1. Executive Summary Wellhead Pwer Cltn, LLC submitted an applicatin t Suthern Califrnia Edisn ( SCE ), pursuant t SCE s Whlesale Distributin Access Tariff (WDAT) t intercnnect a 49.9 MW Gas Turbine generating unit t the Vista-Cltn Cement-Fibre 66 kv subtransmissin line n SCE s Vista 66 kv System, in Cltn Ca. The WELLHEAD Cmpany s requested in-service date f the prpsed generatin prject is June 1, 2007. The Wellhead Pwer Cltn Prject cnsists f the additin f ne (1) Gas Turbine Generatr that has a maximum plant utput f 49.9 MW. The generatr will be tapped int the Vista-Cltn Cement-Fibre 66 kv subtransmissin line with ne (1) 13.8 kv t 66 kv, 60 MVA step-up transfrmer. The net utput frm the prject measured at the 66 kv bus at Wellhead substatin is expected t be 49.9 MW. The tapped line will becme the Vista- Cltn Cement-Cltn Wellhead 66 kv line. The nn-binding SCE cst estimates 1 t intercnnect the Prject are: Intercnnectin Facilities 2 $0 Intercnnectin Facilities ITCC 3 $0 Distributin Upgrades Distributin Upgrades ITCC 4 $0.395 M $0.138 M The estimated csts have been prvided in 2014 cnstant dllars. Sectin 6 f this reprt prvides the estimated csts. This Revised Facility Study Reprt fcuses n the distributin impacts triggered by Wellhead Pwer Cltn beynd the Pint f Intercnnectin ( POI ). 2. Distributin System Impact Study Results A. Shrt Circuit Analysis Using the shrt circuit mdels frm the WDAT 179, it was calculated that the shrt circuit cntributin resulted in an increase f 0.1kA r mre, thus, a breaker analysis was required due t this generatin prject. The circuit breaker analysis cncluded that zer (0) 66 kv breakers replacements are required as part f this prject. B. Thermal Lading Fr bth peak lad and light lad cnditins, the additin f the 49.9 Wellhead Pwer Cltn prject did nt result in any vilatin f SCE s thermal lading criteria under base case and N-1 cnditins fr the SCE distributin system. 1 These upgrades are nt reimbursable. 3 The electrical facilities installed and maintained by SCE necessary t physically and electrically intercnnect the Prject t the SCE Distributin System frm the Pint f Change in Ownership t the Pint f Intercnnectin. 4 Incme Tax Cmpnent f Cntributin. The ITCC included in this cst estimate was cmputed using a 35% rate. 3

3. Facilities Study Assumptins The fllwing assumptins are nly specific t the Prject. A. The fllwing assumptins and SCE Distributin System Design Criteria were included in the Facility Study: The design and cnstructin f the electrical facilities will take apprximately six t nine (6-9) mnths 4. The Intercnnectin Custmer is respnsible t perfrm the undergrund civil wrk per SCE s design. SCE will apprve and release the applicant installed undergrund infrastructure prir t SCE initiating the cnstructin f the electrical facilities. The undergrund civil wrk includes but it is nt limited t excavatin (all necessary trenching, backfilling, and ther digging as required), and installatin f cnduits and vaults fr the required Intercnnectin Facilities. Where frmal rights f way, easements, land leases, r permits are required by SCE fr installatin f facilities, n r ver Applicant s prperty, r the prperty f thers, the Applicant shall grant SCE the rights f way and easements fr the electrical facilities. Current distributin standards are being updated t address generatin intercnnectin systems. The prpsed methd f service in this reprt may change accrding n final design t cmply with the updated distributin design standards. N transmissin facilities are affected. All envirnmental studies fr the prtin f the Intercnnectin Facilities wrk inside the Prject s prperty wuld be the Prject s respnsibility, where SCE will be prviding versight supprt. Fr all ther scpe f wrk utside the Prject s prperty, SCE will cnduct the envirnmental studies. SCE will cnstruct the undergrund electrical facilities and verhead scpe f wrk. 4. Facilities Study Scpe The facilities that are triggered by the additin f the Prject and are required exclusively by the Prject fr intercnnectin and distributin service. SCE S INTERCONNECTION FACILITIES 1. Distributin: Nne DISTRIBUTION UPGRADES 1. Distributin Remve existing 66/4 kv Custmer Substatin 4 The estimated time t cmplete the Substatin Upgrades is nt included. It will be negtiated during the Intercnnectin Agreement. 4

Custmer is als respnsible fr any cst related t satisfying any habitat mitigatin requirements. 5. Facility Study Cst Estimates The ttal estimated cst f all elements f the intercnnectin as identified abve in the Intercnnectin Facilities Study Scpe is as fllws: Distributin Upgrades: ITCC: TOTAL: $0.395M $0.138 M $0.533 M 6. Street imprvement plans (if available) Unique address fr pint f intercnnectin Site plt plan n a 30:1 scale r digital file required Easements/Lease Agreement Grading plans if prject area is nt graded Sewer and strm plt plans if facilities are existing at the prject lcatin Landscape, sprinkler, pedestal lcatins if facilities are existing at the prject lcatin. 6.3 Cnstructin Schedule Estimates The cnstructin f the Intercnnectin Facilities will take apprximately six (6) mnths frm the time the design is cmplete and frm the time the undergrund civil cnstructin has been cmpleted by Intercnnectin custmer and released by SCE inspectrs. This assumes all transmissin netwrk, subtransmissin, and distributin upgrades triggered by higher queued prjects that required fr the Prject t intercnnect has been cnstructed and are in place. 6.4 Cnceptual Methd f Service The results prvided in this study are based n cnceptual engineering and a preliminary plan f service and are nt sufficient fr permitting f facilities. The Plan f Service is subject t change during the actual design and cnstructin f the prject 6

6.5 Relcatins and Other Use f SCE Facilities The Intercnnectin Custmer is respnsible fr all csts assciated with necessary relcatin f any SCE facilities as a result f this prject and acquiring all prperty rights necessary fr the Intercnnectin Custmer s Intercnnectin Facilities, including thse required t crss SCE facilities and prperty. The relcatin f SCE facilities r use f SCE prperty rights shall nly be permitted upn written agreement between SCE and the Intercnnectin Custmer. Any prpsed relcatin f SCE facilities r use f SCE prperty rights may require a separate study and/r evaluatin t determine whether such use may be accmmdated, and any assciated cst wuld be nn-refundable. 6.6 Cnstructin Schedule The estimated time t cnstruct (ETC) is fr a typical prject; schedules duratin may change due t number f prjects apprved and release dates. Stacked prjects impact resurces, system utage availability, and envirnmental windws f cnstructin. 7
