17 Conclusion - Without further reduction of nitrogen fertilizer, increasement of N- efficiency and redistribution of nutrient surpluses, we will not reach our objectives and solve our problem! - Amendment of the fertiliser ordinance will ease our nutrient problem, but not solve it!
