1 ADDENDUM 1 BID- Background Check Screening Services Reference 13/14 B46 New due date: Location: December 20, :00 a.m. Ocean County College Administration Bldg. #9 Purchasing Department- Ground Floor Suite 12 One College Drive, Toms River, New Jersey All proposals must be returned on or before December 20, :00 a.m., Prevailing time to the Ocean County College, Administration Building Suite 12, One College Drive, Toms River, New Jersey Attention: Laurie McGovern, Procurement Coordinator, Purchasing Department Vendors must acknowledge receipt of this addendum and include with their proposal (refer to the original proposal document for signature page). RESPONSE TO REQUEST FOR INFORMATION DECEMBER 2 ND, 2013 BACKGROUND CHECK SCREENING SERVICES- 13/14 B46 1. Who are the current Vendor(s) providing verifications/background checks for OCC? Employees- SSC, Inc. Nursing Students- Adam Safeguard 2. What is the reason for switching vendors? Formalizing Process to procure the best responsive vendor at the best price

2 3. Would you like a technical writing response in addition to the forms provided or just the information that is requested on the forms of the Request for Bid? Use Bid forms and respond to all other requested information as outlined in each section 4. If available, can you provide the current pricing you re paying for these services? t available at this time 5. Can we list additional search options and/or recommend different package options? Yes 6. For All packages/searches are you requiring pricing that is inclusive of all state/jurisdiction fees? Prices are fixed for the screenings; court fees are listed and are in addition to the screening fee 7. Do you want to search maiden and alias names (or all names used by an applicant)? If yes, do you want this inclusive in the fees or a Pay per name? Yes we presently search for all names that are attached to a specific social security number; we do not automatically do additional searches on other names. 8. Please list the specific drugs you would like tested for the 12 panel drug test? Eliminate 12 panel test option. 9. What do they mean by an internet search? N/A 10. for the student related background checks, can we propose a student pay for option to the college? 11. In your pricing sheet you have a line item for student related services. What are they? As outlined in Bid section Student Related Services

3 12. What are the substances included in the 12 panel drug screening (Substances requested may make the cost of the drug screen vary) Eliminate 12 panel test option. 13. Pricing: in reviewing the pricing it is mentioned firmed fixed unit prices? (Example County criminal may the fee be for each county reported? Or fixed pricing for all counties lived last 7 years? Fixed pricing for State and Nation Wide checks 14. High court fees? (Example N Hampshire $60 per county and NY is $67 statewide? are these fees able to be paid separately as needed Yes as required 15. Package Pricing would that be inclusive pricing for all areas lived (per above questions?) or a lower base with the additional counties lived charged as needed?, Package Pricing would be various screenings together. It would include nationwide check for criminal background check, including sex offender check, a social security verification, and education verification 16. Some courts outside NJ charge county court fees as well as in some 3 rd party employment and education verification charge an access fee should our pricing include these fees or can we add on as needed? We would prefer them listed on the pricing sheet, i.e. Special Jurisdiction Pricing 17. How many students and how many applicants go through background screening in a 12 month period? Used by HR and nursing for students. Varies year to year; in 2012 it was 270 hires for the College and 300 for nursing students- Nursing students are required every 3 years and paid for by the students direct to the vendor 18. Average amount of monthly reports Annual estimates are listed above

In NJ there are 2 different statewide criminal record systems NJ Police Sys and NJ Court Sys See NAPBS best practice brief on searching for NJ Criminal records please see page 2- Will just searching the NJ Court system meets your needs? Or do you need us to search the NJ Police System? Nationwide check is required so whatever fees associated with same would be required 20. Current vendor and is there a previous bid tabulation available? Employee- SSC, Inc. Nursing Students- Adam Safeguard There is no former tabulation available. This is the first time for the Bid 21. Are you looking for a vendor who currently is located or headquartered in NJ? 22. Will we be at a disadvantage being in Texas? 23. Our background screening portal has been integrated with PeopleSoft but has not been integrated with Datatel/Ellucian s Banner HR application which application are you performing the applicant tracking function? Which version of PeopleSoft and /or Banner HR are you on t using PeopleSoft or Banner Using People Admin Software 24. Due date to be extended? Yes- Friday December 20 th, Were there any addendums that came out of the Q&A period? Yes 26. When sharing information about our company it is our policy to execute a mutual non disclosure When an award is made we would then at that time sign the disclosure document 27. What prompted OCC to issue a bid for services?

