Property Portfolio Manager Property Management Team, Property Group, Shared Services Branch The Property Group is responsible for creating and maintaining fit for purpose property services that enable Department of Internal Affairs (DIA) staff to deliver services that make New Zealand better for New Zealanders. The purpose of the Property Portfolio Manager role is to manage DIA s owned and leased properties so that workplaces are fit for purpose. What you will do to contribute Property Portfolio Management Contribute to the development and implementation of DIA s Property Strategy Implement the All-of-Government property standards and expectations for managing leased properties Carry out annual budgeting, asset management planning, and asset condition assessments for the property portfolio Provide high quality advice on the DIA property portfolio to managers Contribute to aligning facilities management and leases across New Zealand to maximise efficiencies for DIA Contribute to performance and reporting measures to provide an effective basis for decision-making Implement a continuous improvement approach by reviewing methodologies, work practices and performance measurement and reporting Maintain a pragmatic and solution focused approach to dealing with problems and issues Financial Management Develop and manage budgets for both operating and capital within required timeframes to ensure the efficient and effective use of financial recourses Write requests for funding, including papers for internal governance committees Contribute to improving the Property Group s overall financial performance As a result we will see DIA s workplaces are fit for purpose DIA s Property Strategy reflects business needs and All-of-Government expectations Strategic property goals are translated into achievable business and work plans for the Property Group Property solutions align to the DIA s Property Strategy The Property Group is able to prioritise and use its resources efficiently and effectively Appropriate consultation within DIA ensures DIA business needs drive property solutions Advice is timely, accurate and trusted Asset management plans exist for all DIA workplaces Service level agreements exist with building users, as appropriate All financial policies and processes are followed Financial sustainability is demonstrated with spending within budget DIA has trust and confidence in the Property Team s financial positions Requests for funding clearly articulate investment rationale DMS Library: BSB878191DB Final Decisions September 2016 Page 2 of 6

What you will do to contribute Stakeholder Engagement Provide trusted advice and quality property services to DIA managers and staff Contribute to discussions within the property sector regarding property management practices Establish and maintain effective relationships with a diverse range of internal and external stakeholders in order to communicate respective needs and points of view Communications about the property portfolio are well managed, accurate and delivered through effective and appropriate channels in a timely manner Build relationships across government agencies and share/adopt best practice Project Management Define scope, deliverables, resources, timeframe and cost so they are clear and easily understood Deliver the project, maintaining and monitoring the project plan to ensure key deliverables are met, escalating issues in a timely manner Develop and maintain appropriate project documentation Corporate and Public Sector Accountability Contribute to the development and periodical review of strategies, policies and processes Contribute to the Property Group annual business planning processes and regular performance reporting Contribute to public sector accountability reporting including Official Information Act requests, Parliamentary questions, Select Committee questions and hearings, four-year plan and annual reporting As a result we will see Business group stakeholders are engaged for their input on how DIA s property portfolio can be managed to enable them to deliver more efficient and effective services to New Zealanders Stakeholders are informed about how DIA property portfolio activity will impact on them before it is carried out a no surprises approach Property services and solutions respond to and meet customers expectations There are clearly understood channels for DIA staff to raise any issues relating to DIA s property portfolio Advice from your team is trusted and timely Written communications are relevant, accurate, timely and tailored to audience There is open and robust dialogue with suppliers and contractors about the DIA s customer driven focus Projects are consistent with the DIA Property Strategy Approved projects are delivered to scope, on time, and within budget DIA project methodology is tailored and used to support project delivery All project documentation is well written, accurate and appropriately filed so that it can be readily accessed as required Policies that support the effective delivery of property related services are up-to-date The Property Group has an integrated work programme that brings together capability initiatives and operational activity The Property Group meets its accountabilities to DIA and its obligations as a Government department DMS Library: BSB878191DB Final Decisions September 2016 Page 3 of 6
