Its leadership is based n the use f high-efficient insulatin materials including cncrete, steel, glass, cmpsites, wd and hybrids, which shuld lead t achieving recyclable, nearly zer-energy building envelpes (rfs, façades) when applied t new buildings. Hwever, these cmpnents d still nt allw fr the integratin f smart energy strage and fr an equal perfrmance in existing buildings. This has prved t be very challenging, in terms f cmplexity, weight cntrl and verall retrfitting csts. Therefre, wrk is required t advance the technlgy readiness level. Activities shuld include the demnstratin f new hybrid enabled prttypes fr selected nn-residential buildings. Scpe: The develpment f lightweight cmpnents based n high-efficiency insulatin materials needs adding active energy management capabilities withut increasing weight. Prpsals shuld cver all f the fllwing: develpment f lightweight cmpnents fr the cnstructin f building envelpes with integral means fr cmbined active/passive management f energy transfer, i.e., fr active insulatin, heath diversin, strage and directinal transfer; slutins capable fr use in bth new buildings and fr retrfitting existing nes; 4

slutins allwing fr installatin withut mdifying the structure f the building (r withut verlading existing structures) and demnstrating a high replicatin and industrial ptential; mdelling f the materials and cmpnents as well as t the develpment f nvel testing methdlgies riented twards assessing the lng-term perfrmance f the elements. This shuld include the estimatin f durability and service life; reduced maintenance csts, pssibility f use in a wide range f envirnmental cnditins, favur renewable resurces, respect f sustainability principles (Internatinal Reference Life Cycle Data System - ILCD Handbk), and the pssibility f reuse at the end f service life. This tpic is likely t cntribute t standardisatin and certificatin activities. Resurces shuld be envisaged fr clustering with ther prjects funded under the call, in rder t facilitate research chesin and inter-cnsrtia cperatin. Prpsals submitted under this tpic shuld include actins designed t facilitate cperatin with ther prjects; t enhance user invlvement; and t ensure the accessibility and reusability f data prduced in the curse f the prject. Activities shuld start at TRL 5 and achieve TRL 7 at the end f the prject. The Cmmissin cnsiders that prpsals requesting a cntributin frm the EU between EUR 4 and 6 millin wuld allw this specific challenge t be addressed apprpriately. Nnetheless, this des nt preclude submissin and selectin f prpsals requesting ther amunts. Expected Impact: When cmpared t state f the art, the newly develped slutins shuld bring: Imprvement by at least 25% f the insulatin prperties at cmpnent level fr a given weight, when in islatin (passive) mde; 10% imprvement in energy-strage capability when in active mde(s); Water and air tightness shuld be at least 10% higher than existing slutins (when it is prpsed a cntrllable slutin); Cst increase f less than 15%, in rder t allw market uptake acrss Eurpe and cntribute t scial affrdability. Therefre, the building prcess needs t benefit frm an increased level f industrialisatin, including fr instance lean cnstructin and higher degree f prefabricatin. This is especially true in the case f building retrfitting where the traditinal cnstructin methds are nt able t plan in advance all the prblems t be slved in the variety f renvatin sites. Using ICT as an enabler in the building prcess and peratin is a way t meet the challenges. ICT slutins need t incrprate the design, manufacturing, cnstructin, material chice (including reusability, envirnmental perfrmance and cst aspects), peratin and end f life phases affecting the verall building lifecycle. The clser integratin f ICT based-building cnstructin tls int the manufacturing, cnstructin and peratin phases has a strng impact n the verall building lifecycle, and it will als help reducing the perfrmance gap. Scpe: Existing generic sftware tls have limited flexibility and lack interperability cncerning mdels and design cultures. Vertically integrated life cycle design is still missing, mainly due t a fragmented design culture acrss the varius disciplines. ICT tls shuld be prvided fr energy and envirnmental perfrmance related design, analysis and decisin-making in early planning phases fr new buildings r renvatin f buildings. Clear evidence f technical and ecnmic viability shuld be prvided by validating and demnstrating the prpsed ICT-driven cnstructin prcesses in either new r retrfitting prjects. Fr existing buildings, significant effrt will be required t first retrieve all relevant infrmatin, and t cmpile and structure it in a meaningful frm t be used by new slutins. 6

