To be a current qualified assessor or examiner and hold National Vocational Qualification (NVQ) units A1 (assessor) or equivalent 3. Have had significant experience utilising the Police Advanced driving authority on a regular basis, including emergency response and pursuit management 4. To have held a Police Advanced driving authority, or equivalent emergency services driving authority and be Desirable Where available, elements that contribute to improved / immediate performance in the job. 23.Hold B+E, C1, C1+E, D1, D1+ E on driving licence 24.To hold National Vocational Qualification unit V1 verifier 25. 5 (IPCC) and the Crown Prosecution Service (CPS). Role: 1. To manage the EMCHRS L&D Driver Training Units, inclusive of all staff and assets. 2. To create, implement and manage departmental risk assessments based on driver and vehicle training activity and to advise operational stakeholders of risk and appropriate safety measures 3. As an identified role within the regional driver standards policy, to interpret and apply policy guidance to drivers and vehicles as required, e.g. to monitor, direct and advise on the regional performance of driving standards and high-risk drivers, road traffic collisions and pursuit incidents to determine appropriate driver training interventions and Authority levels. 4. To prioritise and plan course training schedules in line with organisation needs and monitoring delivery to local and national standards. To deliver training and assessment for driver trainers and course delegates. 5. To provide written evidential statements / reports as required to the Professional Standards Department (PSD), IPCC and CPS. 6. To train and manage the training delivery to Police Officers / Police Staff and others, in the theory and practice of Police Driving, to the standards and requirements of the East Midlands collaboration groups and in accordance with APP, collaboration group policies, and with reference to the current Highway Code and the current Roadcraft driving manual (travelling to other counties if necessary) 7. To assess, train and manage the assessment and testing of students, trainers and peers and to deliver driving courses within the East Midlands collaborations and to partner agencies, e.g. Fire and Rescue Services (travelling to other counties if necessary) 8. To manage, progress and deliver organisational change 9. To act as the single point of contact (SPOC) for national and regional driver training specialist advice for partners, e.g. National Driver Training Council, PSD, IPCC and CPS to provide written evidential statements as required 10. To deputise for the Regional Operational Training Manager and represent them as required 5 P a g e
6 Team Leadership 1. Day-to-day line and performance management of Driver Trainers working in a multi-site environment 2. To manage the training delivery of locally-based trainers and ensure compliance to Health and Safety legislation and policy 3. Promote a climate within the team that actively encourages innovation and optimises the use of technology to streamline systems, enhance service delivery and reduce costs 4. Undertake regular appraisals of staff in accordance with the PDR process and take responsibility for helping to address their professional and career development needs 5. Participate in the PDR process and take responsibility for identifying their own professional and career development needs. To maintain their professional development to ensure that the Force / Region remains aware of statutory obligations and best practice and that any required policy / procedural changes are implemented. 6. Allocate and monitor tasks and activities to Driver Trainers ensuring that consultation with stakeholders and research takes place where relevant to ensure the most efficient learning methods are adopted. Personal Professional Development: Items 1 to 9 inclusive must be within College of Policing Guidelines and APP 6 P a g e 1. To develop and demonstrate personal competence at driving to basic, standard and advanced levels. 2. To conduct dynamic risk assessments on public road environments in potentially life-threatening situations. 3. To train drivers in a variety of skills, progressing to make decisions regarding an individual s ability to hold basic, standard, advanced or other specialist driving authority for specific vehicle types and to provide written and oral evidence to substantiate such decisions. 4. To develop and demonstrate competence at driving in a diverse range of skills, e.g. initial phase pursuit, D1 minibus, Fast Roads Training, etc. 5. To train a diverse range of courses, e.g. initial phase pursuit, D1 minibus, Fast Roads Training, etc. progressing to make decisions regarding an individual s ability to hold the appropriate authority and to provide written and oral evidence to substantiate such decisions (this
7 doesn t include the final assessment of courses that require delegated examiner status, e.g. D1 minibus) 6. Deliver that training (items 1 to 5 above) across a range of vehicles (with the relevant licence) / tactics including on / off-road motorcycles, cars, goods vehicles, passenger vehicles, Hollow Spike Tyre Deflation Systems (HoSTyDS), etc. 7. In the event of an incident, undertake initial scene management, liaise with local police / other services and take responsibility for deploying course candidates and other resources while remote from your line manager utilising road scene safety training and skills. Training Delivery: Items 3 to 7 will be conducted using a variety of vehicle types representing the vehicle fleet range and in a range of road and weather conditions including daylight and darkness where appropriate Items 5 and 6 must be within College of Policing Guidelines and APP 7 P a g e 1. Work with the Regional Operational Training Manager to ensure high standards are achieved in the design of new programmes, evaluation of programmes, quality assurance of procedures, delivery and systems and the management of qualifications, assessment and accreditation processes where relevant. 