Update on the New England Secure Milk Supply (SMS) Project by Richard P. Horwitz for the joint annual meeting of the Northeast Association of State Departments of Agriculture (NEASDA) and Northeast US Animal Health Association (NEUSAHA) June 5, 2012, Whitefield, NH Prepared through a Cooperative Agreement (CA # , FFY ) between USDA-APHIS and the Maine Department of Agriculture in cooperation with the New England States Animal Agriculture Security Alliance (NESAASA).

Key Threat: Foot-and-Mouth Disease (FMD) Pools of FMD Virus Disease outbreaks in the past 5 years 2

FMD as a Hazard NOT human health NOT food safety NOT dogs or cats Animal health.... amazingly contagious Dairy production Profitability Environment Panic 3

Will Consumers Still Buy Milk? Source: Dairy Management Inc. (DMI), Communicating Dairy Safety during an FMD Outbreak (2011) 4

Strategic Shifts to Balance Risks Keep Milk Moving! Restrict Dairy Traffic! Source: John R. Clifford, Response to an FMD Outbreak (May 2, 2011) 5

National SMS Performance Standards To check it out, see Continuity of Business at and 6

Objectives 1. Develop more coordinated state FMD response plans. 2. Support national SMS and FAST Milk planning. 3. Advance regional readiness to move milk safely during a FMD outbreak. Presented to NEUSAHA annual meeting,

Strategy: 1. Engage stakeholders. 2. Assess vulnerability of region to FMD. 3. Survey and verify capacity of farms to reduce risks of spreading disease in an outbreak. 4. Maintain a secure database of contact information, normal production parameters, and biosecurity preparedness. 8

Project Accomplishments Regionalize preparation for FAD response Assess vulnerability Model biosecurity needs Develop regional database on dairy operations Develop a model and measure of readiness Survey farms Draft a regional COOP Exercise a draft plan 9

Regional Vulnerability Assessment 10

Some New England Distinctions Economic and cultural importance of dairies Small state size and weak county government Population distribution and development pressure Agritourism and direct marketing Financial stress 11

Regular Hauls from Dairy Farm to Plant in New England 12

Focus on Biosecurity in Moving Milk from Farm to Market 13

Potential Contamination of the Hauler Source: SMS Risk-Assessment Webinar, February 23,

Coordinate NE and National SMS Planning: Prepare for Triage To qualify as Ready, a dairy farm must at least: Check and find susceptible livestock are free of clinical signs of infection. Establish and document adequate premises biosecurity. Arrange for pick-up from a hauler and for delivery to a processing plant with approved biosecurity. But if incident response is regional and assets are tight, some premises will necessarily get more help than others. So... Who becomes eligible first? With how much help? 15
