For Particulate Matter PM-10 (CAS # NA-M09) Particulate Matter PM-2.5 (CAS # NA-M10) 300 Sprucewood Avenue Windsor, Ontario N9C 0B7 Prepared for: November 18, 2013 Pinchin File: 85518 Copyright 2013 by Pinchin Environmental Ltd.

INTRODUCTION Facility Summary is a manufacturer of Galvanized and Galvannealled Steel. It is the policy of DJ Galvanizing Corporation to operate in a way that protects people, property and the environment throughout all phases of manufacturing, handling, distributing, using, and disposing of our products, scrap and wastes. Protection of the environment is an integral part of doing business and we will work closely with the community, shareholders, employees and customers. Steel coils, Purified Zinc Ingots, and Sulphuric and Chromic Acid are received at the facility by truck. Steel is unloaded by crane and staged for loading into the production line. Zinc Ingots are stored indoors near the Zinc pot. Sulphuric Acid is unloaded and transported to the Wastewater Treatment building. Chromic Acid is unloaded and transferred to the Chrome/Phosphate application for use. Steel coil is loaded into the production line uncoiled and attached to the previous strip using resistance welding, the strip then moves through the caustic cleaning process which uses caustic solution and brushes to remove any contaminants from the steel. From there the cleaned strip travels through the Annealing process which heats and cools the steel to increase formability and strength to the strip. Cooling to this process is provide d by the Marley Cooling Towers. The Pre-melt pot is charged with Zinc ingots which are melted and fed into the Zinc Pot, where the strip in galvanized. The strip then heads up out of the pot and is wiped to maintain consistent coating thickness and then travels up the Tower for cooling and then down to the quenching tank, cooled by the Baltimore Cooling Tower, before it is dried. The strip then passes through the skinpass mill which provides elongation for the strip. The strip will then flow through the Chromic Acid/Phosphate application station where, if required a Chromic Acid or Phosphate solution is rolled onto the strip. The strip then passes through the optional Oiler process where, if required, corrosion inhibitor is electrostatically applied to the strip. The strip then passes to the recoiling process where the coil is rewound and the flying shear mechanically cut the strip to detach the galvanized coil. The coils are then moved by overhead crane and staged for shipping. Coils are loaded onto trucks by crane and shipped to the client. Dross from the Zinc pots is collected and shipped to a recycler for re-use. Wastewater from the caustic cleaning of the steel strip is treated in the wastewater treatment building and discharged to the City sewer. Page i

Protection of the environment is an integral part of doing business and we will work closely with the community, shareholders, employees and customers. The production of Particulate Matter is a part of the heating and cooling processes which are an integral part of the production of Galvanized steel and it is not technically or economically feasible to reduce. We will continue to use these substances in strict accordance with all applicable environmental regulations. With reference to the Ontario Toxics Reduction Act, the reduction objectives are outlined in Section 4 of this Plan Summary for PM-10 and PM-2.5 at DJ Galvanizing. 3.0 SUBSTANCES REQUIRING PLANS The following substances require plans Particulate Matter PM-10 (CAS # NA-M09) & Particulate Matter PM-2.5 (CAS # NA-M10) - based on 2012 Toxics Reduction Act accounting information. 4.0 OBJECTIVES OF THE PLAN & ANY TARGETS prides itself on technological innovation in order to produce high quality products in an environmentally responsible manner. We will strive to optimize the creation of Particulate Matter PM-10 & Particulate Matter PM-2.5 at the facility. Further, this plan will determine the technical and economic feasibility of each option to determine which, if any, are

viable for implementation at this time. At this time, there are no specific targets for reduction, however, as is our standard practice, we will continue to meet regularly with our staff and look for opportunities to reduce the use of Particulate Matter PM-10 & Particulate Matter PM-2.5. 5.0 OPTIONS TO BE IMPLEMENTED (OR STATEMENT THAT NONE ARE TO BE IMPLEMENTED) s commitment to continuous improvement has resulted in a lean and efficient manufacturing facility. The facility s continuous improvement measures, coupled with the acknowledgement that the customer provides the specifications for the raw materials processed at the facility mean that there are no options for the facility to implement. 6.0 CONTENTS OF THIS PLAN SUMMARY REFLECTS PLAN This Plan Summary accurately reflects the Toxic Substance Reduction Plans dated November 18, 2013, prepared for the substances listed in Section 1.0 of this Summary.

8.0 CERTIFICATION BY LICENSED PLANNER As of November 29, 2013, I, Kris Mask certify that I am familiar with the processes at DJ Galvanizing LP that use or create the toxic substances referred to below, that I agree with the estimates referred to in subparagraphs 7 iii, iv and v of subsection 4 (1) of the Toxics Reduction Act, 2009 that are set out in the toxic substance reduction plans referred to below for the toxic substances and that the plans comply with that Act and Ontario Regulation 455/09 (General) made under that Act.
