1 DEc nd Annual Meeting Agenda Hosted by the Federal Republic of Nigeria and under the patronage of the Commissions of the Economic Community of West African States (ECOWAS) and the West African Economic and Monetary Union (UEMOA), the 32nd annual meeting of the RPCA brings together the region s key food and nutrition security stakeholders. Some 250 participants are expected, including many high-level representatives. The Permanent Interstate Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club Secretariat (SWAC/OECD) are organising the meeting, with support from the Regional Agency for Agriculture and Food (RAAF/ECOWAS). ABUJA (NIGERIA) DEcembeR 2016 For the first time, the Food Crisis Prevention Network (RPCA) will meet in Abuja, Nigeria to celebrate its 32nd anniversary. This will be an opportunity for the Network to highlight the implementation of the Cadre harmonisé in Nigeria as one of its key achievements. There are now 17 Sahelian and West African countries that use this tool to analyse and identify areas and populations at risk of food and nutrition insecurity. This year, the Cadre harmonisé has proven to be particularly helpful in north-eastern Nigeria, especially in the states of Adamawa, Borno and Yobe, where there is a serious security and humanitarian crisis. In April, at the restricted meeting, the Network sounded the alarm regarding the critical situation in the area, where some 3 million people were in crisis (phase 3), of which 1.86 million were internally displaced (IOM and NEMA, April 2016). Since then, the situation has barely improved. It remains particularly worrisome in the state of Borno where many areas are difficult to access. This is why the Network is devoting a special event to the subject. Through high-level political dialogue between the Nigerian government, regional organisations (ECOWAS, UEMOA, CILSS) and development partners, the Network hopes to encourage the search for appropriate solutions to address the food and SAHEL AND WEST AFRICA UEMOA nutrition emergency, and to serve as the basis for the development of more structural responses. A joint declaration on the mobilisation of the international community, placed under the political leadership of ECOWAS and UEMOA, will be presented on this occasion. Another highlight of the Abuja meeting will be the debate on this year s central theme, entitled Nutrition and Social Protection. Social protection systems play a major role in fulfilling the international community s commitment and that of African states to leave no one behind, particularly in the fight against short-term and chronic malnutrition. The Network Members will address this theme through three panel discussions. Nutrition and social protection also form the first two pillars of the Global Alliance for Resilience (AGIR) which was launched in the region in December Club Secretariat

According to the original mission of the RPCA, the Network Members will also take stock of the agro-sylvo-pastoral campaign; they will analyse production, markets for agricultural products and the region s food and nutrition situation; and they will review the Network s key priorities. The annual meeting will also host a session of the Senior Experts Group of the Global Alliance for Resilience (SEG-AGIR). Lastly, other events will take place on the side-lines of the meeting including: the ECOWAS Specialised Ministerial Committee on the adoption of the 2 nd generation of the Regional Agricultural Investment Plan for Food and Nutrition Security (RAIP-FNS); a session promoting agricultural fertiliser production (INDORAMA); and a thematic session on the changes in the food economy and their implications for public policy. With this agenda, the 32 nd annual meeting promises to be full of debate, ideas and gatherings. 8 Thursday 15 december 2016 Following the 32 nd annual meeting and in line with the core business of the RPCA, the SWAC/OECD Secretariat invites all RPCA Members to participate in a thematic session on the transformations of the food economy in the region. Chair: Mr Laurent Bossard, Director, SWAC/OECD Secretariat 09:00-11:00 Thematic session Transformations of the food economy and implications for policy making The West African food economy represents USD 178 billion, making it the region s largest economic sector. It is rapidly transforming, driven by demographic pressure, urbanisation and income growth. Non-agricultural activities, which include processing, packaging, transport and distribution, already account for 40% of the sector s value added and are an important source of employment in both rural and urban areas. Changes in lifestyle and consumption patterns translate into an increasing demand for new foods. The consumption of processed foods is growing rapidly, as is that of fruit, vegetables, meat and fish. Consumers are also increasingly demanding products that are convenient to prepare and consume. This implies that post-harvest activities should grow rapidly in the coming years. The development of these sectors at the regional level requires new skills and techniques in packaging, processing, retailing and transport. Drawing on the SWAC Secretariat s work, this session will look at the scope of transformations in the West African food economy and the implications for future food demand and the agri-food system.
