Policy Briefing Series [PB/11/2016] EU tariff rate quotas: Which quotas would be most important to be increased? Ricardo Giucci, Mykola Ryzhenkov, Veronika Movchan German Advisory Group in cooperation with the IER Kyiv Berlin/Kyiv, June 2016
Contents 1. Introduction 2. Five criteria for assessing the impact of higher quotas 3. Criteria A and B: Importance for total exports and decline of exports on Russian market 4. Criterion C: Strong limiting effect of quota on exports to EU? 5. Assessment for each of the nine products 6. Summary of results Contact 2
1. Introduction Since April 2014 (autonomous trade measures and later DCFTA): Duty-free access to EU market for 95% of industrial goods and 83% of agro-food products But: Tariff rate quotas ( TRQs ) for 36 agro-food products However: Only nine quotas are currently fully-utilised Current discussion: Some of these nine quotas might be unilaterally increased by the EU, but certainly not all of them Thus: Need to set priorities Question: Which quotas would be most important to be increased? Approach: Assessment using five criteria 3
2. Five criteria for assessing the impact of higher quotas A. Large importance of product for Ukrainian exports? B. Strong decline of exports (in USD) to Russia since 2013? C. Strong limiting effect of TRQs on exports to EU? D. Short-term impact on production in case of higher quotas? E. Would small business benefit from higher quotas? Method for assessment A, B and C: On the basis of statistics D and E: Based on interviews with business representatives 4
3. Criteria A and B: Export importance and decline on RU market Criterion A Criterion B Category Exports 2015, USD m % of total exports 2015 % exported to RU 2013 % exported to RU 2015 Relative decline exports to RU Absolute decline exports to RU Wheat 2, % USD 8.4 m Maize 2, % USD 11.3 m Oats n/a USD 0.0 m Barley groats & meals Grape/apple juice % USD 0.3 m % USD 62.9 m Sugar % USD 0.4 m Processed tomatoes % USD 29.0 m Honey % USD 1.0 m Poultry % USD 71.4 m Sum 5, % USD m 5