Prpsals shuld: Develp an advanced digitalised and industrialised cnstructin and building prcess utilising smart cmbinatins f materials/cmpnents; Assess verall life cycle f cnstructin, in rder t deliver mre efficient buildings in terms f sustainability and cnstructin, maintenance and peratin csts; Prvide fr fully integrated systems t be cmpact, exchangeable, and easy t cmmissin and t perate and demnstrate business slutins fr perating such building life-time ICT slutins. Prpsals shuld include Scial Sciences and Humanities (SSH) elements regarding public perceptin and acceptance f advanced building life slutins at the level f the cnstructin sectr in Eurpe. Prpsals submitted under this tpic shuld include actins designed t facilitate cperatin with ther prjects; t enhance user invlvement; and t ensure the accessibility and reusability f data prduced in the curse f the prject. Activities shuld start at TRL 5 and achieve TRL 7 at the end f the prject. The Cmmissin cnsiders that prpsals requesting a cntributin frm the EU between EUR 6 and 8 millin wuld allw this specific challenge t be addressed apprpriately. Nnetheless, prpsals requesting ther amunts will be cnsidered. As an exceptin frm General Annex H, the funding rate fr direct csts in grants awarded under this tpic will be differentiated: 100% f the eligible csts fr beneficiaries and linked third parties that are nn-prfit legal entities; and 50% f the eligible csts fr beneficiaries and linked third parties that are fr prfit legal entities. Expected Impact: Prpsals shuld achieve all f the fllwing: Reductin f CO2 with 15-20% fr the ttal life-cycle cmpared t current situatin shwn thrugh Life Cycle Assessment; Cnstructin cst reductins f at least 15% cmpared t current situatin; Buildings shrtened cnstructin time (reduced by at least 10-15% cmpared t current State f the art); Reductin f the gap between predicted and actual energy cnsumptin; Imprved indr envirnment; Significantly imprved integratin f the value chain (design, prcurement, manufacturing, cnstructin, peratin and maintenance); Cntributin t new standards and regulatins; Demnstratin f large scale replicability ptential. Scenaris likely t keep the glbal warming belw 2C (Paris Agreement gal) wuld entail a substantial reductin f anthrpgenic GHG emissins, thrugh far-reaching changes t energy systems, land use and assciated value chains. The secnd cnsumer-driven factr f GHG emissins is the cnstructin sectr (ca. 15%), implying a significant rle fr frest-based prducts. The frest-based sectr can cntribute t climate change mitigatin thrugh increasing sinks in and reducing emissins frm living bimass, sils and wd prducts, and the substitutin f fssil fuels thrugh the material and energy use f wd-based materials. The cmbined sink and substitutin effects f wd value chains can prvide a key mitigatin ptin, prvided that changes in fssil and bigenic carbn are taken int accunt in a cmprehensive and balanced manner. Several research prjects 166 and COST Actins 167 launched in FP7 lked int the develpment f innvative, resurce efficient wd-based prducts. While ensuring the sustainability f frest prductin systems under changing climate cnditins remains a lng-term bjective fr the sectr, a key challenge nw is t further develp and deply the technlgical advancements f micr/macrclimate-friendly wd-based value chains n the grund. 8

Scpe: A. [2019] Building with wd: Prpsals shall develp and test new technlgies and envirnmental friendly slutins fr the use f wd-based materials in the (re)cnstructin and/r retrfitting f buildings. Prpsals shuld als explre ptins fr building with wd in cmbinatin with cmpsite/hybrid materials, linkages with ther nature-based slutins, make use f ICT, and cnsider LCA and carbn accunting, envirnmental dcumentatin (i.e. standards and cnstructin cdes), perfrmance standards, public plicies and regulatins, cnsumer perceptin and engagement/c-creatin. Activities culd include limited research and shall prduce plans and arrangements r designs fr new, altered r imprved prducts, prcesses r services. Fr this purpse, they may include prttyping, testing, demnstrating, pilting, large-scale prduct validatin and market replicatin. Prpsals shall ensure that relevant actrs (researchers, citizens, plicy makers frm urban/rural areas, businesses, architects, site managers, etc.) wrk tgether during the whle research and innvatin prcess in rder t better align the prcess and its utcmes with the scietal values, needs and expectatins. B. [2020] Resilient frest systems Bth sub-tpics (A and B) are suitable fr INCO and SMEs participatin, and are expected t integrate technlgy with SSH and RRI aspects. The Cmmissin cnsiders that prpsals requesting a cntributin frm the EU f the rder f EUR 10 millin fr sub-tpic A and 5 millin fr sub-tpic B wuld allw this specific challenge t be addressed apprpriately. Nnetheless, this des nt preclude submissin and selectin f prpsals requesting ther amunts. 9