2. To deliver driver training, assessment and formal testing. To advise and guide officers and staff over driving issues and standards. To adjudicate over appeals against testing decisions by Driver Trainers and manage delegate concerns during training. 3. To understand and be able to explain a variety of theoretical and practical teaching methods, including demonstration drives to the appropriate level, in order to enable people to improve their driving ability by use of a systematic approach. 4.To explain and demonstrate vehicle maintenance checks (and rectification as appropriate) in the areas of: Mechanical Lighting Tyres Specialist and Emergency systems (lighting bar, sirens, etc.) Ancillary equipment appropriate to the candidate s role (e.g. first aid kits, road cones and scene lighting, fire extinguishers, etc.) 5. To ensure that people are competent in conducting maintenance checks and appropriate rectification of issues with vehicles and equipment in accordance with health and safety risk assessments. To monitor the condition / cleanliness of vehicles and equipment used by the Driver Training Unit and take action to ensure the prompt rectification of any defective equipment, that vehicles are clean, roadworthy and appropriate for the chosen task

To ensure by use of appropriate teaching and assessment methods, that candidates have a suitable knowledge of APP guidelines, with reference to current editions of Roadcraft, the Highway Code, and East Midlands collaboration policies, NPCC policies and current legislation appropriate to their circumstances 8. To manage courses and deliver the theoretical and practical aspects of specialist driving, e.g. Pursuit Management, VIP / Defensive Driving through classroom, off-road and on-road scenarios with practical demonstrations of tactics and vehicle manoeuvres 9. To deliver Fast Roads Training classroom sessions and practically assess students with regards to policing fast roads and scene management 10. To provide developmental feedback to enhance candidates learning 11. Conduct risk assessments appropriate to the learning and development activities being provided. 12. To set, invigilate and mark written examinations of various types 13. To ensure that Level One evaluation forms are completed for all relevant programmes. To be actively involved in Level Three / Four evaluations where required. Promote Driving and Safety Standards: 1. To inform, enforce and monitor driving standards, through the ownership and administration of the driver standards policy and procedure. 2. To own and administer the procedure for managing driving authorities across the Force. 3. To monitor police vehicle RTCs, ensuring that an appropriate, proportionate robust re-testing and development regime is in place for those drivers involved. 8 P a g e 4. To work with the Regional Operational Training Manager to plan and develop a programme schedule to meet the driving authorities needs of the Force / Region.
9 5. Represent the East Midlands collaborative areas as a specialist (if required) and provide professional consultation, advice and guidance for disciplinary and legal proceedings, e.g. H.M. Coroner, PSD, CPS, IPCC and attend courts / hearings if required. Communication: 1. To supervise any welfare issues or other matters which may affect a Driver Trainer, candidate, course or assessment and if necessary consult the Regional Operational Training Manager 2. To brief and debrief Driver Trainers and course candidates in respect of force values, attitudes and behaviour, and their application and impact upon driving skills while referencing the European Goals for Driver Education and College of Policing guidance 3. Liaise with East Midlands collaborations, agencies, individuals and professional bodies to ensure effective service delivery Management of Administrative Systems: 1. Implement robust Learning and Development administration processes to manage and audit the work of the team 2. To update records / cause records to be updated across the East Midlands collaborative areas in a timely, effective and efficient manner, whilst ensuring that the relevant data protection standards are adhered to 3. To check candidates driving licences for validity, fraud, etc. 4. Conduct screening eyesight tests to current Regional standards General: 1. Actively promote equality of opportunity, work towards eliminating discrimination and promote good relations between all groups of people 2. Undertake duties commensurate with the post as may be required for the safe and effective performance of the job to include 9 P a g e
10 the application of written and dynamic risk assessments in all business areas 3. This role description will develop along with the changing demands of policing as reflected in East Midlands collaboration and policing objectives and priorities 4. Be flexible in terms of working location and undertake a driver training role temporarily at other locations within the East Midlands collaborative areas 5. Work without immediate supervision, dealing with queries from course candidates, administrators and other officers and police staff from the East Midlands collaborative areas. 6. To develop personal / team competence in the use of bespoke IT systems and internal processes. 7. To understand and be able to apply current APP and East Midlands collaborative area policy 8. To act for managers when they are not present including liaising and advising senior force, regional and national stakeholders in a specialist capacity 9.
