Cuntry prfiles: Iceland Last updated: 26/06/2015 1 Implementatin f Tracking Systems 1.1 Electricity Disclsure Electricity disclsure in Iceland is implemented by Regulatin number 757/2012, Regulatin n disclsure f infrmatin regarding guarantees f rigin 1. The electricity disclsure became int frce in its riginal frm in 2012. The cmpetent bdy is the Natinal Energy Authrity (NEA) (www.s.is). The breakdwn f energy surces is nt regulated, but a minimum accuracy f RES, NUC and FOS can be understd. At least a reference t infrmatin f assciated CO2 and nuclear waste have t be included in the electricity bill. The Natinal Energy Authrity is respnsible fr calculating the residual mix f Iceland as well as fr supervisin f electricity disclsure. Suppliers are required t present their previus year disclsure infrmatin, at July 1 st latest. Only disclsure f prduct-specific mixes is required. Disclsure f any energy surce is nly pssible thrugh cancelled guarantees f rigin r thrugh the residual mix. 1.2 Guarantees f Origin fr Electricity frm Renewable Energy Surces and High- Efficient Cgeneratin 1.2.1 RES-GO System The guarantee f rigin system in Iceland was first implemented thrugh Act N. 30/2008, n the guarantee f rigin f electricity prduced frm renewable energy surces etc. On December 19 th 2011 the Decisin f the EEA Jint Cmmittee N 162/2011 impsed the requirements f 2009/28/EC n Iceland. The TSO, Landsnet (www.landsnet.is) is the Cmpetent Bdy fr GOs in Iceland. CHP r nn-res GOs are nt issued in Iceland. Expiry is implemented as 12 mnths after the end f the prductin perid f the GO. The GO system is exclusively based n EECS since 2011 and the central registry can be fund at: cm.grexel.cm. GOs are widely traded and used; see Table 2. The detailed rules and prcedures fr guarantee f rigin can be fund in the dmain prtcl. 2 Prpsals fr Imprvement f the Tracking System Key feature f the electricity tracking and disclsure system is that GOs are the sle mechanism t sell electricity prducts and deviate frm the residual mix, which makes Iceland a frnt-runner in this respect. All fllwing prpsals are made in accrdance with the RE-DISS Best Practice Recmmendatins, which have been agreed by the Participating Dmains f the RE-DISS Prject. 2.1 Prpsals regarding general regulatin n tracking systems The tracking system in place will be imprved thrugh the adptin f the RE-DISS BPRs prpsed in the fllwing sectins. 2.2 Prpsals regarding Disclsure BPR [19]: Eurpean cuntries shuld clarify whether and under which cnditins the use f GOs by end cnsumers is allwed. Such GO use shuld nt be based n ex-dmain cancellatins perfrmed in ther cuntries. If cnsumers are allwed t use GOs themselves, a crrectin shuld be implemented in the disclsure scheme which cmpensates fr any duble disclsure f energy cnsumed. 2.3 Prpsals regarding RE-GO and CHP-GO BPR [4]: An extensin t this lifetime can be granted if a GO culd nt be issued fr mre than [six] mnths after the end f the prductin perid fr reasns which were nt fully under the cntrl f the plant peratr. In this case, the lifetime f the GO might be extended t [six] mnths after issuing the GO. BPR [8]: In case that nt all Eurpean cuntries are members f EECS, apprpriate cnnectins between the EECS system and nn-eecs members as well as in between different nn-eecs members will need t be established. These include inter alia prcedures fr assessing the reliability and accuracy f the GO issued in a certain cuntry and interfaces fr the electrnic transfer f GO. 2.4 Prpsals regarding Acceptance f GO BPR [20]: Any rejectin shuld nly relate t the actual use f cancelled GO fr disclsure purpses in the respective cuntry and shuld nt restrict the transfers f GO between the registries f different cuntries. a) Eurpean cuntries shuld chse ne f the tw fllwing ptins and apply it cnsistently fr all freign GO : - Rejectin f GOs nly relates t the cancellatin f GOs and subsequent use fr disclsure purpses in the respective cuntry and shuld nt restrict the transfers f GOs between the registry f the cnsidered cuntry and the registries f their cuntries. This means that the decisin abut the recgnitin f a GO shuld nt hinder its imprt int the cnsidered cuntry. - Rejectin f GOs implies blcking their imprt t the natinal registry. The chice f ne r the ther ptin shuld be transparent fr all market parties and clearly cmmunicated. 2.5 Further prpsals regarding Disclsure BPR [11b]: GOs shuld be issued fr all electricity prductin, unless an RTS applies fr that prductin, e.g. fr the disclsure f supprted electricity BPR [11c]: Cmpetent bdies shuld cnsider t make the use f GOs mandatry fr all electricity supplied t final cnsumers. BPR [39a]: As required by Art. 3 (9) f the IEM Directive 2009/72/EC annual disclsure f the supplier mix n r with the bill shuld be mandatry. This shuld als include infrmatin n envirnmental impacts. Disclsure related t individual prduct purchased by the custmer is mandatry in Iceland 4/5
BPR [40]: There shuld be clear rules fr the claims which suppliers f e.g. green pwer can make twards their cnsumers. There shuld be rules n hw the additinality f such prducts can be measured (the effect which the prduct has n actually reducing the envirnmental impact f pwer generatin), and suppliers shuld be required t prvide t cnsumers the rating f each prduct based n these rules. BPR [41]: Claims made by suppliers and cnsumers f green r ther lw-carbn energy relating t carbn emissins r carbn reductins shuld als be regulated clearly. These regulatins shuld avid duble cunting f lw-carbn energy in such claims. A decisin needs t be taken whether such claims shuld adequately reflect whether the energy purchased was additinal r nt.
