5 Introduction The Action Framework under (see reference 1) is both: an international strategic reference document, comprising regional and national cotton strategies; a tool to monitor and coordinate actions carried out within the framework of the Partnership, listed and grouped according to the strategic focus areas. At the time of the 14 th COS-cotton meeting on 18 May 2010, it was agreed that the tools of the Action Framework would be periodically updated and optimised so as to improve the consistency, coordination and integration of support provided to African cotton. The Action Framework review document complements the annual update report on the EU- Africa Partnership on cotton. Two updates of the AF were issued in April 2011 (ref. 2) and June 2012 (ref. 3). Appendix 2 to the AF describes additional forms of support specifically intended for African cotton 1, including ongoing, provisional or closed projects and programmes components. These are grouped according to the most relevant AF strategic focus areas. For reasons of consistency and improved coordination, the support funded by partners other than the European Union has also been included (USAID, Brazil, China and India, etc.). The purpose of this document is to offer a supplementary guide to the update document on the EU-Africa partnership on cotton (November 2014, see ref. 4), in which the support provided specifically to African cotton is listed according to donors and projects/programmes. In addition, Appendix 2 highlights the links between the AF and the regional cotton-textileclothing strategies (RCS) of the UEMOA, ECCAS and COMESA 2. The list makes it easier to visualise under each of the six AF strategic focus areas with their respective goals the various forms of support available for ongoing projects and programmes. This should consequently allow the actors concerned to better identify opportunities to collaborate with other partners, capitalise on and draw conclusions from previous forms of support. A practical example is presented in Appendix 1, which shows additional forms of support such as grant contracts and short-term expertise to be implemented in 2015 under the current Intra- ACP cotton programme ( ). Key opportunities to collaborate with other components and/or projects of the programme have been highlighted for each additional form of support. These are merely opportunities, and as such it is up to the actors concerned to assess the extent to which they can be usefully exploited. 1 The components and forms of support that complement the current Intra-ACP cotton programme are shown in boldface. Those pertaining to the former programme (3ACP) are shown in italics. 2 The references in the first two columns of the table in Appendix 2 describe the AF results and groups of activities. The third and fourth column show the link between the AF, the strategic and operational objectives, and RCS groups of activities of the UEMOA (third column) and of the ECCAS (fourth column). Likewise, the fifth column refers to the results (R) of each subsector, namely the cotton (I), textile (II) and clothing (III) subsectors of the COMESA regional cotton strategy. 5

6 Appendix 3 sums up by way of comparison the strategic objectives (SO) and operational objectives (OP) of the UEMOA and ECCAS. Appendix 4 shows key results to be achieved through the RCS of the COMESA in the cotton subsector and the textile and clothing sectors. The official version of each RCS, including a detailed implementation plan (IP), has been posted on the COS-cotton website. They can be accessed directly from the list of reference documents hereunder (ref. 6 to 8). 1. Contextual changes The trends observed on the world cotton market and African cotton sectors in recent years are described in the update document on (November 2014) (ref. 4). It should be recalled that from 2005 to 2010 the African cotton sectors were hit by an unprecedented financial crisis, which has left deep scars. Although after the crisis international cotton fibre prices have remained high reaching a historical peak in 2011 in the middle of 2014 they dropped to their lowest point in more than the last five years. Currently, market fundamentals indicate that cotton fibre prices will remain relatively low in the medium-term. Cotton producers on the other hand have enjoyed a more favourable economic situation, marked by a considerably higher purchasing price for cottonseed, and in several countries of West and Central Africa they benefited from partially subsidised input prices, in particular for fertilisers. While Africa accounted for 21% of world cotton fibre exports in , the share fell to 11.2% in before rising again to 14.7% in In spite of a slight recovery since 2011, Africa has lost a considerable amount of market shares in the last 10 years Relevance of the Action Framework The AF is still of great relevance. While the AF trade component (strategic focus area/3a) is slowly evolving in the Post-Bali context, the implementation of its development component still plays a particularly important role, insofar as it provides actors with practical solutions to their needs in the various fields covered by the AF strategic focus areas. Among the developments that have taken place in recent years, the following must be pointed out: The implementation of the cotton component of the All ACP Agricultural commodities (3ACP) the first flagship programme of (intra-acp 9 th EDF, 15.8 million), which started in 2007 was completed in A final summary report on the cotton component was issued in April 2012 (ref. 4) The 3ACP has enabled the development and initial implementation of three regional strategies in the cotton-textile-clothing industry (RCS) in conjunction with the UEMOA, ECCAS and COMESA. Each strategy is accompanied by an implementation plan (IP) comprising strategic objectives (SO) and operational objectives (OP) 3 and also includes a priority action plan for a month period. Within these components, each of the results to be achieved which correspond to operational objectives is described. 6

