1 Preface The Office of the National Economic and Social Development Board (NESDB) is officially responsible for the compilation of the Gross Regional and Provincial Product (GRP and GPP) by using the top down approach which disaggregates annual GDP at national level into GRP and GPP. The objective of GRP and GPP is to provide economic and social indicators at regional and provincial levels so as to use in policy and planning for regional and provincial development. The compilation of the Gross Regional and Provincial Product is a part of System of National Accounts of Thailand, particularly by the production approach, and compliance with the International System of National Accounts (SNA) by using the chained volume measures (CVMs) in measuring the real terms. The Gross Regional and Provincial Product 2015 edition, data are revised back to 2009, in accordance with the annual GDP 2015 and the latest basic data provided by related agencies. Details of revisions are indicated in the revision note on the following pages. This document presents eight years of data series from 2008 to NESDB would like to express the gratitude to agencies and individuals, all government agencies and private institutions that have provided needed data as well as useful comments on enhancing compilation of the Gross Regional and Provincial Product, and looks forward to continuing the cooperation in the future. 2 Revisions to the Gross Regional and Provincial Product 2015 Edition The compilation of Gross Regional and Provincial Product (GRP and GPP) Chain Volume Measures 2015 Edition has been compiled and revised in various aspects as follows: 1. Revising the GRP and GPP figures back to 2009 as to be consistent with the Gross Domestic Products (GDP) in the National Income of Thailand, Chain Volume Measures Edition as follows: In this publication, all sectors have been revised back to 2013 except education sector with the revision of data source of autonomous university according to Government Fiscal Management Information System (GFMIS); human health and social work activities sector; and public administration and defense; sector with revised data in public health and social work activities back from 2009 to For this GRP and GPP publication, Thailand Standard Industrial Classification of All Economic Activities 2009 (TSIC 2009) is used in the compilation of Gross Domestic Product (GDP) which revised the data from 1990 to However, TSIC 2001 is still used in the compilation of Gross Regional and Provincial Product 2015 Edition because the NESDB has a plan to change the existing compilation method of GRP and GPP to new version to be consistent with TSIC 2009 in the next phase. 2. Compiling and improving indicators of provincial-level production according to the revision of data sources back to 2013 and This was used in distribution of values of all production activities in order to calculate provincial value added. Major data sources with revisions included: The number of tourists and expenditure from the Department of Tourism. The data of government operations and financial statements in compliance with the latest data from GFMIS of Ministry of Finance. 3. The change in real value added is used in measuring the changes of production outputs at the kingdom, regional, and provincial levels. Meanwhile, the structure of nominal value added or value added at current prices is used in analyzing the production income distribution which was affected by the changes of production quantities and prices. 4. In this publication, r assigned as superscript of data period(s) in tables stands for revised representing revision figures based on most recent data, coverage, and compilation methodology. 3 Executive Summary Overall economy: The Thai economy in 2015 increased by 2.9%, compared to a rise of 0.9% in 2014 as a result of the acceleration in domestic demand and investment. Private final consumption expenditure increased significantly owing to low level of inflation rate in line with low prices in major products, particularly oil prices. Moreover, general government final consumption expenditure and public investment expanded greatly as a consequence of the acceleration in disbursement of loan program for the development of water resources management system and land transport system (priority project). Such accelerated domestic demand resulted in the expansion in GDP, contributed mainly by non-agricultural sector. Nonagricultural sector with highly increasing growth was seen in construction; and hotels and restaurants, moreover manufacturing; transportation and storage; and financial and insurance activities showed favorable growths. On the contrary, agricultural sector continued to decline due to the contraction in major crops as a result of the drought. Overall production of 2015 at current market prices valued at Baht 13,672,851 million. After deducting Baht 708,974 million of net factor income from the rest of the world, Gross National Product (GNP) registered at Baht 12,963,877 million, with a 3.6% growth. Given further deduction of net indirect taxes and depreciation, National Income (NI) of 2015 valued at Baht 9,271,795 million. The per capita GDP was Baht 203,356, per capita GNP was Baht 192,812 while per capita NI was Baht 137,899, higher than that of Baht 134,765 in 2014 or a 