Tuesday June 3, 2014 At the regular meeting of the Council of the Municipality of Otter Lake, held on the above date at 7:00PM, at 15 Palmer Avenue (Municipal Office), and which were present His Worship the Mayor Mr. GRAHAM HAWLEY, Councilors NANCY DAGENAIS, JENNIFER VADNEAU, VICKY DUBEAU, JACQUE GAUTHIER, CLAUDE PICHÉ, MAURICE LAFLEUR all forming quorum under the chairmanship of the Mayor. The Director General ANDREA LAFLEUR is also present. 62-06-2013 NANCY DAGENAIS THAT the Minutes of the regular council meeting May 6th, 2014 be accepted as written. 63-06-2013 MAURICE LAFLEUR THAT the Minutes of the extra ordinary council meeting May 20th, 2014 be accepted as written. 64-06-2013 CLAUDE PICHÉ That council approves expenditures for work performed on Bellemore road, Belmont road, Elsie Lake road, King road, Picanoc road, Pine road, Lafleur road, Moore road and Parkview road for the subsidized amount of $ 30,000, according to the requirements of the Ministry of Transport, grant number 00020548-1 84055(07) 2013-06-21-17. That work has been performed in accordance with these expenditures on roads under the management of the municipality and the audit file was created. That the Firm Piché & Lacroix CPA inc. be mandated to verify the accountability for the grant. 2

65-06-2014 WHEREAS the Ministry of Transport has paid compensation of $231,849.00 for the maintenance of local roads for the calendar year 2013; WHEREAS compensation distributed to the municipality is for routine and preventive maintenance of local roads 1 and 2 and the bridge elements located on these roads, for which municipalities are responsible; WHEREAS this resolution is accompanied by Appendix A identifying the interventions made by the municipality on the aforementioned roads; WHEREAS an external auditor will present an accountability report duly completed within the prescribed time limit, Appendix B or a special external verification report; FOR THESE REASONS, it is proposed by JACQUE GAUTHIER, seconded by MAURICE LAFLEUR, and was unanimously resolved and agreed that the Municipality of Otter Lake informs the Ministry of Transport that compensation was used for routine and preventive maintenance of local roads 1 and 2 and the bridge elements located on these roads, for which the Municipality is responsible, in accordance with the objectives of the Aid Program for the maintenance of local roads. 66-06-2014 CLAUDE PICHÉ THAT the Municipality of Otter Lake sends one person to the FQM Convention in Quebec September 25, 26 and 27 th, 2014. All expenses will be paid by the Municipality. 3

67-06-2014 VICKY DUBEAU THAT the Municipality of Otter Lake renews the membership to the ADMQ (Association des directeurs municipaux du Québec) for 2014 at a cost of $693.95 tax included. 68-06-2014 NANCY DAGENAIS THAT the Municipality of Otter Lake authorizes Rodney Vadneau, Fire Chief, to spend up to a maximum of $500.00 for items that were budgeted for the department. Once the receipts have been received and verified the Fire Chief will be reimbursed. 69-06-2014 JENNIFER VADNEAU THAT the Municipality of Otter Lake authorizes the new members of the Fire Department (Terry Lafleur, Sonya Rivington, Marc Ladouceur and Randy Richard) to complete the First Responder training. No course fees or travel expenses shall be incurred by the Municipality. The members will not necessarily be members of the First Responder service upon completion of their probation period but the training will be an asset as a Firefighter. 4

70-06-2014 WHEREAS the Municipality of Otter Lake has a signed agreement with the Régie Régionale de la Santé et des Services de l Outaouais dated July 5, 2005 for an undetermined period of time WHEREAS the agreement indicates that the municipality shall establish and maintain the First Responder service throughout the duration of this agreement on the territory of the Municipality of Otter Lake, which territory may be amended following an agreement to that effect between parties WHEREAS the territory has never been modified with any agreements between parties WHEREAS the cost of the First Responder Service is paid by the tax payers of the Municipality of Otter Lake WHEREAS Jacques Piché, Public Security Coordinator for the Pontiac MRC, confirmed that the Municipality is not obligated to go to any calls outside their territory and cannot be held liable CLAUDE PICHÉ THAT the Municipality of Otter Lake confirms that the Otter Lake First Responders only provide service on the territory of the Municipality of Otter Lake and respect the boundaries of the territory 71-06-2014 JACQUE GAUTHIER THAT the Municipality of Otter Lake gives approval for road work to be completed on Ranch, Trout, Beaudoin, Erfle, Mayhew and Picanoc at a cost not to exceed $34,000.00 before tax as per the amount in the 2014 Budget. 5

Jacque Gauthier: Yates road 72-06-2014 NANCY DAGENAIS THAT the Municipality of Otter Lake gives Jennifer Vadneau, council member, the authorization to sign and deposit a request for funding from the Local Investment Initiative (LII) on behalf of the Municipality of Otter Lake (population 1109) for repairs to the Youth Community Center including repairs and improvements to the interior and the exterior of the building. 6

73-06-2014 MAURICE LAFLEUR THAT the Municipality of Otter Lake gives the authorization to purchase a back blade for the tractor at a cost not to exceed $3,000.00 before tax. 74-06-2014 WHEREAS Picanoc (Internet provider) wishes to install equipments required for the delivery of wireless internet access on the water tower, property of the Municipality WHEREAS As part of this agreement, Picanoc will install and maintain a camera for the benefit of the Municipality in exchange for the rental of the site CLAUDE PICHÉ THAT the Municipality of Otter Lake allows Picanoc to proceed with the installation of the equipment on the water tower. 75-06-2014 MAURICE LAFLEUR THAT the Municipality of Otter Lake sends two people to the MRC Pontiac annual Golf Tournament June 12, 2014 at a cost of $220.00. 7

76-06-2014 JACQUE GAUTHIER THAT the Municipality of Otter Lake gives the contract for the brushing of Yates Road to Shamus Ardern, Ardern Logging, 20 feet from center of road on both sides, 2.3 kilometers.
