Landesverband der Wasser- und Bodenverbände Schleswig-Holstein Integration of the Water Boards into the implementation of the Water Framework Directive in Schleswig-Holstein Dr. Mareike Stanisak, LWBV SH

Water Boards in SH the origin can be found in the 13 th century until today there persist nearly 500 in SH without exeption governed by honorary chairmen Borders of the water boards

Water Boards in SH the landowners cooperated as a solidary community: to protect from flood-events to organize the drainage of the landscape for agricultural use until today every landsowner in SH is a member of it s local Water Board!

Water Boards in SH the size of the disctricts is between 40 and hectare the borders are established under the aspect of watersheds the same aspect, that plays a fundamental role in the WFD! Borders of the water boards

Maintenance of waterbodies and dikes Dehydration watering water supply water board wastewater disposal Main duties of the water boards - The traditional way

~ 25,000 km water bodies to maintain ~ 1,500 km river-dikes & 2 nd dike-line 342 pumping stations Water supply: ~ 40 % ofsh water supply Maintenance of waterbodies and dikes Dehydration watering water board wastewater disposal Main duties of the water boards - The traditional way 342 pumping stations: drainaged actively by pumping stations accruing water drainages free through tide gates Just a small part of the accruing water runs out free

Maintenance of waterbodies and dikes Dehydration watering water supply lowland water board Sensitive water management Some new challenges - management of WFD wastewater disposal water- and natureconservation Renaturation Instreammeasures - establishment of new concepts to unite the classic and the new way

water board organisation before WFD

River-basins of Schleswig-Holstein: Eider Schlei / Trave Elbe (Tide-Elbe)

Territorial allocation: Introduction of 34 EU-planning-associations (Bearbeitungsgebietsverbände) eachwater board of SH is incorporated thismodelisuniquein Germany! ensures the requested public involvement since 2002 they actively formed the realization of the WFD responsibility for planning and implementation of measures is arranged

Round Table, managed by water boards Management Lead management Water Board Contract under public law County Ministry Farmer`s Association Local Community Fishing Water Supply Nature Conservancy Organisation Ministry Company Regional Nature-conserv. Organisation Supplementary members: - Industrial Association - Shipping Administration - Environment Administration no member of the working-group (no vote)

Contractunderpubliclaw: Examination of existing and addition of missing specifications Examination of the developed maps Preparation and management of working groups Writing of working group transactions Planing and co-ordination of measures

Some measures of the water framework directive requiredtoachievea goodecologicalstateofthewaters: Acquisition of acreages: enables bursting of a river s banks shadowing by protection of native tree species by removal of ground sills and fall structures Renaturation / rebuilding to create uninterrupted water bodies Modification of water maintenance: less and /or ecological water maintenance Foto: M. Stanisak Picture: G. Stiller

In 2014 a target agreement was signed by the Ministry for Environment and every single one of the 500 water boards. It includes the following instruments: Ecological maintenance of water bodies, to aim in particular for the goals of FFH- and birds-directive. Introduction of a special water management in sensitive lowland areas ( Schöpfgebieten ) The participants will create so called Unterhaltungskonzepte or concepts of maintenance Until 2016 and 2017 it will be analyzed and outlined in reports. Supply of training courses and consultancy projects with regard to ecological water maintenance.

15

Since 2014/15: Fachkundenachweis Schonende Gewässerunterhaltung ( technical qualification for ecological water maintenance ) specific advanced training of machine-operators supportet by three co-operation partners: regional association of the water boards (LWBV) (leadmanagement) Ministry for Environment of SH (MELUR) main association of the agricultural contractors (Landesverband der Lohnunternehmer)

Natural habitat inside surface watercourse riparian rights ecological water maintenance Field trip technical base Examination Safety at work

The Ministry for Environment made the following agreements: From 2020 this or a comparable certificate is a requirement to participate in a tender. It is valid for 5 years It is individual - that means: every operator, who is working at a watercourse, has to obtain such a qualification

Practical components: Methods of ecological water maintenace Nature protection Safety at work, equipment, facilities Field trip -Learning bydoing Wildlive conservation

Field trip -Learning bydoing

Today the water boards: Still responsible for managing the water-maintenance and prevention of damages due to flood events But they furthermore established some new duties and standards. The water boards are among others involved in: Introduction of ecological water maintenance amongst others by further education Establishment of expanded, enduring 10m- riparian zones Re-connection of flood-plains( Auenprogramm ) sensitive water-management (in wetlands, marshland and lowlands)