2.3% growth. Agricultural production continually decreased by 5.7%, compared to a decline of 0.6% previously. This was due to a contraction in major crops production as a result of the drought such as paddy, oil palm, rubber, and fruits. However, livestock production increased by 7.9%, owing to an expansion in swine and hen s egg. Fishery production kept declining by 2.3%, better than a fall of 13.3% in 2014 following lower production of marine fishery. This was mainly due to the IUU fishing regulation and the fishing concession discontinuity for Thai s fishing boats by Indonesia. Non-agricultural production grew by 3.9%, higher than a growth of 1.1% in the previous year, led by a recovery of manufacturing sector with a 1.5% growth. This was seen in some major activities such as petroleum refinery, chemical and chemical product, and rubber and plastic product. In addition, construction sector grew sharply by 17.0%, due mainly to a high expansion in public construction, as well as a remarkable increase in service sectors that related to tourism including hotels and restaurants (14.6%), and transportation (5.1%), following a high number of foreign tourists with a growth of 20.6% in Gross Regional and Provincial Product, Chain Volume Measures 2015 Edition

Bangkok and its vicinities, and the South showed the highest growth rate at 4.1%, followed by the Central, the Northeast, the West, and the East which grew by 2.6%, 2.3%, 2.1%, and 1.8%, respectively. 5 The Central and the West kept the same proportion as the previous year at 5.8% and 3.6%, respectively. The major sectors of each region can be described as follows: Bangkok and vicinities was considered to be the highest share of GRP, posted at 46.8%, contributed mainly by manufacturing, wholesale and retail trade, and financial intermediation. The East recorded a share of 17.6% of GRP, led by manufacturing, mining and quarrying, and wholesale and retail trade. The Northeast posted a 9.7% share of GRP, originated by the agriculture, hunting and forestry; manufacturing; and education. The South covered 8.8% of GRP, contributed by the agriculture, hunting and forestry; manufacturing; and hotels and restaurants. The North accounted for 7.8% of GRP, led by the agriculture, hunting and forestry; manufacturing; and wholesale and retail trade. The Central accounted for 5.8% of GRP, led by manufacturing; wholesale and retail trade; and the agriculture, hunting and forestry. Lastly, the West recorded as a share of 3.6% of GRP, attributed to the manufacturing; agriculture, hunting and forestry; and electricity, gas and water supply. GRP per capita still showed high disparity between the East, the highest level at Baht 432,712 per annum, and the Northeast, the lowest level at Baht 70,906 per annum. The difference was 6.1 times. The highest GRP per capita was ranked from the East, Bangkok and vicinities, the Central, the West, the South, the North, and the Northeast, respectively. GPP per capita revealed that the high GPP per capita belonged to the East, Bangkok and vicinities, the Central, and the South, while the lowest GPP per capita was the Northeast. The largest gap in GPP per capita emerged between Rayong, the highest, and Nong Bua Lam Phu, the lowest, with GPP per capita of Baht 982,500 per annum and Baht 41,963 per annum, respectively. It was 23.4 times difference. In 2015, the five provinces with the highest GPP per capita were Rayong, Bangkok metropolis, Chon Buri, Phra Nakhon Sri Ayuthaya, and Chachoengsao, respectively. On the contrary, Nong Bua Lam Phu, Yasothon, Kalasin, Am Nat Charoen, and Narathiwat, were ranked in the five lowest GPP per capita, respectively. 7 Gross Regional and Provincial Product in Regional economy Overall regional economy The regional economy in 2015 showed favorable growth in almost all regions. A region with the highest expansion among all regions was Bangkok and vicinities with an increase of 4.1%, compared with a 3.5% rise in 2014, followed by the South, the Central, the Northeast, the West, and the East with a growth of 4.1%, 2.6%, 2.3%, 2.1%, and 1.8%, respectively.the rest of the country, the North, decreased by 0.9%, improved from a decline of 2.1% in Production income structure Production income structure in 2015, considered from the proportion of the gross regional product to GDP in nominal terms, showed slight changes. 8 The regional production The Northeast Overview Gross regional product (GRP) in real terms increased by 2.3%, improved from a fall of 0.8% in This was because the non-agriculture production increased by 3.3%, in contrast to a decrease of 2.6% in the previous year. While, the agricultural production decreased by 1.1%, falling from a rise of 4.3% in the previous year. Agricultural production decreased by 1.1%, in contrast to an increase of 4.3% in This was mainly due to the decline of the agriculture by 1.1%, compared with a rise of 4.7% in the previous year. Such a decrease was seen from lower major crops production, namely paddy in NAKHON RATCHASIMA, ROI ET, SURIN and SI SA KET. Fishery production decreased by 1.4%, better than a fall 20.8% in the previous year. While, agricultural services also increased, Livestock production and forestry slowed down in comparison to the previous year. Major components of manufacturing with increasing growth included processing and