2 Water Boards in SH the origin can be found in the 13 th century until today there persist nearly 500 in SH without exeption governed by honorary chairmen Borders of the water boards
3 Water Boards in SH the landowners cooperated as a solidary community: to protect from flood-events to organize the drainage of the landscape for agricultural use until today every landsowner in SH is a member of it s local Water Board!
4 Water Boards in SH the size of the disctricts is between 40 and hectare the borders are established under the aspect of watersheds the same aspect, that plays a fundamental role in the WFD! Borders of the water boards

14 In 2014 a target agreement was signed by the Ministry for Environment and every single one of the 500 water boards. It includes the following instruments: Ecological maintenance of water bodies, to aim in particular for the goals of FFH- and birds-directive. Introduction of a special water management in sensitive lowland areas ( Schöpfgebieten ) The participants will create so called Unterhaltungskonzepte or concepts of maintenance Until 2016 and 2017 it will be analyzed and outlined in reports. Supply of training courses and consultancy projects with regard to ecological water maintenance.

16 Since 2014/15: Fachkundenachweis Schonende Gewässerunterhaltung ( technical qualification for ecological water maintenance ) specific advanced training of machine-operators supportet by three co-operation partners: regional association of the water boards (LWBV) (leadmanagement) Ministry for Environment of SH (MELUR) main association of the agricultural contractors (Landesverband der Lohnunternehmer)

18 The Ministry for Environment made the following agreements: From 2020 this or a comparable certificate is a requirement to participate in a tender. It is valid for 5 years It is individual - that means: every operator, who is working at a watercourse, has to obtain such a qualification

21 Today the water boards: Still responsible for managing the water-maintenance and prevention of damages due to flood events But they furthermore established some new duties and standards. The water boards are among others involved in: Introduction of ecological water maintenance amongst others by further education Establishment of expanded, enduring 10m- riparian zones Re-connection of flood-plains( Auenprogramm ) sensitive water-management (in wetlands, marshland and lowlands)
