1 PROJECT DIRECTOR EARLY LEARNING CENTRE St Joseph s Nudgee College is a Catholic day and boarding school in the Edmund Rice tradition for boys in Years The College caters for students from the local Brisbane area, regional and remote Queensland, interstate and overseas. We uphold the values of Edmund Rice Education Australia in providing quality Catholic education to students. The College first and foremost educates young men and promotes their formation in Christian virtue and conscience. As part of the growing education sector, Nudgee College have decided to establish a high quality Early Learning Centre (ELC) on our campus in Boondall. While the ELC will be an independent education entity it will be part of the wider St Joseph s Nudgee Community. The existing administrative and support departments of Nudgee College will assist the ELC in a shared services model. Early Learning Centre The establishment of the ELC will be undertaken in three phases: Design phase Establishment phase Operational phase The Project Director is responsible for the design and establishment phases, both physical and operational policies and procedures, of the ELC. The Project Director will work collaboratively with key members of the College staff, the ELC Advisory Group, architect, ELC Project Manager, builder and associated external professional consultants. During the establishment phase, the Project Director will work in close partnership with the Centre Director, who will be recruited during the design phase. The Project Director must have a high level of early educational technical expertise as well as the capacity to build a strong sense of community and identity for the ELC within and between the existing Nudgee College and wider local community.

2 Project Director of Early Learning Centre The Project Director of the ELC is responsible for the overall leadership and management of the ELC during the design and establishment phases. You are required to follow relevant legislation and policies as you work with the various stakeholders involved in the ELC. You will lead the team in defining both the: physical environment of the ELC, and operational policies and procedures, ensuring the adherence to the National Quality Framework. You will be a role model of excellent leadership to bring out the best in our people, build their capability and support them in making the ELC a safe and engaging place for children, families and the employed team. The Project Director will support and, where suitable, advise the Centre Director, who will assume responsibility and leadership for the day to day management and operation of the ELC as it moves from the establishment phase to operational phase. During the commencement of the Operational phase, the Project Director will support the Centre Director to ensure the initial successful of the ELC. Team Information The ELC team is required to develop the ELC as the leading provider of early childhood education and care in our local market and to establish respectful and reciprocal relationships with enrolled children and their families. The ELC is integral to potential future enrolments for the College. It is critical that families and children of the ELC have a positive and friendly experience so they consider enrolling their sons in the College. Key Professional Relationships

3 Specific Responsibilities 1. Design and establishment: Work with the College architect to design a contemporary high quality ELC, within the confines of the existing building. Work with and modify as required the existing Edmund Rice Education Australia (EREA) ELC operational policies and procedure to suite the unique requirements of this ELC, including: enrolment forms and reporting, child care benefit notices, attendance sheets and absence records, childcare usage reports, wages, and debt management. Work with the College s Project Manager during the tendering, procurement, construction and commissioning steps. Work with the Dean of Operations to develop a business model. Work with the Director of Development and Communications to develop a Marketing Plan. Work with the Director of Admissions to develop an enrolment process, database and forms. Work with the Director of Human Resources to recruit ELC staff. Commence taking enrolments during early Deliver an open and operational ELC during the second semester of Safety: Ensure a safe environment and develop a safety culture. Review and modify existing policies for and establish a culture so that the ELC staff can maintain a healthy and safe environment for enrolled children, their families, staff and visitors at all times. Identify and address risks and non-compliance in the ELC, ensuring the Duty of Care requirements under national and state legislation are met. Ensure the ELC s staff follow industry standard and EREA processes, policies and procedures and comply with all legislation that applies to children, staff and visitors. 3. Quality: Raise the quality of early learning. Establish a culture of quality education and care in the ELC. In concert with the ELC Director and staff; develop, embed and promote a collaborative Statement of Philosophy, Centre Vision and Mission. 4. Business: Leverage off existing College admin and support systems to develop strong business and finance discipline. Develop and implement plans to ensure the ELC meets targets, including but not limited to enrolments, staffing model and retention of enrolled children and staff. Develop an ELC that is competitive, viable and effectively managed to deliver a leading quality education program. Develop appropriate financial and operational action plans.

