2 Uganda Fisheries Industry - Outlook Contribution to Ugandan Economy 15,000 tonnes of Fish Caught in Contributes USD million to the Uganda GDP (2015). 1.2 million People employed (2015). USD200 million were invested in this sector. 2.6% of the Uganda GDP. Global Position 68 th largest Fish, Crustaceans, molluscs exporter. Industry Outlook Uganda is endowed with vast water resources, which give the country considerable potential for the development of the fishing industry. The maximum sustainable yield of fish in Ugandan lakes and rivers is estimated at 300,000 metric tonnes a year. Fish farming is one of the best investment opportunities in Uganda, especially for export markets. The fisheries sector is the second highest foreign exchange earner for Uganda. Fishing is one of the major economic activities in Uganda. There are two major sources of fish in Uganda; one is from aquaculture, the other from fishing in rivers and lakes. It is currently the sixty eighth largest fish exporter. There are currently 12 fish processing companies in Uganda. The Fishery industry of Uganda contributed 2.6% of the country s GDP in the The list of Fish destinations of Uganda s exports in 2015 were 29.9% to Hong Kong, 12.3% to Belgium, 11.6% Netherlands, 7.6% United Arab Emirates, 5.4% Italy, 4.5% to Israel, 4% Spain and 3.9% to Rwanda.

It has a strong supply chain including companies that are focussed towards processing of fish, packaging, maintaining fish quality and exporting. Tax incentives for processing and exports have made are also contributing to the growth of the
4 Uganda Fisheries Industry - Incentives Incentives for Fish Industry Uganda provides a range of tax incentives such as exemptions from import and stamp duty and also offers corporate income tax holidays, to companies engaged in agro-processing and exporting the finished consumer and capital goods. A holder of a certificate of incentives is entitled to exemption from corporate tax for a period of three years if the value of investment is US$ 300,000 or less. If the investment amount is over US$ 300,000, the exemption will be for a period of five years. Uganda is a member of regional and international trade agreements which allows all products (including fish products) to receive preferential tariff rates as well duty and quota free entry into different markets. The government of Uganda offers the following incentives for the fish sector: Import Based Incentives such as Withholding Tax exemption for sectors like agriculture and fisheries. VAT is 0% for exports of any goods and services including fisheries. Uganda made starting a business easier by introducing an online system for obtaining a trading license and by reducing business incorporation fees.
5 Uganda Fisheries Industry Supply Chain Uganda Fisheries Primary Products The Uganda fishery is primarily a fresh-water artisanal capture system. Lake Victoria and the Nile River are the dominant production centres but there are numerous other lakes and small rivers that add to production. There are around 365 fish species harvested in Uganda but the dominant species for export and local consumption are Nile perch, tilapia, mukene (Rastrineobola) African catfish and Bagrus. Aquaculture production also adds to production with about 50,000 tonnes annually based on rearing African catfish (67% of production) and tilapia (32% of production). Nile perch is the major export species and accounts for 90% of total formal fish exports. The sardine-like mukene is harvested in shallow waters close to the shoreline using seine nets. Landed fish are either auctioned in batches or sold individually in the supply chain to factory agents, wholesalers, artisanal processors, retailers and consumers. Most fish are sold fresh (60%) and a small proportion is processed (20%) (Uganda Investment Authority). Processing is done by traditional methods, mainly dried and smoked (UIA 2005). The industrial processing serves the export market. The primary fishes found in Lakes in Uganda are: Nile River (perch, catfish and tilapia) Lake Victoria (Mukene, Nile Perch and Nile tilapia) Lake Albert (Nile Tilapia, Catfish and Silver fish (fish)) Lake George (Nile Perch) The other primary fishes caught in these lakes are Lungfish, Eel, Sprat and Clarias.
