1 JOB DESCRIPTION Job Title : Location : Operations Manager Responsive Repairs & Maintenance Bideford Responsible to : Head of Westward Property Services (WPS) Main Purpose of Job Be responsible for the financial and operational management of Westward Property Services R&M function, as allocated by the Head of WPS incorporating: Repairs, Maintenance and Void Delivery service including improvements and adaptations. Provide a high quality and cost effective repairs and maintenance function to the Westward Group Responsibility for the implementation and monitoring of Policies & Procedures relating to the above and assisting in their review, Line management of the Operatives and Administrative Support, to allocate & delegate duties so as to assist with above key roles. Have responsibility for legislative compliance in all areas of delivery of the work of Westward Property Services R&M Team and the activities of employees and subcontractors, including obtaining all necessary permissions, licences, approvals and accreditations as well as ensuring all necessary inspection regimes are in place in accordance with Groups Health and Safety policies. Principal Tasks and Duties: 1. Manage & administer all areas of Westward Property Services R&M delivery. 2. Accountable for identifying budgets, incurring, authorizing and controlling expenditure for the Westward Property Services R&M operation and exercise appropriate Budgetary control including compliance with Westward s Procurement Strategy, and Value for Money Strategy 3. Develop and ensure the effective implementation of the Westward Property Services R&M Team annual operational plan and assist the Head of WPS in longer term planning. 4. Represent the Westward Property Services R&M operation and Westward at meetings with inside and outside agencies in connection with allocated projects. Assist in the production of literature and information for customers

2 5. Ensure that the health and safety of staff, occupiers and others affected by our work is given the appropriate high priority. 6. Stay up to date and aware of safety legislation and Westward policy as it affects the work, undertake own duties as set out in the Group Health and Safety Policy and Procedures and ensure compliance by Westward staff and sub-contractors. 7. Ensure staff are properly trained and supervised for the work. 8. Carry out written risk assessments and to provide site-specific safe systems of work. 9. Carry out / organise tool box talks and ensure that all staff and sub-contractors are aware of safety measures relevant to the task. 10. Comply with current Construction, Design and Management (CDM) regulations and ensure the HSE are notified for work designated as notifiable. 11. Ensure site compounds (for programmed works) have the correct, well maintained welfare provision and are safe and secure at all times. 12. Ensure scaffolding sub-contractors comply with NASC standards (TG20) and issue a compliance certificate prior to work commencing and that all working platforms are inspected in accordance with the regulations and marked with a suitable tag at the access point(s). 13. Ensure the Westward Property Services R&M operation liaises and consults with tenants prior to and during works and ensure appropriate appointment, tenant liaison & notification systems are operated for contracts. 14. Implement Westward Groups procurement procedures in respect of contracts and with due consideration for probity and European legislation. Obtain financial status reports, credit checks and technical references as required by Standing Orders. 15. Effectively manage the Team Operatives and Admin staff ensuring compliance with HR policies, Investors in People status and Westward s Equality & Diversity Policy 16. Undertake Duties in compliance with CDM, Disability Discrimination Act, Asbestos Management, COSHH and Other Health & Safety Legislation. 17. Monitoring and Implementation of Policy & Procedure, Development & Improvement including reviews and production of reports and recommendations. 18. Ensure that all relevant performance indicators are collected and reported on punctually. Run reports as requested by the Head of WPS. 19. Implement sustainable building practice and energy efficiency measures in accordance with Westwards Environmental Policy and Asset Strategy. 20. Ensure compliance with environmental legislation and Westward environmental policy. 21. Minimise waste where possible and ensure that any waste is disposed responsibly to a licensed facility.

3 22. Actively promote the Westward Property Services R&M operation with a view to develop and expand the client base and areas of operation. 23. Any other reasonable duties as appropriate to the grade and requested by the Head of WPS or the Executive Team Group Competence Framework The Westward Housing Group has a Competence Framework that applies to all roles. General Responsibilities: 1. Confidentiality The post holder must maintain confidentiality of information about staff and residents and the Group s business and be aware of the Data Protection Act Standards of Business Conduct The Group expects all employees to maintain the highest standards of personal and business conduct at all times. The Group staff handbook sets out the Group s expectations under sections: Code of Conduct and Declaration of Interests, copies are available from the Human Resources Department at Templar House, Newton Abbot.

Health & Safety All employees should be aware of the responsibility placed on them under the Health & Safety legislation, to ensure that the agreed safety procedures are carried out to maintain a safe environment. 4. 6 GENERAL INFORMATION POST OF OPERATIONS MANAGER (Responsive) BIDEFORD Westward Property Services, based in Bideford, is a rapidly expanding building maintenance and refurbishment contractor operating across Devon and Cornwall working as part of the Westward Housing Group. Westward Property Services are looking for highly motivated, experienced and organised staff to join the workforce. Westward Property Services have a solid business plan for the future and want the right people who have the passion and commitment to develop a long and promising career with us. 1. Closing Date 9 th April Interview Date To be advised 3. Salary 33,825 per annum 4. Hours of Work hours per week to include occasional evening weekend and bank holiday working 5. Annual Leave 26 days plus statutory Bank Holidays and Public Holidays 6. Pension Scheme A contributory staff pension scheme is available 7. Probationary Period Minimum six months 8. Location This post will be based in Bideford 9. Car Mileage The Group sets its own car mileage rates. Currently the amount payable is aligned with the Inland Revenue rate of 45p per business mile for the first 10,000 miles and 25p per mile thereafter 10.
