Position Description Manager Corporate Services Program: Archdiocese of Hobart Location: Tower Road, New Town with travel within Tasmania and interstate Reports to: Business Manager Approved by: Business Manager Tenure: 1 FTE Context: The Archdiocese of Hobart (Archdiocese) is the expression of the Catholic Church in Tasmania. The Manager - Corporate Services is responsible for providing effective leadership, direction and operational management oversight of various Archdiocese of Hobart shared services, including Human Resources; Property and Fleet; Governance, Risk & Compliance and ICT. The Manager - Corporate Services is a member of the leadership team and works closely with the Business Manager and Manager Finance, Payroll & Treasury, to ensure compliance in the execution of Canon 494. In addition the role works closely with the senior management of CatholicCare, to assist that agency to deliver on its mission and strategic plan. Through the Business Manager, this role is responsible to the Archbishop of the Archdiocese of Hobart. Primary Objectives: The Manager - Corporate Services carries substantial authority and autonomy and is required to solve day to day problems and complex issues including policy development and implementation. The role is responsible for leadership and direction across three key result areas: Service Planning and Business Development Translation and implementation of the Church Office Strategic Plan into Operation Plans for each service stream and contributing to the growth of each service stream Service Provision Ensuring that agreed outputs are met, quality service is delivered in every interaction, each service is delivered within allocated budgets, and that standardised operational systems across human resources, property and fleet, governance, risk & compliance and ICT are implemented. 1
Service Management Leading, supervising, managing performance, mentoring and developing the managers, team leaders and supervisors in each service stream. High level human resources competency will be required to facilitate ongoing change management and learning and development. Continuous Improvement Instil a continuous improvement approach within the various business units to achieve progressive efficiencies and financial benefit Organisational Environment: The Manager - Corporate Services reports to and works closely with the Business Manager of the Archdiocese of Hobart. The role ensures that robust corporate infrastructure, systems and processes are implemented and sustained in order for the Archdiocese to achieve its strategic objectives. The Manager - Corporate Services has the following managers reporting directly to the role: Human Resources; Property & Fleet; Governance, Risk & Compliance and ICT. The role works closely and collaboratively with the Financial Controller and the Executive Director of CatholicCare. Major Accountabilities: 1 Interpersonal and communication style: a. Excellent interpersonal skills to effectively engage and involve stakeholders using a collaborative approach to engage others and obtain buy-in to new initiatives and directions, including the capacity to discuss and explain complex issues and ideas b. High level written and verbal communication skills and demonstrated ability to prepare reports c. Proven ability to deliver and maintain professionalism and confidentiality in all interactions 2 Professional/technical elements: a. Tertiary qualifications in a business related discipline with not less than five years senior management experience ideally including accounting/finance qualifications and experience or equivalent b. Reasonable level of financial literacy; understanding of financial reports and basic accounting c. Detailed knowledge of processes and systems required to run a business or community organisation, gained through previous experience, training or education d. Highly developed analytical skills and knowledge of business processes and systems, possessing the ability to develop and implement relevant policies and procedures to meet the needs of the organisation e. Demonstrated high level project management skills and capabilities f. Monitoring of relevant aspects of organisational strategic planning, ensuring organisation maintains progress to the plan g. Establishes and provides professional oversight for policies, standards, and security procedures, ensuring key functions are efficiently, effectively and accurately performed. h. Competent in strategic and business planning within the Archdiocesan framework 2
i. Meet all reporting requirements in accordance with our organisational, contractual and legal obligations and ensuring all required reports and records are accurate, complete and timely. j. Maintains an awareness of industry and business trends generally and be willing to attend training and/or development activities as relevant 3 Financial and organisational activities and reporting: a. Oversee the maintenance of the inventory of all fixed assets b. Communicate regularly with business unit and programme managers to ensure greater understanding of the financial requirements of the organisation c. Contribute to the long term strategic planning of the organisation, its annual business plans and reporting d. High level financial literacy with ability to prepare, interpret and understand financial reports, manage and prepare budgets e. Undertake strategic planning and business planning within the Archdiocesan framework f. Meet all reporting requirements in accordance with our organisational, contractual and legal obligations g. Perform other duties relevant to the position that may be required by the Business Manager including acting for or representing the Business Manager as and when required. h. 4 People management or teamwork activities: a. Manage, involve and inspire staff in the achievement of strategic objectives b. Extensive experience in the effective management and supervision of staff, including the ability to lead, motivate, develop and mentor staff c. Contribute as a member of a small team and to all team activities d. Assist team with identification of workloads and/or assists with delegating workload, where necessary, to be appropriate and fair e. Maintain good working relationships with colleagues and management and provides assistance to others in team as and when needed. Keeps Business Manager informed of areas activities and escalates issues promptly f. Oversee professional records management in confirmed time frames g. Deliver professional and considerate service to all clients as recognition that they are assisting the Mission of the Catholic Church 5 Compliance requirements and quality control activities: a. Identify and present potential financial, strategic, human, safety or data risks and suggest potential mitigation strategies to control risks and assists in the development of risk management policy, which includes the integration of long-term business planning b. Provide insight to business decisions and evaluate impact those decision may have on the business ethically and socially c. Recommend, implement and maintain process improvements d. Ability to develop and/or enhance and document, operational procedures and processes and to audit/ensure compliance with these on a regular basis e. Regularly evaluate services within Corporate Services to establish the extent to which needs and expectations of consumers/clients are being met and ensure the delivery of cost effective corporate and administrative services. f. Foster and encourage the delivery of services by corporate services staff to ensure consistency with the Mission, Vision and Values of the Archdiocese 6 Personal accountability level: a. Works under general direction from the Business Manager. Responsible for the quality of their own work and achievement of their work objectives. Specialised knowledge of work practices and polices within their area of work and will provide reports and recommendations of the progress of service activities within specified work areas as required b. Responsible for carrying out, planning or undertaking research for corporate services, including aspects of design, formulation of policy, implementation of procedures and presentation and for providing high level expertise within their area of responsibility d. Exercise specialised judgement within the role s prescribed work area. e. Provide supervisory support to employees on all operations and reporting requirements f. Act with a high level of professionalism and integrity at all times. Comply with the defined policies and procedures and observe the requirements of the Archdiocese, relevant regulation and legislation, codes of practice and industry expectations g. Resolve issues within your capability, and escalate all discrepancies and non-conformances or suspected discrepancies and non-conformances immediately to the Archdiocese of Hobart s Business Manager h. Selection Criteria 1. An understanding of and commitment to the ethos and operations of the Catholic Church, and a personal commitment to the identity and mission of the Archdiocese of Hobart. 2. Demonstrated high work ethic in a senior management environment 3. Essential background: i) Relevant Tertiary qualifications such as Finance, Accounting, Commerce or Economics Ii) Significant business, finance, ICT, governance and human resources experience 4. Desirable background: i) A Master of Business Administration. Ii) An understanding of Canon Law 5. Proven high level experience in Corporate Services Management role or similar senior management role 6. Demonstrated ability to utilise participative management practices and adopt a supportive, stimulating management style to achieve quality outcomes 7. High standard of communication skills, interpersonal skills, personal integrity, negotiation skills and ability to persuade and resolve conflicts 8. Ability and willingness to undertake the relevant employee screening processes, including the provision of a National Police Criminal History Check satisfactory to the Archdiocese of Hobart and to acquire a Working With Vulnerable People card. 6
