JOB DESCRIPTION POST: SECTION: RESPONSIBLE TO: Surveyor Stockbridge Village CESP (Community Energy Saving Programme) Delivery Team Villages Housing CESP Project Manager / Head of Asset Management Objectives of the Post Manage the delivery of all contract works relating to the CESP Heating and External wall Insulation Programme Be an integral part of the Villages CESP Delivery Team; Produce reports and statistical information on the associated programme of works; Ensure the efficient, cost effective and customer focused service to customers; promote a right first time approach in the delivery of works and service. Key Tasks 1. Supervise, control and monitor all works undertaken as part of the CESP work programmes ensuring effective supervision of contractors, safe working practices, contract compliance, high quality standards and timely completion. 2. Assist at Pre-entry surveys as required, contribute to the forward planning of the scheme and represent the interest of the tenant(s) and Villages to ensure minimum disruption and the effective, efficient safe execution of the works. 3. Ensure that all services are customer-focused, of the highest quality and that tenant involvement is an intrinsic element in all services, whilst offering choice to tenants and residents where practicable and reasonable.
4. To provide all client-side Clerk of Works duties to all CESP programmed properties in Stockbridge Village. Ensure compliance by contractors against the project specifications, technical standards and the correct methods of fixing and installation. Produce, issue and record schedules of defective or outstanding works, agree corrective action and ensure their completion by the contractor. 5. Measure delivery by contractors against the agreed performance criteria and address contractor non performance in a timely and professional manner. 6. Ensure that clear and auditable records for expenditure of funds are properly maintained, including the assessment of valuations, final accounts and invoices. 7. Complete appropriate and sufficient post-inspections; for work progression & quality; prior to the authorisation of payments. 8. Develop and maintain a detailed record keeping system which is fully complaint to the requirements of ERDF and REECH requirements. 9. Prepare and submit to the Project Manager regular reports and statistics for actual project progress against planned progression and the results of quality audits against the project technical specification & standards. 10. Effectively liaise with all the Association s customers, staff, contractors, agents and other internal or external interested parties including finance, legal and auditors. 11. Undertake building defects diagnostics and provide appropriate solutions for repair or restoration. 12. Prepare specifications, design and procure works and services or, as appropriate, direct and manage consultants in the provision of the design, specifications, drawings and procurement of works. 13. Respond promptly to requests for ad hoc site surveys or inspections for failed components or customer enquiries ensuring prompt corrective action taken. 14. Ensure the discharge of the Association s statutory and contractual obligations to their tenants, clients and contractors.
15. Participate within the Association s Health and Safety Policy; maintain an effective Health and Safety Policy within the Development Programme. 16. Assist in ensuring the Association remains fully compliant with its duties and obligations in respect of the Gas Safety (Installation and Use) Regulation 1998. 17. To liaise with Villages Tenancy Liaison Officer (TLO) and the approved contactors Tenancy Liaison Officers, in all aspects of tenant consultation on site. 18. Provide any necessary data to allow the updating of the Asset Management Plan. 19. Manage within budget, continually monitoring expenditure against budget, contract contingencies and provisional sums. 20. Assume the role of assisting our Construction Design Management (CDM) Coordinator for the Association on all appropriate works. 21. Represent the Association at meetings/conferences in line with company policy. 22. Contribute to the preparation of service development and improvement plans, asset management strategies, procurement strategies and the business plans of the Association, 23. PERSON SPECIFICATION Position: Surveyor Attributes Essential Desirable Education/ Qualifications HNC, HND or Degree level qualification in a building related subject and be a member of an appropriate surveying/construction body. Chartered member of an appropriate surveying/construction body i.e. MCIOB or MRICS Work related experience and knowledge 3 years experience in repair and maintenance management. Experience of Project Management from inception to completion, including commissioning/appointing contractors and relevant OJUE processes Knowledge of building materials, major construction elements and subcomponents. Ability to diagnose building defects and identify appropriate remedial measures. Experience of working for a Local Authority or Housing Association Proficiency certificate in asbestos surveying and bulk sampling and /or the management of asbestos, BOHS P402/5 Page 1 of 4
The ability to assemble analytical estimates, budgets and schedules of rates. Experience of working in small self-motivating project teams under minimal day to day supervision Experience in establishing forward plans associated with major investment contracts and programs of work. Experience in the management of financial budgets for minor and major programs of work. Experience of working on home energy efficient installations (central heating, external wall insulation, etc) Knowledge and/or experience of working on Building Projects under grant funding regimes. Understanding and knowledge of Health and Safety Regulations, including the management of asbestos within housing stock. Skills and abilities Ability to work a team and demonstrate a proactive approach to the achievement of team goals Excellent organisation skills including the ability to prioritise and manage own workloads, meet deadlines, achieve targets and adhere to professional standards. Specialist Knowledge Complete understanding of the functions, duties and responsibilities for the roles of Client, Designer and CDM Coordinator functions with respect to CDM regulations. Thorough understanding of building regulations. Understanding of the Party Wall act. Other High level of self motivation, enthusiasm and energy. Able to work occasional evenings and weekends.
