San Dieg Harbr Channel Maintenance Dredging SAR a. Discussin: Tier II & III results fr dredged material nt suitable fr beach nurishment (Areas 6, 8, 10-14). Areas 11, 12, & 13 very silty. Mst cnstituents < ERL. Cnstituents exceeding ERL were belw ERM. N water clumn txicity. N benthic txicity. PCBs were nn detect in Areas 1,2,3,6,8,10, and 14 and elevated in Areas 11,12,13. Biassays indicated the accumulatin f PCBs in Areas 10,11,12, and 13. EPA: biaccumulatin results shuld be frm steady-state cnditins, and 28-day expsure may nt yield steady-state cnditins. Therefre, the tissue cncentratins need t be multiplied by a factr f 1.7 t btain steady state cncentratins. Thugh the results may be well belw FDA levels, threshlds fr ecsystem impacts may be well belw FDA levels. PCB hlding time is 14 days if samples are frzen. Hwever, prject cres stred at 4 c since Octber 2008. PCB may nt exhibit substantial degradatin. b. Determinatin: i. Dredged materials frm areas 6, 8, and 14 suitable fr dispsal at LA-5. 1 Decisins f the CCC are partly based n recmmendatins prvided by its staff. Therefre, DMMT determinatins reflect the views f the CCC staff but nt necessarily f the CCC.
ii. Retest individual cres frm Areas 10, 11, 12, & 13 fr PCB t increase reslutin. Retesting f cres exceeding PCB hlding times acceptable. 2 iii. Prepare a site map f the cmpsite areas (Areas 10, 11, 12, 13) with the individual cre sample lcatins clearly identified, and ideally, rient the map s the utbard area near the Navy Pier 12 can be identified as well. 3 B. Lwer Newprt Bay Maintenance Dredging SAP a. Discussin: See attached detailed ntes frm EPA and Crps. In general, increased reslutin f cmpsites needed since in a number f cases a single cmpsite wuld characterize large areas r dredge vlumes. Variatins and suggestins fr cnstructing cmpsites discussed. Substrate nt fund t be suitable fr cean dispsal wuld mst likely nt be dredged. Tests by individual cres in areas where Hg was fund t be present. b. Determinatin: i. SAP wuld need t incrprate changes indicated in the attachments. ii. Once revisins have been incrprated, DMMT will again review the SAP and may request additinal revisins as needed prir t apprval. III. DMMT A. Draft DMMT Crdinatin Principles and Prcedures a. Substantial discussin cncerning relatinship between CSTF & DMMT as it relates t public participatin. b. Cre membership used t dente agencies that have direct permitting authrity ver dredging prjects. Participating agencies with n direct permitting authrity such as DFG can participate regularly n the DMMT. c. DMMT determinatins as it relates t the CCC reflect nly the determinatins f the CCC staff and nt the CCC itself. d. DMMT by majrity vte decided a firm tw week deadline fr submissin f agenda items. That is, prject managers & DMMT participants must submit agenda items exactly tw weeks prir t scheduled DMMT meetings. e. Suggested edits t the Crdinatin Principles and Prcedures need t be submitted t Dan Swensn by May 13, 2009. B. SAP/SAPR templates a. ATTACHMENT 1: EPA COMMENTS FOR LOWER NEWPORT BAY * Annual limit f LA-3 is 2.5 millin cy, this prject's vlume is 1.12 millin, and that is with the assumptin f nly ne ft f verdepth. The SAP shuld acknwledge the annual cap and prvide additinal details n prject timing and ther n-ging prjects in the OC area. * One-ft f verdepth des nt appear t be practicable fr the prject. As prpsed at the DMMT meeting, the dcument shuld be changed t tw feet f verdepth (1 paid, 1 unpaid). Vlumes and tables in the SAP shuld be updated t reflect this new depth. * All sediment testing must g dwn t prject depth +2. Cre tables and SAP language must be changed t reflect this. * Beneficial use discussin is absent frm SAP, and assumes cean dispsal, need at least a paragraph describing practicability f beneficial use. It was nted during the DMMT meeting that if material des nt meet cean dispsal criteria, it will nt be dredged. This shuld als be reflected in the SAP. * OK t streamline the testing prgram by skipping the suspended particulate phase (water clumn) tests where prpsed. * Acute biassays must include a wrm in additin t the amphipd fr all prpsed cmpsites. * Balba Reach - Tw additinal cres shuld be added t shaled areas n the suth side f the channel, ne t the east f cre 8, and ne t the west f cre 6, fr a ttal f 10 cres. * Harbr Isle Reach - Three additinal cres shuld be added t shaled areas: ne n the nrth side f the channel sutheast f cre 12. Tw cres n the suth side f the channel shuld be added: ne nrthwest f cre 13 and ne sutheast f cre 15, fr a ttal f 10 cres. * Lid Isle Reach - The Nrth and Suth sides f the channel shuld be split int tw cmpsites, ne representing the -10 prject depth, and the ther representing the -20 depth. Vlumes fr each f these cmps shuld be calculated. Three additinal cres shuld be added t the suth side f the channel in the shaled areas nrthwest f cre 23. One cre shuld be added n the Suthwest side, fr a ttal f fur additinal cres. * Balba Island Channel - One additinal cre shuld be added in the shaled area between cres 44 and 45 * Upper Newprt Channel - One additinal cre shuld be added in the shaled area f the suth east crner f the prject. * Yacht Anchrage - Add anther cmpsite in Sectin I such that there will nw be 5 cmpsites: cmpsite shwn in Figure 9 is OK; split int upper and lwer cmpsites in the area shwn in Figure 10; and split int upper and lwer cmpsites in the area shwn in Figure 11. * Linda Channels - These tw areas shuld be brken up int tw cmpsites, ne representing cres 76 and 77, the ther representing 78-81. One additinal cre shuld be added in the entrance channel west f cre 77. Tw additinal cres shuld be added in the ther cmpsite, ne between pints 78 and 79 and ne between 80 and 81. * Hg Sampling -. EPA requests t wrk with the applicant n a sampling strategy fr Hg. In areas that have a histry f Hg ERL exceedences, individual cres shuld be
tested fr Hg. Additinally, EPA prpses that any cmpsite whse cmpsite result exceeds the ERL fr Hg, will be required t have the individual cres tested. * As always, archives f all cres shuld be kept fr subsequent testing. * EPA can fax ver cpies f additinal cre lcatins if that wuld help.

In additin, we request that yur results be prvided in the frmat shwn in the attached Excel spreadsheet. Wrm biassay results were last prvided in 2003. Given the change bserved in the Bay s sediment grain-size cmpsitin and the OTM testing standards, wrm biassay tests will be required in additin t amphipds fr all the areas (see EPA cmments fr specifics). Cmpsites the agencies believe several f the areas need a higher reslutin f testing than prpsed. Fr Linda Isle, change 1 cmpsite t 2 cmpsites. The cres frm the sampling statins in the inner marina can be cmbined as 1 cmpsite and the cres frm sampling statins in the uter tw intersecting channels can be cmpsited tgether as 1 ther cmpsite. If the archive samples had been split vertically (and remained separate), we wuld recmmend that "tp" and "bttm" subsamples be analyzed; therwise, prceed with the individual cres themselves. In the meantime, please prepare a site map f the cmpsite areas (Areas 10, 11, 12, 13) with the individual cre sample lcatins clearly identified, and ideally, rient the map s the utbard area near the Navy Pier 12 can be identified as well.
