Wednesday September 6th, 2017 At the regular meeting of the Council of the Municipality of Otter Lake, held on the above date at 7:00PM, at 15 Palmer Avenue (Municipal Office), and which were present the Mayor Mrs. KIM CARTIER VILLENEUVE, Councilors JENNIFER VADNEAU, VICKY DUBEAU, NANCY DAGENAIS,, IVAN LEBLANC all forming quorum under the chairmanship of the Mayor. The cost of the counters is $3127.32 tax included from CORIX. Councillor VICKY DUBEAU against the resolution 2

128-09-2017 AND RESOLVED NANCY DAGENAIS THAT the Municipality of Otter Lake authorizes the installation of the water counters by Miljour Heating and Plumbing (9301-9529 Quebec Inc.) at a cost of $100.00 each plus tax for a standard installation including materials. Councillor VICKY DUBEAU against the resolution 129-09-2017 THAT the Municipality of Otter Lake authorizes the purchase of a Kasco de-icer to install in the water tower to avoid freezing. The cost of the de-icer from Etang is $1130.84 tax included. 130-09-2017 THAT the Municipality of Otter Lake accepts the current width of Old Bridge road in order to respect the occupation and issued subdivision permit for lot 5056091. 131-09-2017 3

THAT the Municipality of Otter Lake supports the recommendation of the Pontiac MRC multiresource committee to complete the exchange of part lot 5357118 (4070 sq meters, TPI lot) for lot 5056597 (6830 sq meters, private lot) in order for the owner to conform to the municipal zoning by-law. 132-09-2017 Service Agreement with the MRC Vallée-de-la-Gatineau (MRCVG) Management of the Non-Urban Officers training program (ONU) the MRC Vallée-de-la-Gatineau (MRCVG) is recognized as manager of the Non- Urban Officers (ONU) Training Program by the École nationale des pompiers du Québec (ENPQ); the Municipality of Otter Lake wishes to train firefighters and the MRCVG is willing to offer certain services related to the ONU training that would be carried out within the framework of an agreement to be signed; in order to facilitate the coordination of the agreement, it will be signed with the MRC Pontiac; the Municipality of Otter Lake agrees to pay the training costs to the MRC for the services that would be carried out under the agreement; the MRCVG requests an administrative fee of 10% of the cost of registration that will be invoiced by the MRCVG, in accordance with their By-law #2016-302; JENNIFER VADNEAU THAT the Municipality of Otter Lake: Authorizes the signing of an agreement between the MRCVG and the MRC Pontiac for the management of the Non-Urban Officer training by the MRCVG in compliance with the conditions stipulated in the agreement, which include, in particular, accountability and a fee of 10% of the cost of registration by the MRCVG in accordance with By-law 2016-302. Authorizes the Director General or the Assistant Director General of the MRC Pontiac to sign a service agreement for the non-urban officer training. 133-09-2017 WHEREAS: The Municipality of Otter Lake has a lease with the Leslie Park Foundation WHEREAS: The Leslie Park Foundation registered this lease in 2015 in order to apply for grants WHEREAS: The Pontiac MRC received a copy of the lease and sent their evaluators in order to charge municipal taxes WHEREAS: The Leslie Park Foundation is a registered non-profit and did not foresee having to pay municipal taxes and therefore did not budget for this expense in 2016 and their financials for the year are finalized WHEREAS: The Leslie Park Foundation received a notice of assessment for 2016 and 2017 municipal taxes in July 2017 WHEREAS: The Leslie Park Foundation approached council and has asked for an exemption from paying the 2016 municipal taxes and agrees to pay the 2017 municipal taxes and any tax bills issued in the future AND RESOLVED THAT: The Municipality accepts to grant the Leslie Park Foundation an exemption from paying their 2016 municipal taxes. 134-09-2017 IVAN LEBLANC THAT the Municipality of Otter Lake accepts the newly revised Employee Policy. (Annex A) 5

135-09-2017 IVAN LEBLANC THAT the Municipality of Otter Lake accepts the terms of the employment contract with the Director General, Andrea Lafleur, and authorizes Mayor Kim Cartier-Villeneuve to sign the contract with the Director General. (Annex B) 136-09-2017 WHEREAS: The Municipality will receive monies in the Road Improvement grant to complete work on Elsie Road WHEREAS: The Municipality asked Larry Kluke for a price on gravel WHEREAS: The Municipality received the following bid (before tax): Larry Kluke: $4.82 per tonne ($4.25 plus.57) NANCY DAGENAIS AND RESOLVED THAT: The Municipality purchases the gravel for Elsie Lake Road from Larry Kluke.
