Greater Manchester Fire & Rescue Service Job Description Job Title Function/Depart ment Grade/Level: Reports to: Responsible for: Job Purpose: Director of Prevention and Protection Corporate Leadership Team Brigade Manager Deputy County Fire Officer Area Manager, Prevention Area Manager, Protection To provide strategic leadership to the Prevention and Protection Directorate whilst leading the continuous organisational, service and performance improvement of Greater Manchester Fire and Rescue Service in conjunction with the Corporate Leadership Team and the Fire Authority. Responsibilities and Accountabilities: In conjunction with Corporate Leadership Team colleagues, shape the strategic direction of the Service in order to deliver the Authority s purpose and aims. To act as advisor to the Fire and Rescue Authority and its committees to ensure the provision of professional advice in the decision making process. To work closely with the Fire & Rescue Authority, promoting a relationship which encourages confidence and constructive challenge, with the aim for the purpose of protecting and improving the quality of life of the people in Greater Manchester making Greater Manchester a safer place and achieving corporate aims. objectives To develop strategies and ensure policies are developed, reviewed and updated to deliver the overall corporate purpose, aims and objectives. As a member of the Corporate Leadership Team, to ensure corporate policies are consistently adhered to 1

To ensure the statutory enforcement responsibilities of the Fire and Rescue Authority (in particular, the Regulatory Reform (Fire Safety) Order and relevant sections of petroleum and explosives legislation) are effectively and efficiently discharged. To establish and maintain effective partnerships with 2

all relevant agencies and communities and ensure that the statutory obligations of the Fire and Rescue Authority for partnership working (in particular the Local Government and Public Involvement in Health Act, the Crime and Disorder Act and the Civil Contingencies Act) are met through the development and implementation of effective and efficient strategies and policies. To ensure that all fires, and where appropriate other emergencies, in Greater Manchester are efficiently and effectively investigated and reported, liaising where necessary with other agencies including the Police, HSE and HM Coroner, and to ensure the learning outcomes from all fires are captured and analysed to inform future fire safety strategies and campaigns. In accordance with the Services Health and Safety Policy, to undertake the role of Director of Health and Safety and retain delegated duties for the day to day operation of health and safety systems and procedures within the Service 3

Person Specification for the post of Director of Prevention and Protection Required Attribute Qualifications Relevant degree or alternative equivalent professional qualification. Member of a suitable professional body (e.g. IFE) Brigade Command Course, acceptance on the FRS Executive Leadership Programme or equivalent leadership programme Experience Extensive managerial and operational fire and rescue service experience at a strategic level (i.e. Area Manager or above) in one or more relevant disciplines. Substantive experience in the strategic management and operational command and control of major incidents. Well-developed political skills and proven ability to work effectively with elected members in a politically sensitive environment. Experience of working with the press and other media. Knowledge Substantial, demonstrable knowledge and understanding of fire and rescue operations necessary to undertake the role of strategic operational incident commander. Knowledge of the national, regional and local political operating climate of the FRS within the context of the Government s austerity and modernisation agendas. Knowledge of the statutory role, powers and responsibilities of the FRS. Good working knowledge of corporate governance, financial, and risk management, strategic planning and programme management principles and practice. Advanced knowledge of Fire Safety principles and practice.
