Technology Leadership Team Conducts Technology Transformation Team (T 3 ) Meeting Frankie Jackson led the Technology Transformation Team (T 3+ ) leadership meeting on Monday, July 10, 2017. The notes from the meeting are here. The team had a full agenda talking about summer projects and preparing for the start of school. A summary of the items discussed are as follows: For the leadership topic, Larry Barrios talked about his learnings from the ISTE Conference Kim Bowlin discussed the progress that the Technology Personnel Action Committee (TPAC) has made in addressing employee satisfaction results. Statused each team s performance evaluations for 2017 Discussed the VoIP upgrade plans and schedules for the ISC and ISC West Statused outstanding issues for the four new schools opening up in Augus Announced the arrival of David LaPlante as our new Security Specialist Talked about our back to school welcome department meeting scheduled for August 10 th. ISC and ISC West Telephone Upgrade to Voice over IP (VoIP) Progress Frankie Jackson, Paula Ross, and David Deitsch (Presidio) had conference calls with AT&T on Tuesday, July 11, 2017 to discuss the final plans for upgrading the ISC and ISC West telephones to Voice over Internet Protocol (VoIP) system. The following is a summary of the team s progress. We are on schedule to upgrade all telephone systems to VoIP starting July 25, 2017. So far this week, the team has delivered and set up 134 new phones starting in the ISC building on the south side. These phones are not working yet. They are placed in offices in preparation for the upgrade. The team has also met with each department s secretary to schedule training. The training is scheduled for Tuesday, July 18 th and Wednesday, July 19 th. The team will be using a train the trainer model as a means to bring everyone up to speed on the new phone system. However, anyone that would like to attend training is welcome. Quick reference guides, online information, and technical support will also be available. Organizational Staff Analysis with Human Resources Frankie Jackson met with Chairita Franklin, Assistant Superintendent of Human Resources on July 12, 2017. The purpose of the meeting was to discuss staff needs including salary adjustments, promotion requests and new staffing needs. It was determined that a Texas Association for School Boards (TASB) assessment will be conducted in October 2017. The assessment will include a salary survey, staffing career path, and organizational assessment. It will also include an analysis of new jobs associated with the implementation of the 2014 Bond Technology Infrastructure. Additionally it was proposed that a Network Infrastructure Communication (NIC) manager position for the Enterprise Communications Network (ECN) team be created. This position will be classified as the same level of Greg Rhodes (NIC) Network Management Operations (NMO) manager. This position will also include a specialty technical function with VoIP Telecommunications. Consideration is being given to combining this position (ECN Manager) with the current open Telecommunications Analyst position previously held by Charles Newton. E-Rate Reimbursements for Wireless Gear Purchased in 2015-2016 Filed and Certified Frankie Jackson worked with ESC12, the district s E-Rate consulting firm, as we are expecting one of our e-rate reimbursement deposits in the next week or two. The amount of our refund is $3,086,605.94. An official certification letter from the USAC (the governing organization that distributes funds Universal Service Administrative Company (USAC), has been received. These funds are refunds for wireless gear provided by Layer3. Frankie is working with Katie Hernandez and Karen Smith to setup a budget account for e-rate refunds. We planned to use this $3M reimbursement to help fund our district s fiber network build-out, as communicated to the Board of Trustees in April 2017, see here. On page 7 is where the funds are designated for (see the red box). On page 12 shows how we plan to fund various parts of the remaining technology infrastructure projects. Coordination with Facilities and Construction Purchasing Technology for New Construction On July 12, 2017, Frankie Jackson and Mike Raspet, met with Facilities and Construction, Jason Baezner, and Dillon Brady to discuss increasing coordination during the construction process. Paula Ross prior to the meeting, had presented several options for purchasing technology equipment during the construction phase. The team agreed to move forward with Owner (Technology) Furnished Owner Installed model. The team also defined the types of equipment that Technology Services would be responsible for versus the Contractor. This can be used as our guideline for clarification. This guideline will be used in all future construction efforts. New Construction Move In Planning Meeting With All Stakeholders Frankie Jackson with Frank Adian, Kim Bowlin, Leonard Chance, Doug Baker, Mike Raspet, Anthony Melton, and Jay Johnson met at Windfern Annex on July 13, 2017 to review the move in plan at the new schools: Hoover elementary, Wells elementary, Bridgeland high school, and the new Matzke elementary. Representatives from Purchasing, Facilities and Construction, and each new school s administrative representative was in attendance to ask questions and address concerns. Mike Raspet was clear to articulate dates for when network connectivity will be available in each of the schools. Leonard Chance and Kim Bowlin provided specifics about technology installations. Administrators were complimentary of Technology Services staff. Mike Smith, the principal at Bridgeland High School, gave a special mention about Elizabeth Montes outstanding support! Thank you team! Budget Needs for School Renovation Projects Janette Martinez and Paula Ross prepared cost estimates needed to fund school renovation projects. Frankie talked to Roy Sprague and Dillon Brady about using the remaining 2007 Bond funds for technology items needed for schools that are being renovated. The 2014 Bond Technology projects included line items for new infrastructure, new and replacement technology, and new schools as shown here. It did not include technology items needed to support the school renovations. As we are putting schools back together as a result of the renovation work, there is a list of technology items that need to be funded. The estimated cost is $176,746.48. Frankie is working with Karen Smith and Blake Ledger to move funds to cover these expenditures. We plan to code the expenditures in the same format that we are using for our 2014 Bond expenditures for technology. Closing Message and Reflection for the Week I met with Human Resources this week to talk about the department, our staff, and the transformational changes we ve made. As a result off the meeting, it was determined that we will be conducting an organizational assessment from the Texas Association for School Boards (TASB). This will be scheduled in October. Presenting the advancements that our team has made in their expertise and career growth brought an overwhelming sense of pride. I am so proud of our staff and how many have grown professionally.