Expected Impact: In the framewrk f SDG 9, 11, 13 and 15, the EU's Biecnmy Strategy 2012, the EU's Frest Strategy 2013, the Circular Ecnmy Package 2015 and Paris Agreement 2015, prpsals are expected t assess hw they will cntribute t: Increased resurce and/r energy efficiency and added value and minimising pllutin and the envirnmental ftprint (emissins f GHG and air pllutants included) in the cnstructin sectr in the cities, by specific amunts/prprtins t be specified in the prpsals, by 2030 [sub-tpic A]; Enhanced cnnectivity f rural-urban areas and their verall cntributin t a resilient, circular and cmpetitive, frest-based biecnmy, by 2025 [sub-tpic A]; Increased lng-term resilience f frest prductin systems and assciated value chains t enhanced climate/envirnmental change and scietal demand [sub-tpic B]; Enhanced cntributin f frest-based sectr t lng-term climate change mitigatin and rural develpment bjectives [sub-tpics A & B]; Als in the lng-term, prmpt a sizeable psitive change t Eurpean landscapes and ecnmies, by keeping the cuntryside green and serving t make the cities greener, and increasing the share f bth decent and green jbs [sub-tpics A & B]. The revised structure reflects the anticipated structure f the next EU Framewrk Prgramme fr Research and Innvatin (FP9). It is anticipated that this part f the wrk prgramme will supprt arund 1000 prjects that demnstrate a great ptential t strengthen breakthrugh innvatins and bst the number f high-grwth cmpanies. The verall budget f 2.7 billin bradly reflects the multiannual funding prfile f the cnstituent elements. Target grup: The SME Instrument addresses clse-t-market and scale-up prjects f a single SME r a cnsrtium f SMEs established in EU Member States r Hrizn 2020 assciated cuntries. It is particularly aimed at peple and cmpanies wh have ideas that are radically different frm existing prducts r services n the market r under develpment, are highly risky, and require significant investments t get t market. A pilt phase fr a Eurpean Innvatin Cuncil (EIC) will prvide supprt with n thematic restrictins t innvative SME firms and entrepreneurs with the ptential t scale up rapidly at Eurpean and glbal levels. The innvatins must meet user and custmer needs and tackle scietal, technlgical and business challenges in a sustainable way. Market-creating innvatins shuld take shape at the intersectin between different technlgies, industry sectrs and scientific disciplines, linked t dmains such as agriculture, energy, health, ICT, space and transprt. General cnditins: The SME Instrument is very selective. Only the mst cnvincing and excellent prpsals can be funded after a thrugh evaluatin by multinatinal panels f 11

technlgy, business and finance experts. In the pilt phase, there are n thematic restrictins. Evaluatin: Independent, expert evaluatins f prject prpsals ensure that the quality f prpsals and the teams behind them are rigrusly assessed, with interviews nw included in a secnd step f the SME Instrument evaluatin prcess. The results f prjects will be clsely mnitred. Perfrmance indicatrs are the new prducts, services and prcesses fr new markets being develped, private investment attracted during and after the prject, and the turnver and emplyment f the cmpanies that take part. These indicatrs will be gauged by reprting by the prjects, by links t external databases n cmpany perfrmance, and by assessments by utside experts. Fr the latter, the EIC pilt will make use f the Innvatin Radar, a tl t assess the market ptential f innvatins and the market readiness f innvatrs. The Innvatin Radar will als help cmmunicate the results t ptential investrs. Principles and funding f the SME Instrument Wh can apply? Fr-prfit SMEs, including yung cmpanies and start-ups, frm any sectr. Yu must be established in an EU Member State r a Hrizn 2020 assciated cuntry. What tpics are cvered? There are n set tpics.