preserving of meat and meat products, rubber and plastic products. Hotels and restaurants increased by 10.4%, highly rising from a rise of 2.0% in the previous year, especially in NAKHON RATCHASIMA had income derived from both Thailand and foreign tourists by 16.5%. Moreover, sectors with increasing growth were construction; wholesale and retail trade; real estate, renting and business activities; public administration and defense; other community, social; with a growth of 6.8%, 5.6%, 3.8%, 15.5% and 3.5%, compared with a drop of 3.7%, 2.8%, 18.1%, 26.2% and 1.8%, respectively. While, sectors with slower expansion were mining and quarrying; electricity, gas and water supply; financial intermediation; and health and social work; with the deceleration of 3.1%, 2.1%, 9.1% and 5.2%, compared with a rise of 5.2%, 5.6%, 9.3% and 6.6% in 2014, respectively. 10 The North Overview Gross regional product (GRP) in real terms declined by 0.9%, compared with a drop of 2.1% in This was because the non-agriculture production that increased by 3.2%, in contrast to a drop of 0.6% in the previous year. Agricultural services decreased slightly. Fishery production declined by 1.4% better than a fall of 20.8% in the previous year. On the contrary, livestock production and forestry increased in comparison to the previous year. For hotels and restaurants sector, it even expanded 13.2%, it remained high compared to other sectors. This was seen from CHIANG MAI, the highest propotion in this region, of which revenue was originated from tourism both from Thai and foreign tourists with a rise of 12.1%, compared with a rise of 24.9% in On the other hand, manufacturing, the major sectors, dropped by 0.5%, in contrast to a rise of 4.2% in previous year, as a result of the processing of chicken in PHETCHABUN, and sugar production in KAM PHAENG PHET and NAKHON SAWAN declined from the previous year. 12 The South Overview Gross regional product (GRP) accelerated by 4.1%, better than a 0.3% decrease in This was attributed to a significant increase in non-agricultural production with a 7.3% growth, improving from a decline of 0.4% in the previous year. However, agricultural production continually decreased by 4.7%, lower than a decline of 0.1% in Agricultural production continued to decline by 4.7%, compared to a fall of 0.1% in 2014, as a result of a 5.1% drop in agriculture, hunting and forestry in contrast to a rise of 1.9% the previous year. This was due to unfavorable weather condition and agricultural prices slump. A decline in major crops production included rubber, oil palm, and fruits. Moreover, fishing production kept declining by 2.5%, better than a drop of 12.3% in 2014; particularly marine fishing due to the mitigation of Early Mortality Syndrome (EMS) in shrimp, and a contraction in fish production as a consequence of the IUU fishing regulation together with the fishing concession discontinuity for Thai s fishing boats by Indonesia. Meanwhile, production of freshwater fishing showed continual contraction. This was mainly from an expansion in almost all major sectors. Sectors with increasing growth included hotels and restaurants with a growth of 19.7%, greatly higher than a growth of 4.3% in the previous year, especially Phuket, Surat Thani, and Songkhla due to improving in tourists confidence after the political situation eased up. In addition, the cooperation of both public and private sectors stimulated tourism and relevant sectors, namely, wholesale and retail trade with a rise of 6.1%, better than a decline of 3.5% in 2014, on account of higher demand of residents and visitors in line with the government s economic stimulus schemes by the end of 2015 which helped boost spending. Moreover, public administration and defense increased significantly by 14.9%, recovered from a contraction of 24.3% in Mining and quarrying grew by 9.0%, compared to a growth of 0.7% in 2014, owing to an increase in natural gas production. Construction accelerated by 12.6%, in contrast to a decline of 7.8% in the previous year, due mainly to a high expansion in public construction as a result of the acceleration in disbursement of loan program for the development of roads and water resources management system. Real estate, renting, and business activities expanded by 3.0%, improved from a decline of 9.8% in the previous year, as a consequence of higher demand in residential buildings and other buildings. Nonetheless, transport, storage, and communications increased only by 8.9%, compared to an increase of 13.1% in Education rose only by 1.3%, slowed down from a rise of 4.0% in Financial intermediation rose by 4.6%, lower than a rise of 7.6% in the previous year. Health services grew by 4.7% slowing down from 5.9% in Sectors with decreasing growth were manufacturing which declined by 1.2%, in contrast to a rise of 0.9% previously. The declined industries were canned seafood and frozen seafood industries owing to raw material shortage, and the GSP exclusion of Thailand; and non-metallic products industry as a consequence of the changes in patterns and technology of buildings construction, and resulted to a lower demand of cements and concrete products. In addition, electricity, gas and water supply declined by 1.1%, in contrast to an increase of 4.5% in the previous year. 14 The East Overview Gross regional