4 Integrate and modify, if required, existing systems to ensure the ELC adheres to College financial delegations. Integrate and modify, if required, existing systems to co-ordinate and maintain all centre information and ensure that record systems are up to date, in accordance with regulatory compliance. Integrate and modify, if required, existing systems to ensure that all College reporting procedures are followed. Integrate and modify, if required, existing systems to ensure all equipment is used, maintained and monitored appropriately using the manufacturers standards as a guide along with the ELC s checklist and inventory documents. 5. Partnerships: Create and develop productive and purposeful relationships. Develop and build a strong working and problem solving relationship with the: architect, project manager, builder, other EREA ELCs, and College admin and support departments. Develop strategies to generate and deliver respectful and reciprocal relationships that respond to families needs and expectations within the ELC s guidelines to deliver best practice outcomes for enrolled children and their families. Develop and implement effective communication strategies to meet the needs of families. Develop, lead and sustain collaborative internal and external partnerships and share best practice models. 6. Inclusion: Ensure access, active participation and inclusion of all children and families. Develop strategies for the ELC s commitment to inclusion and ensure access for all children and families. Ensure all enrolled children and families, especially those experiencing vulnerability, can meaningfully participate within the program. Know and access available resources and services (internal and external) to support inclusion. Key Performance Indicators The following key performance Indicators are to be achieved: Ensure the ELC complies with the National Quality Framework (NQF) and strives to exceed the National Quality Standards (NQS). Support the ELC team members to ensure they provide high-quality early learning and care that meets or exceeds the NQS. Mandatory Requirements Highly developed knowledge of the Australian Children s Education and Care Quality Authority National Quality Framework (NQF) and National Quality Standards (NQS).

5 Demonstrated experience in designing and developing an Early Learning Centre or something similar. Proven success in an Early Learning Centre manager/administrative role. Employment is subject to Commission for Children and Young People and Child Guardian legislation. It is a requirement to hold and maintain a valid Working with Children Blue Card. Desirable Requirements Bachelor of Early Childhood or Diploma-level early childhood qualification (as approved by ACECQA). Montessori experience or qualifications. Advanced Diploma of Community Sector Management. Certificate IV Frontline Management or other business management qualification. Awareness of, and support for, key EREA and College policies, procedures and practices. Commitment to goals and aims of Catholic education in the Edmund Rice tradition. Professional competence and demeanour, ensuring behaviour and presentation reflects EREA and College values. Selection Criteria Demonstrated experience in designing, developing and establishing an ELC. Knowledge of, experience in and passionate commitment to the management or administration of an ELC. Demonstrated ability to mentor and support others to develop, plan and implement a high quality, educational and child serviced program, meeting the needs of individual children and the group. Highly developed interpersonal skills and ability to relate to individuals of various ages, social and cultural backgrounds. Be professionally competent, ensuring that day-to-day behaviours and personal presentation reflect the school values and professional expectations. High level of written and oral communication skills. A proven ability to work independently, demonstrate initiative and make decisions.

6 Demonstrated ability to develop and maintain effective administrative systems including CCMS and Qikkids (or alternative fee system). A well-developed understanding of theories of early childhood development and current research and theories impacting on the profession. Understanding of the ethos of Catholic Education and the vision of Edmund Rice Education, particularly as to how it is applied on a daily basis in a school community. Position Details This position is a Full Time Fixed Term role. This position reports directly to the Principal. This position is part of the Senior Leadership Team and requires key performance indicators to be met with an expectation of highly flexible working hours. This position is a Director position and is remunerated at an Agreed Rate. The employment conditions of this position are contained in the Catholic Employing Authorities Single Enterprise Collective Agreement. Additional Factors Flexibility with working hours is an expectation of this position. Attendance at events outside core hours is a requirement of this position. Above award remuneration is in lieu of penalty rates (overtime, weekends and work outside core hours). Attendance at professional development opportunities are as required for the completion of this role. It is expected that annual leave will be taken during a suitable period that does not impact on the outputs of the project. The Principal may direct completion of other reasonable, relevant duties. The Principal reserves the right to modify this position to meet operational needs.
