JOB DESCRIPTION SECTION: JOB TITLE: TBC Community Led Local Development (CLLD) Programme Manager RESPONSIBLE TO: TBC, CDC The four CLLD Local Action Groups across Cornwall (Functional Management) SUPERVISORY RESPONSIBILITY: Management of the CLLD Delivery Team Line Management CLLD Area Coordinator x2; CLLD Administrator; CLLD Assistant (Modern Apprentice) Service Contract Management Programme and Fund Services input into CLLD delivery Functional relationship with Finance Team in CDC Corporate Services KEY RELATIONSHIPS: Internal: External: Head of XX TBA; Head of Corporate Services; Rural Delivery Manager; Programme and Fund Services staff; Development Services staff; LEADER Delivery staff and Growth Hub staff Local Action Group Members responsible for CLLD delivery; LEP Board Members; business and community representatives, applicants, government agencies and departments; Cornwall Council Members and officers and other EU/UK programme delivery organisations who will be active in the CLLD target areas. MAIN PURPOSE OF THE JOB: Championing the CLLD Programme, across key client groups, CDC, Cornwall Council, the LEP and other stakeholders will be a key part of the role as this will help to increase the levels of engagement with the CLLD programme. In addition being responsible for the delivery and implementation of the CLLD programme across Cornwall (through the 4 CLLD Areas: Atlantic & Moor, South and East Cornwall, Coast to Coast and West Cornwall) will be vital as the post holder will need to ensure that there is effective, efficient and compliant delivery of the programme funds. Ensuring audit and regulatory compliance of all CLLD activity will be a key responsibility of this role. Supporting the Head of Corporate Services with financial and performance management of the CLLD delivery contracts is also a key part of the role. KEY TASKS: Service delivery Champion the CLLD Programme within the target areas with key client groups as well as with other key stakeholders and delivery bodies. This will include staff at the Growth Hub, Skills Hub as well as other CLLD delivery organisations nationally. Ensure appropriate governance arrangements are in place for the CLLD programme Develop standards for the monitoring of financial and other outputs of the programme Responsible for assessing the performance of the overall programme and individual projects, ensuring mitigating actions are taken if required Liaise closely with the Managing Authorities (DWP/DCLG) ensuring eligibility and compliance criteria are met in all project delivery activity 1

Monitor and record successful project delivery, feedback to CLLD stakeholders Carry out evaluation work as required and liaise with external consultants when necessary when evaluations are contracted to a third party Overall responsibility for ensuring that all procurement processes deployed are compliant with EU programme requirements Develop application sign-off, claim, monitoring and procedure manuals for CLLD Delivery with support from the CLLD Administrator and Partnership & Fund Services Relationship management Maintain close day by day liaison with Members of each of the four CLLD LAGs and be responsible for organising and facilitating regular (bi-monthly) joint LAG chair meetings Maintain liaison at an appropriate level with the Cornwall & Isles of Scilly LEP and Cornwall Council at Director and officer level Ensure day to day support of the CLLD Delivery Team across the four CLLD LAGs Maintain liaison with the LEADER delivery team in Cornwall ensuring added value and complementarity Represent the LAGs and the Cornwall Development Company at relevant regional, national and international meetings and events to promote high standards of business performance, and to develop opportunities for new delivery partnerships that can address deprivation in the CLLD target areas Co-ordinate and undertake publicity activity in relation to the work of the CLLD Programme. Design and deliver seminars, workshops, training sessions or other initiatives to promote the CLLD Programme in Cornwall Work with Partnership & Fund Services Programme Manager and Head of Finance to manage any conflicts between parties involved in the CLLD Delivery Programme. Sign-off of publicity, information and press releases including those generated by the CLLD Area Coordinators Delivery development and improvement Lead and drive delivery of CLLD funding in Cornwall by bringing together partnerships to deliver key activity so that the CLLD programme makes a lasting difference to the residents living in the bottom 30% IMD areas in Cornwall. Monitor all activities across the CLLD Programme identifying scope for improvements in efficiency, effectiveness, compliance or best practice; develop and deliver initiatives to enhance and improve programme delivery practices Monitor and report to senior staff on emerging issues, opportunities and potential conflicts of interest arising from delivery of the programme and individual projects Propose programme delivery variations to ensure funding requirements, project delivery and contract protocols meet all current and emerging needs. Negotiate and implement variations in conjunction with stakeholders including the Managing Authorities Oversee CLLD Delivery Plan reviews and, if needed, LDS reviews during the delivery phase. Occasionally develop large scale strategic or cross-lag schemes with support from the CLLD Coordinators Technical Provide specialist technical advice to all relevant parties on contract and programme requirements including funding rules, financial criteria, programme governance issues, monitoring and audit requirements and delivery best practice Maintain up-to-date professional knowledge of relevant policy changes, industry and market to maximise opportunities for effective delivery of the CLLD Programme 2

Occasionally, e.g. when delivery deadlines are putting pressure on the programme, support the delivery team by mentoring and assisting applicants to complete the CLLD application process (Expressions of Interest and Full Application) before submission for appraisal and to assist with any appraisal issues that might arise To provide State Aid advice and guidance to the delivery team To provide Procurement advice and guidance to the delivery team Leadership & management Lead, motivate and direct the CLLD Delivery Team to ensure that resources are aligned with LAG priorities, outcomes are delivered, and supportive, effective programme management practices are implemented Provide service contract leadership to the Programme and Fund Services personnel who are working on CLLD in order to motivate and direct them to ensure that resources are aligned with LAG priorities, outcomes are delivered, and supportive, effective programme management practices are implemented Guide LAG Members on the detail of eligibility, compliance and MA funding requirements as required Mentor, advise or guide newly recruited staff as required Deputise for the LAG chairs as required Performance reporting & management Establish and monitor risk and performance indicators for the CLLD Programme and funded projects on a monthly basis Establish systems, monitor and report on Programme outputs and outcomes as required by the LAGs, the Managing Authorities, match funders, Cornwall Council or other stakeholders Maintain all programme files and data in accordance with audit and regulatory requirements and company practices Resource management Ensure robust financial management of the CLLD Programme, funds and contracts ensuring audit, budget and regulatory compliance Monitor expenditure against agreed budgets for Programme delivery and approved projects, ensuring that value for money is achieved and that all allocated funding is eligible To provide and oversee robust financial and data management systems and protocols Customer feedback Develop and monitor stakeholder feedback systems for the Cornwall-wide Programme Provide written responses to complaints about delivery of the CLLD Programme for approval by senior staff KEY RESULT AREAS: Developing and maintaining a strong partnership working ethos with the LAG chairs and wider membership Promotion of the CLLD Programme to potential project applicants across all eligible sectors and all four LAG Areas to maximise uptake of the available CLLD funds within the timeframe of the Programme Implement and maintain programme, fund and contract management processes and practices that ensure compliance with best practice, and effective and efficient programme delivery Delivery of assigned programme funding contracts on time and within budget, subject to suitable projects coming forward in the programme.