product (GRP) in 2015 grew by 1.8%, improving from a 0.6% growth in The non-agricultural production, accounting for 93.0% of total production, increased by 2.1%, compared to a rise of 0.5% in Meanwhile, the agricultural production, accounting for 7.0% of total production, showed a fall of 2.8%, in contrast to a rise of 2.9% in Agricultural production reduced by 2.8%, falling from a rise of 2.9% in Both of agriculture, hunting and forestry; and fishery production declined. Agriculture, hunting and forestry dropped by 2.8%, in contrast to a rise of 3.9% in the previous year. This was from a decrease of crops production, particularly fruits with a fall of 1.7%. Major fruits yields decreased, including durian, rambutan, and mangosteen. In addition, rubber yields also declined by 0.9%. However, livestocks production increased by 7.8% as a result of an increase in production of swine and chicken with a growth of 11.1%, and 7.3%, respectively. Fishery production declined by 2.5%, better than a 6.9% drop in 2014, as production of marines fishery decreased by 2.6%, improved from a reduction of 5.3% in the previous year. On the other hand, the contraction was found in some manufacturing industries, namely, motor vehicles with a fall of 7.6%, better than an 8.0% fall in the previous year; office, accounting and computing machinery with a drop of 4.8%, due to lower production in computers and parts; electrical machinery and apparatus with a decline of 2.5% as a result of a decrease in households electrical machinery in line with lower domestic demand and exports. Meanwhile, sectors with favorable expansion included mining and quarrying with a rise of 1.1%. 15 natural gas production, especially crude oil production with an increase of 11.0% in major oil fields, namely, Manora, Yala, Karpong and Maliwan, together with the discovery of two new crude oil fields offshore, namely, Nong Yao and Wassana. In addition, liquefied natural gas production rose by 1.9%. On the other hand, natural gas production declined by 4.7%. Moreover, sectors with favorable expansion included wholesale and retail trade; electricity, gas and water supply; transport, storage and communications; and hotels and restaurants which grew by 2.5%, 9.4%, 1.4%, and 23.4%, respectively. However, other major sectors fell covering public administration and defense; ; and education which dropped by 8.2%, and 1.7%, respectively. In addition, income from fees and other services also rose. For insurance services, both life insurances and non-life insurances grew continuously. Transport, storage and communications increased by 5.4%, compared to a growth of 3.1% in the previous year. Such expansion mainly attributed to an acceleration in air transports and other supporting transport activities by 15.6%, in contrast to a fall of 3.8% in the previous year as a result of the increase in freights and a number of passengers following higher number of tourists, meanwhile land transport fell by 5.6% owing mainly to a drop in transport of passenger. Moreover, water transport delined by 2.3%. Post and telecommunications expanded by 9.5%. 21 In terms of the growth rate, GRP per capita in 2015, in Bangkok and vicinities, and the South expanded by 4.9%, and 4.5%; the Central, the West increased as the same rate by 3.3%; and the Northeast increased by 1.5%. However, the North, and the East, fell by 2.5%, and 0.8%. Regarding GDP per capita, it grew at higher rate of 3.2%. GPP per capita showed that the highest 10 GPP per capita belonged to Bangkok and vicinities, the East, the Central, and the South. The top 10 were Rayong, Bangkok Metropolis, Chonburi, Phra Nakhon Si Ayutthaya, Chachoengsao, Samut Sakhon, Prachinburi, Samut Prakan, Saraburi, Phuket and Nakhon Pathom, respectively. All of which contained non-agricultural production as major productions, namely, manufacturing; wholesale and retail trade; financial intermediation; transport, storage and communications; hotels and restaurants; and real estate, renting and business activities. The lowest 10 GPP per capita belonged to the Northeast, the North, and the South. As most provinces in these regions had most of their income generated from agricultural activities, which were high uncertainty in both yields and prices. Moreover, the non-agricultural production, especially industrial productions, had not spreaded across these areas yet; reflecting by less investment in the non-agricultural production, led to lower GPP in these regions. The 10 lowest GPP per capita provinces were Nong Bua Lam Phu, Yasothon, Kalasin, Am Nat Charoen, Narathiwat, Chaiyaphum, Roi Et, Si Sa Ket, Surin and Mae Hong Son. Rayong was the province which had the highest GPP per capita level at 982,500 Baht in 2015, such income was mostly from petroleum refinery; chemicals and chemical products production; and rubber and plastic production, including mining and quarrying mainly from the increase in production of crude oil and natural gas. Meanwhile, Nong Bua Lam Phu had the lowest GPP per capita at 41,963 Baht in 2015, whose income was mainly from the agricultural production. In addition, the difference of GPP per capita between Rayong and Nong Bua Lam Phu was 23.4 times in 2015, less than 23.7 times in 2014, representing the structure of income distribution of the country is in line with the previous year.
