Our branches respond to local community needs throughout South East Queensland. LOCATION Based at Fortitude Valley Travel within South East Queensland and Wide Bay Burnett regions will be required on a regular basis REMUNERATION AND 37.5 hours per week including after-hours work to meet HOURS organisational needs. Archdiocesan Salaried Officers (ASO) Scale - Level will depend upon qualifications and experience. Archdiocesan salary packaging options available. Annual Leave Loading 17.5% Superannuation 10%. Vehicle Salary Sacrificed REPORTING The Senior Area Manager reports to, and is directly responsible to ARRANGEMENTS the CFRS Director for the effective and efficient performance of the position. ROLE PURPOSE and KEY THEMES The Senior Area Manager oversees the Area Managers in South East Queensland and Wide Bay Burnett. 1. Oversee the accountable and appropriate leadership of high quality operations and services across the Directorate within the framework of Centacare Family and Relationship Services (CFRS) mission, values and vision. 2. DEMONSTRATED SKILLS, KNOWLEDGE AND ABILITY (SELECTION CRITERIA) Essential 1. Relevant tertiary qualifications (and preferably post graduate qualifications in business, management or similar) for a senior position of this nature and the ability to articulate a highly-developed leadership and management practice framework. 2. Demonstrated record of achievement in a senior management role (minimum 5 years and responsibility for diverse senior staff teams) in the not-for-profit sector as well as an applied understanding of relevant legislation (Privacy, Family Law, Child Protection, Domestic and Family Violence), Regulations and Standards. 3. Demonstrated track record and superior knowledge and skills in oversight of a complex and diverse operational and geographical environment and multiple State and Federal funding contracts. 4. Significant high level knowledge, skills and senior management experience in a majority of the following: domestic and family violence; crisis intervention and risk management; family dispute resolution; brief solution-focused counselling; psycho-educational and therapeutic groups; family therapy and case management services. 5. Proven track record in change management and transition principles and practices as it applies to organisation and sector development activities in a not for profit environment. 6. Commitment to, and record of achievement in leading and integrating a client-focused, values and mission driven service, combined with an exemplary record in leading and managing organisation complexity with a high level of ethical practice. This includes the ability to work within the ethos of the Catholic Church which includes the principles of Catholic Social Teaching (a brief summary is attached to the Position Information Sheet). 7. Proven superior collaborative and interpersonal skills to support effective and innovative working relationships and partnerships with all internal and external stakeholders at both organisation and sector levels. 8. Demonstrated high level written, reporting and computer literacy skills and strong track record in contractual compliance, relevant for a senior management position. 9. Undertake other duties as required and working in a team environment. DESCRIPTION OF POSITION ACTIVITIES The position activities outlined in this position description are a general guide only. In collaboration with the CFRS Director, this position will carry out the following activities. 1. Planning and Development v.1.05 Page 3 of 5
Provide senior operational oversight for the regions in accordance with the mission, vision and values. Maintain comprehensive knowledge and application of all Directorate contracts, funding schedules, regulations and standards and ensure compliance of same. Ensure the consistent implementation of policies, procedures, and systems using learning organisation and action learning principles and practices. Resource and support the Area Managers implementation of the CFRS Operational Plan in line with Centacare s strategic direction. In consultation with the Manager of QA/Continuous Improvement and Manager of Practice and Research, resource and support the effective development, auditing and maintenance of HSQF and federal compliance and benchmarking standards across the Directorate. Oversee parliamentary submissions in consultation with the Director and Manager of Practice and Research. Oversee the effective management of subpoenas, police warrants, statutory requests, complex requests for client information for the Directorate. Manage the regular and appropriate flow of communication and information relevant to the portfolio. Represent CFRS at relevant forums as required by the Director. Provide high level support and resourcing and timely and informed advice to the Director including identifying key issues and trends for planning and development. 2. Financial, Workplace and Human Resource Management Ensure area operations are managed in line with CFRS Schedule of Delegations. Ensure appropriate preparation and governance of CFRS budgets in close consultation with Director. Project-manage tenders in consultation with the Manager of QA/Continuous Improvement and Manager of Practice and Research. Manage and maintain the integrity of services through ensuring the service s adherence and compliance with all contractual, legal and organisation requirements and obligations. Manage the appropriate resourcing, planning, and maintenance of service infrastructure. Provide operational oversight for the assurance of workplace health and safety, risk management and quality requirements and systems across programs. Ensure consistent, ethical and legally accountable human resource management principles, practices and processes are implemented across operations. Keep the Director closely informed of complex HR/IR matters. Provide regular formal, line supervision with Area Managers. Oversee the maintenance of marketing content and approvals. 3. Oversee the provision of effective and high quality operations and services within CFRS policies and procedures; contractual requirements, legislation and in the best interests of children. Support CFRS values-based, client focused, accountable, and open practice culture. Develop, foster and maintain cooperative and collaborative partnerships and relationships with key local and regional stakeholders. Identify and promote opportunities to collaborate with other Centacare agencies and look for joint service delivery possibilities as well as an understanding of broader Centacare operations Provide high level resourcing and informed and timely advice to the Director with respect to trends, needs and matters of relevance to the effective and appropriate delivery of services to clients across the Directorate. 4. Learning, Feedback, Review and Evaluation Lead and support the integration of a learning organisation and action learning culture within the CFRS Organisation Development framework. In close consultation with the Manager of QA/Continuous Improvement oversee the formal tracing and compliance of all contractual requirements and provide timely qualitative and quantitative reports to the Director. Oversee the effective management of client or stakeholder complaints. Manage formal opportunities and systems for client participation, feedback and evaluation of the service and ensure its flow through to strategic and operational planning activities. Manage the administration, recording and archiving of client statistics and other relevant data collection procedures. Undertake professional supervision and training activities relevant to role area, training plan, organisation capacity and best practice - and provide information to colleagues as required. Participate in training relevant to child abuse, domestic violence and suicide prevention as appropriate to role. Provide high level support and resourcing in the area of operational and region wide reviews and evaluation as required by the Regional Manager. 4.
