SEA Polling & Strategic Design Page 1 March Rec# Phone # Page# of [1-4] [5-14] Int Name Emp# Date / /12 Seat # [5-18] [19-22] Hello, my name is (first & last name) from SE&A Research. We are conducting a poll of people's opinions toward public affairs and current events and this number was selected at random. This is a legitimate public opinion survey, and I assure you that we are not selling anything. According to the research procedure, I have to speak to the youngest (male/female) who is registered to vote at this address and is at home. (GO TO QUESTION A) A. (IF UNDECIDED) Well, which way do you lean more toward at this time? 4 SEA Polling & Strategic Design Page 4 March Now let me read you some transportation options available locally or elsewhere in the United States. Here's the first one, have you... (YES/NO)? ROTATE ORDER Don t Yes No Know 11. Used the bus service in Hillsborough County known as HART Used commuter rail or subways in cities outside of Tampa Used the express lanes on the Lee Roy Selmon / Crosstown Expressway Used Uber /Lyft ride sharing inside of Hillsborough County Now let me read some proposals people have made addressing for improving transportation in Hillsborough County. As I read each one, please tell me if you believe it would be very effective in terms of improving traffic and congestion in Hillsborough County, somewhat effective, not very effective or not effective at all in terms of improving traffic and congestion in Hillsborough County. Here's the first one... (REPEAT CHOICES) ROTATE ORDER Expanding express bus service throughout Hillsborough County by using dedicated bus lanes and buses with WiFi and power outlets. Connecting downtown Tampa to the airport by commuter rail Widening existing lanes in bottleneck areas to alleviate congestion. Modernize traffic lights in order to synchronize lights with the flow of traffic. Fixing potholes and improving the condition of Hillsborough County s roads and bridges, Improving pedestrian safety by expanding sidewalks and better define crosswalk areas. EFF Swt EFF Not VERY Not At All Don t Know Thinking again about the ballot item to raise the sales tax 0.5% to fund transportation projects across Hillsborough County. If the election were today, do you think you would vote FOR or AGAINST? (IF UNDECIDED) Well, which way do you lean more toward at this time? Do you think you would vote FOR or AGAINST? (IF UNDECIDED) Well, which way do you lean more toward at this time? VOTE FOR AGAINST Undecided a. If you knew the average cost of the half cent sales tax increase for a Hillsborough County household would be around $1.28 per week, would that make more likely to consider voting FOR or AGAINST the referendum? PROBE: Is that much more (FOR/AGAINST) or somewhat more (FOR/AGAINST)? Much/FOR Somewhat/FOR Somewhat/AGAINST... 6 Much/AGAINST Don t know/refused... 6

SEA Polling & Strategic Design Page 5 March ROTATE FOR(1)/AGAINST(2) BATTERIES/TRACK ORDER [53] Now let me tell you some more about the proposal for the improving the transportation system around Hillsborough County. I am going to read you some statements people have made SUPPORTING this idea. Please tell me how convincing a reason you think it would be to vote FOR the referendum financing transportation improvements. -- would it be very convincing, somewhat convincing, not very convincing, or not at all convincing. Here's the first one... [REPEAT CHOICES] ROTATE ORDER Hillsborough County is the size of Rhode Island, but with 30 percent more people and more than 500,000 people expected to move here over the next 25 years. Our traffic problems won t go away by doing nothing. They ll only get worse. When leaders try to recruit businesses to locate here, Hillsborough County finds itself at a disadvantage to other regions because of a reputation for not being friendly for commuters specifically our lack of a modern public transportation system. The traffic crisis is becoming so severe that Democrats and Republicans, liberals and conservatives, all recognize that the something has do be done now to fix this problem. While many people would never use public transportation themselves, getting thousands of cars off our roads during peak hours would make commuting more tolerable for everyone. Express buses have proven to be a cost-effective alternative to commuter rail for outlying areas by providing a quicker commute while offering amenities such as WiFi and clean, comfortable seating. Conv Smwht Conv Not Not at ALL Don t Know Now that you ve heard a little bit more about the proposed referendum. If the election were today, do you think you would vote FOR or AGAINST? (IF UNDECIDED) Well, which way do you lean more toward at this time? VOTE FOR AGAINST Undecided... 9

SEA Polling & Strategic Design Page 6 March Now let me tell you some more about the proposal for the improving the transportation system around Hillsborough County. I am going to read you some statements people have made OPPOSING this idea. Please tell me how convincing a reason you think it would be to vote AGAINST the referendum financing transportation improvements. -- would it be very convincing, somewhat convincing, not very convincing, or not at all convincing. Here's the first one... [REPEAT CHOICES] ROTATE ORDER The sales tax increase will cost the average household in 28. Hillsborough County just over $66 per year. Hillsborough County hasn t been able to fix potholes let 29. alone build a commuter rail system. They need to show they can walk before they run. However much they say the program will cost is never close to the actual number when overrides, operating 30. costs and low ridership are factored in. Taxpayers will be left on the hook for all of it. Hillsborough County needs to find ways to lower the cost 31. of government and reduce our property taxes not raise taxes and create more government. Raising the sales tax hurts those who can least afford it like seniors on fixed homes and working families struggling to make ends meet. Too often, we have approved tax increases only for local 33. politicians to waste the money on sweetheart deals and unrelated projects. It s unfair to ask taxpayers to pay for the problems 34. created by developers when they have gotten off scotfree for years. Twenty years is too long to keep this tax increase in 35. place. Hillsborough County is not well suited for public 36. transportation. Just like the empty trolleys in Ybor, no one will use it. Raising the sales tax by a half-cent will make 37. Hillsborough County one of the highest tax counties in the state. Conv Smwht Conv Not Not at ALL Don t Know Now that you ve heard a little bit more about the proposed referendum. If the election were today, do you think you would vote FOR or AGAINST? (IF UNDECIDED) Well, which way do you lean more toward at this time? VOTE FOR AGAINST Undecided In your opinion, would you say the plan goes too far or doesn t go far enough to solving the area s traffic crisis? Too far Not far enough (VOL) There s no crisis... 2 (VOL) It s too expensive... - Refused... 20

SEA Polling & Strategic Design Page 7 March IF NOT FAR ENOUGH ONLY 40. Would you be willing to pay more in than a half-cent sales tax increase in the plan was more ambitious and comprehensive? Yes No CONTINUE ALL RESPONDENTS 41. As you may recall, a similar measure was on the ballot in Do you recall if you voted FOR or AGAINST the 2010 transportation referendum? For Against (VOL) Did not vote (VOL) Don t remember Refused Do you recall having seen or heard anything about the Hillsborough County Sheriff investigating text messaging between county officials related to the transportation referendum? u Just a few more questions for statistical purposes only... Yes No Male Female D2. Would you please tell me your age? (IF "REFUSED," ASK:) Well, would you tell me which age group you belong to? D3. Do any children under the age of 18 live in your home? and over Don t know/refused... - Yes No Don t know/refused. *

SEA Polling & Strategic Design Page 8 March D4. And what was the last grade or degree you completed in school? High School degree /Some college/vocational degree College degree Post-graduate degree (Masters, PhD, Law, MD) Don t know/refused... * D5. Thinking about your political ideology, would you describe yourself as liberal, moderate, or conservative? (PROBE) Would you say that you are very (LIBERAL/CONSERVATIVE) or only somewhat (LIBERAL CONSERVATIVE)? D6. Do you usually work from outside of the home? liberal Somewhat liberal Moderate Somewhat conservative conservative Don t know/refused... 5 Yes No Don t know/refused... 3 D7.
