open 5 days per week 9.5 hours per day (6am to 330pm Tues-Sat) Recycling Rate 37% Residential drop-off and subscription haulers bring all waste to the facility. Derry does not have curbside pickup due to cost of service. Mandatory recycling went into effect 1991.
DERRY, NH SOURCE SEGREGATION Trash Cardboard Mixed Paper Aluminum Cans (NEW) Tin/Steel Cans (NEW) Glass (NEW) Plastics (NEW)
DERRY, NH WASTES ACCEPTED Construction & Demolition Debris Computers and Television Monitors Air Conditioners Tires Bulky furniture including Couches and Mattresses Metals Yard Waste Brush Propane Tanks Batteries Waste Oil Fluorescent Light Bulbs
DERRY TRANSFER STATION
PROBLEMS AND CHALLENGES Derry population ,875 Derry population ,603 Derry population ,201 Two lanes of drive through for customers. Customers would drop trash, commingled recyclables, cardboard and paper in one trip. Lines and frustration would mount during ordinary days and peak days. Fights among customers and abuse toward employees was common.
PROBLEMS AND CHALLENGES Customers would put themselves in dangerous situations, walking behind equipment, etc. Cardboard was moved across two lanes of traffic to a baler in another building. Much of the product was exposed to a prevailing wind creating litter. The facility was very inefficient for the employees and customers sf of tipping floor space
DERRY TRANSFER STATION
THE GOOD OLD DAYS 1990 S
DESIGN CHALLENGES Needed to keep the existing Transfer Station open while a new building was built. The site had some wetlands and other constraints which drove the final design. Limited labor force - 5 FT and 2 PT employees, which remains unchanged. The existing structure was not in great condition, at the end of life cycle. Traffic and operator efficiency were key challenges to be met in the new facility.
DERRY TRANSFER STATION Visits to several drop-off style facilities in MA/NH Feasibility Study was initiated Derry Town Council authorized a $3 million bond Design/Build bids were solicited. May Construction begins January 2016 Facility Opens to Public
DERRY TRANSFER STATION The final design included a 20,000 sf steel preengineered building. Customer drop off was grade separated from the tipping floor 10+ feet below. The design included multiple openings across the west side of the building to allow for flexible operations as needed. Silo panels were placed on tipping floor to define the area for each recycled material.
DERRY TRANSFER STATION 2016 Open to the Public January 5, 2016
DERRY TRANSFER STATION GOALS ACHIEVED Promote sustainability through use of LED lighting and an energy efficient building design. Promote labor efficiency through proper design. Machinery stays in the building to move all product. Purchase of a new double ram baler.
DERRY TRANSFER STATION GOALS ACHIEVED Improve traffic flow and reduce excessive waiting time during peak periods. 33 parking spaces were created with head in parking. Separation of residential traffic from moving equipment. Promote increased recycling and enhance revenues by additional segregation of recyclable materials.
FLEXIBLE BUNKERS
VIEW FROM CUSTOMER SIDE
THREE SLOTS FOR HOUSEHOLD TRASH
NEW DOUBLE RAM BALER
REAR VIEW OF THE NEW TRANSFER STATION
VIEW OF CUSTOMER DROP-OFF AREA Customers will drive to the drop-off area, which features 33 parking spaces and cantilever roof.
LESSONS LEARNED At first, customers were resistant to the increased number of materials to segregate. After education efforts by various groups, customers began to realize the net reduction in time spent at the Transfer Station. The elderly and disabled were pleased with the proximity of the trash drop off. Less effort to clear walkway from snow/ice.
LESSONS LEARNED Education on plastics segregation was next to impossible leading to abandonment of the effort to segregate #1, #2, #3 - #7. Barriers were installed to protect the worked from flying glass. Some customers purposely threw their glass to break it loudly. The tipping floor for trash was able to clean at the end of each day which did not happen in the old facility.
LESSONS LEARNED - ADVICE With support from residents, Town Council and a myriad of other groups, this facility plan became a reality. Believe in the concept. Be flexible throughout the process. The design build model was an effective approach not originally envisioned. Be patient, it took five years starting with the scoping process to completion.
CONSTRUCTING THE NEW DERRY TRANSFER STATION- CHASING THE DREAM Questions?