5 Formalizing Process to procure the best responsive vendor at the best price. 28. Is the contract subject to revisions and negotiations? Should proposed changes be made as part of the RFP Process or Post Award? - include all alternate pricing in the BID 29. Are we correct in assuming that you would like all pricing to include searches for AKAs Aliases including client provided and vendor developed aliases? Yes information is required for national background checks 30. Should pricing include potential access fees from county courts state courts and 3 rd party agencies that provide employment and Ed verification services? Yes 31. Are you currently conducting county and statewide criminal search for same address of residence? Yes it is imperative- We require Nationwide Criminal and Sex Offender Background checks as we hire people from various states and those that may have lived in numerous states 32. Some states do not maintain a name based criminal repository then requires searches to be completed at county level- Would you like pricing for a combined criminal search in which we would use a statewide search where available and revert to county searches in states that do not offer statewide search? Is County level sufficient? County level would not fulfill the requirement we need for nationwide check Pricing should be for nationwide criminal background including sex offender background check 33. How many education degrees are verified per hire? All degrees associated with candidate 34. Are you verifying all degrees due to limitations of existing services or because of policy? We verify all positions including those requiring a degree to ensure we are in compliance with higher education policies and statues.

6 For Nursing, we are required to do so by two major hospital systems we utilize for clinical experience. In addition, we are required to attest that an accurate criminal background check as been completed for each nursing student. 35. What type of information do you obtain in the internet search? N/A 36. Standard lab drug test are for 5,9,10 panel and additional 2 panels are client specific what drug families are included in your 12 panel drug test? Eliminate 12 panel test option 37. For student payment would PayPal be acceptable in lieu of student mailing a money order or check? Vendor must have a secure website and means for students to send the request. Must also provide option for student to mail payment directly to the vendor. 38. Will college require vendor to implement the people admin integration or simply provide API guide to your IT dept to make the connection? t Required 39. Will there be a pre bid meeting 40. Who is your current vendor? Employees- SSC, Inc. Nursing Students- Adam Safeguard 41. What is your current pricing? Or can we retrieve a copy of the previous winning RFP? There is no former tabulation available. This is the first time for the Bid 42. What was the volume of searches for staff and students this last year? It can vary: In 2012 it was 270 for Human Resources and 300 for nursing students- Nursing students required every 3 years and paid for by the students direct to the vendor.

7 43. In aspect of pricing; do you want us to include? A. Alias names? Yes b. Do you require database searches for court record searches? We require nationwide background check included Sex Offender background check 44. Do you require data feed or integration with People Admin Applicant Tracking System? 45. We offer a customized website solution for applicants to place their background check order online. Would it be beneficial for us to describe this option within the RFP? You need to use the Bid forms and respond to all other requested information. You may submit alternate options. 46. What is meant with Internet searches? N/A 47. Can you confirm that vendors should use a government source where one is available (e.g. the US Dept of Justice has an online Sex Offender site so stored commercial data should not be used in its place)? We require a National background check including National Sex Offender background check 48. Can we submit a copy of our dated AA302 application and copy of the cashed check with the bid documents? The AA302 Employee Information is not required with Bid submission but would be required once bid awarded 49. Bid neither bond nor certified check not necessary? Per Bid documents these are not required for this project 50. Are we only to provide what is listed on checklist, since the checklist makes no mention of resumes should we still attach copy of staff backgrounds? We can provide our brochures, backgrounds, etc.

Resumes are covered under the Resume and Ability to Provide Specified Services section of the bid. 51. In regards to your price sheet #13 Student Related Services can you give us some clarification on what this means? Services required are listed within the Bid under Student Related Services 52. In Bid Form 2 when you refer to addendum nos. receipts what addendums does this? Mean? If there are changes, questions or additional information with regard to the Bid documents it would be posted as an addendum and you would be required to complete the addendum form and submit along with your bid response.
