Here are the constraints: Your cost to build the rocket will be the number of people multiplied by the number of minutes it will take for the rocket to be built and approved by the customer. Your rocket will be tested by comparing it to the blueprint. You can transfer people to the headquarters if you don t think you ll need that many people. They will have an important job as consultants. History indicates that your estimate should be less than 35 minutes.
