Job description Job title: Management Accountant Manager Board/corporate function: Operational Finance Financial Management Salary band: Band 7 Responsible to: Management Accountant Senior Manager Accountable to: Associate Director of Finance Financial Management Hours per week: 37.5 Location: Budgetary responsibility: Central London. The role may require occasional travel to various Trust sites. Nil Manages: Direct reports: Up to 3 Indirect reports: Up to 3 Aim of the role To assist the Senior Manager in the provision of a complete professional financial service to the Corporate Function. To manage Management Accountant(s) to provide monthly budget statements and financial reports analysing variances and trends in accordance with the Trust reporting timetables. To provide financial advice, guidance and training on budgetary management and budget setting to Budget Holders within the Corporate Function. To deputise for the Senior Manager in his/her absence including attendance at the Directorate Board and presentation of Finance Reports. To work with the Senior Manager and Directorate Budget Holders to prepare forecasts and consolidated financial monthly performance reports analysing trends and variances for presentation at relevant Directorate and Finance meetings. To be responsible for managing the production of Directorate budget reports from the ledger, investigation of variances from plan and ensuring that action on changes required is taken and maintaining adherence to the Trust monthly reporting timetable. To be responsible for ensuring that a customer focused service is delivered to the Directorate maintaining the highest possible levels of customer support. To ensure that rigorous financial control is implemented and controlled across the Directorate for both expenditure and wte s. To be fully involved in the development of costing and pricing models as the Trust moves into a demanding environment together with support for the realisation of benefits and clinical efficiencies from new capital projects and other areas.

Main duties and responsibilities 1) To assist the Head of Finance in the provision of a complete professional financial service to the Directorate including the management of a finance team to prepare consolidated financial monthly performance reports and forecasts analysing trends and variances in accordance with the Trust monthly financial timetable. 2) To line manage a team of Management Accountants working for the Directorate. To support and develop professionally and personally including appraisals, PDP s, objectives setting and assisting in CPD. 3) To deputise for the Finance Manager in his/her absence including attendance at the Directorate Board and presentation of expert Finance Reports. 4) To contribute to the maintenance of strong financial controls in the Directorate in line with Trust approved best practice for both expenditure and wte. In addition to provide training and guidance to Budget Holders in budgetary management and SFI and SO compliance. 5) To be responsible for ensuring that the Directorate finance team is customer focused and to continuously monitor and maintain the highest level of customer support to the Directorate. 6) To ensure that all Directorate income sources are utilised and income agreements for SLA s salary recharges etc are signed off in accordance with Trust policy and timetables. 7) To support the Finance Manager in applying the costing and pricing system to SLA s, financial appraisal and business planning and be responsible for the maintenance and continuous improvement of the Directorate costing and pricing systems. 8) To have responsibility to undertake periodic reviews of the financial controls within the Directorate and prepare reports and risk assessments based on information gathered. 9) To meet regularly with Directorate budget holders and to provide information and analysis to them. In addition to support the communication of information between them and the Directorate management accountants and other departments within Finance. 10) To contribute as required to the work involved in achieving the objectives in the Directorate Annual Plan and take responsibility for specific projects e.g. benefits realisation. 11) To assist the Directorate in implementing major capital developments and realising benefits arising from these investments and to assist the senior manager in the planning and costing for the Directorate capital bids. 12) To take overall responsibility for providing a full financial advice service to a department of the Directorate. 13) To support the senior manager in the financial training and accreditation of budget holders in line with Trust approved policy. 14) To support the service in implementing AfC and WTD compliance in its pay structure. 15) To prepare costing models for proposed developments and projects applications within the agreed timetable.

16) To resolve queries from Management Accountants, budget holders and other Internal and xternal staff regarding financial management matters with minimal supervision. 17) To comply with the requirements of the Data Protection Act with regard to the confidentiality of personal information and patient confidentiality. 18) To undertake any other duties as required which are consistent with the grade and nature of the post. 19) To uphold the professional standards set by the Finance Directorate. Strategic Responsibilities 20) To make recommendations on improving financial control within the Directorate and if approved for the implementation and monitoring of new practise. To recommend improvements and changes to local working practices. 21) To continuously improve and develop the finance team customer focused service to the Directorate ensuring that at all times the team is striving to achieve the highest levels of customer service performance. 22) To be responsible for assisting in the development of a costing and pricing system in the Directorate including the preparation of internal costing of Trust services to include HRG Reference Costs and the implementation of PbR. 23) To support the provision of information to inform the pricing strategy decisions for SLA's and Paying Patients for all areas of the Directorate. 24) To assist in the development and implementation of fully devolved budgets in line with the Trust budget management policy and contribute to the development of a more commercially focused culture in the Directorate. 25) To support the key elements of the Trust and Directorate Annual Plan and Pathfinder Strategy. 26) To assist in the development of the Trust budget holder financial training and accreditation process. 27) To monitor and report on progress against the Directorates clinical efficiencies programme. 28) To support the Directorate through changes in the financial regime of the NHS. All post holders must comply with trust infection screening and immunisation policies as well as be familiar with the trust's IP&C policies, including those that apply to their duties, such as hand decontamination, personal protective equipment, aseptic techniques and safe disposal of sharps. All staff must challenge noncompliance with infection, prevention and control policies immediately and feedback through the appropriate line managers if required. Confidentiality and data protection All employees are expected to comply with all trust policies and procedures related to confidentiality and data protection and to work in accordance of the Data Protection Act 1998.