7 composed of representatives from the public and private sector was set up for each RCS In line with the 3ACP, the current cotton programme titled Support to the consolidation of the Action Framework for (intra-acp, 10 th EDF, 11 million) began in 2013 and has a duration of four years 4. The ITC and FAO, who were heavily involved in and competently assisted the implementation of the 3ACP, have been confirmed as implementing agencies. The current programme comprises the following components: An overall technical coordination provided by a Programme Management Unit (PMU) in support of the Secretariat of the ACP Group of States, which is the Programme contracting authority. Projects implemented by the FAO to spread good agricultural practices, in particular the Integrated Production and Pest Management (IPPM). Projects implemented by the International Trade Center (ITC/CCI) to make the regional cotton strategies operational, promote the quality of African cotton, open new markets and support local processing by introducing and spreading weaving technologies. The programme also gives actors involved in the African cotton sector the chance to make requests for additional support thanks to two specific financial instruments: On the one hand, grant contracts, which will make it possible to call upon external support in order to implement additional actions (projects) that aim to improve domestic competitiveness and the sustainability of cotton sectors. Implementation of the seven successful applications (see Appendix 1) will begin in the first half of On the other hand, short-term expertise that is external to the PMU, which aims to strengthen the capacities of trade associations and cotton sector actors through specific activities (e.g. training, workshops, studies, etc.). Six applications have been selected and will be implemented in the course of 2015 (see Appendix 1). A second round of calls for applications will open in In addition, it should be noted that short-term expertise is reserved to activities in support of the PMU and to conduct work and specific research that is relevant to the African cotton sectors. This refers notably to the work that is currently underway to finalise and appropriate the Pan African Cotton Road Map (PACRM) (see 1.3). A survey scheduled for 2015 will look into the state of research on cotton and its prospects in Africa. As already pointed out in the introduction, the additional forms of support i.e. grant contracts and short-term expertise, to be implemented in 2015, are summarised in Appendix 1, which also highlights opportunities to collaborate with other forms of support. 4 For further information, see update document (November 2014) (ref. 4) and visit the COS-cotton website 7

8 1.3. Strengthening the consistency of the Action Framework by setting up a Pan African Cotton Road Map The Pan African meeting on cotton, which was held in Cotonou (Benin) in June 2011, notably highlighted the need to continue working towards a Pan African Cotton Road Map (PACRM). A first version of the PACRM was drafted in May 2012 within the framework of the 3ACP programme under the aegis of the UNCTAD. The current intra-acp cotton programme has enabled the funding of short-term expertise, which has helped finalise and appropriate the PACRM since September 2014, in close collaboration with COS-cotton actors, the African Union Commission (AUC) and the NEPAD Planning and Coordinating Agency (NPCA). Drafted in line with the AF of and the cotton-textileclothing regional strategies, it aims to implement public policy instruments and mechanisms that support the cotton sector, in conjunction with the Comprehensive Africa Agriculture Development Programme (PDDAA) and the Regional Agriculture Investment Plans (RAIP). The PACRM is divided into components for (i) productivity, (ii) trade and marketing and (iii) the added value of African cotton and its rotational crops. The PACRM also focuses on political dialogue and reaching a common understanding on the regional and Pan African priorities to put forward at international negotiations vis-a-vis the various bilateral and multilateral cooperation frameworks, at the WTO in the post Bali context and in the South-South Cooperation. 2. Priority support and coordination Like the current intra-acp 10 th EDF cotton programme, future priority support to African cotton sectors should consistently follow the RCS implementation and priority action plans, so as to remain aligned and subsidiary to national cotton strategies. The cotton-clothing strategy, which has recently been implemented in Zimbabwe, notably testifies to this (see ref. 9 with the support of the programme) and is aligned with the RCS of the COMESA. Côte d'ivoire is another example in the RCS of the UEMOA, and Cameroon in the RCS of the ECCAS. The effectiveness and quality of the work carried out by the Steering and Monitoring Committees of each RCS and of the COS-cotton regional focal points will be essential to ensure that actors maintain a high degree of appropriation of the RCS. The major issue in the mediumterm is that the various forms of support to African cotton at a national and regional level are coordinated according to the PACRM whatever the origin of their funding. To effectively mobilise funding specifically intended for African cotton, a position must be taken swiftly on a national, regional and Pan African level. The support will need to be chosen in the early stages of the planning process, as forms of support follow different partner-specific procedures. It is also essential to create opportunities that will bring substantial investments to the private sector, consequently helping to modernise the processing equipment and boosting production in the African cotton sector. Future forms of support to African cotton will also have to take into account the many changes which have marked the 10 years of and which have led to re-examine the issues at stake. Among others, the following must be underlined: 8

9 - The need to enrich this sector with innovations that can be adapted and shared, such as genetic varieties, technical progress (e.g. farming methods), technology (e.g. processing), organisation techniques (e.g. new marketing methods) and environmental issues (e.g. cultures adapted to climate change, minimum cultivation, forestry, etc.) - The modernisation of family farms which need to allow for sustainable yet a more intense exploitation of cotton production systems. This implies developing more accurate and updated information on the distinguishing factors of cotton farms in order to offer and deliver customised support. - The implementation of measures that are socially, economically and environmentally sustainable. These measures should be based on wide-spread indicators that are adapted to the African environment and whose progress is measureable. - A continued and consistent approach to ensure the quality and large-scale promotion of African cotton from the field to its final use, by encouraging instrumental measurements of fibre characteristics. - The development of public-private partnerships, which will create local added value both throughout the sector (production, textile processing, promotion of fibre by-products such as oil and oilcakes, etc.) and for agricultural research, extension services and counselling; - Lastly, the efforts made by COS-cotton for the African cotton sector must be continued through this programme in order to improve communication and exchange of information among all the actors of the cotton ecosystem. 9
