1 2 nd SPC Regional Aquaculture Meeting Nov 2006 Sustainable aquaculture development in Pacific Islands region and northern Australia MINIPROJECTS Background One component of the larger ACIAR-funded project Sustainable aquaculture development in the Pacific Islands region and northern Australia Novel concept - raised at 3rd HoF (2003), introduced at 4 th HoF (2004), reported at 5 th HoF (2006) Links previous and ongoing ACIAR and WorldFish Center research to the SPC Pacific Aquaculture Program Provides a mechanism for response to a regional or national constraint Draws on an allocated pool of funds to be disbursed on a case-by-case basis 1
2 Objectives Develop and implement miniprojects that provide solutions to identified research gaps / production constraints of multi-country significance. Implement rapid response technical problemsolving activities to address specific in-country bottlenecks to aquaculture development. Methods Pathway for appraisal and implementation SPC first point of contact prepare a concept note Concept note sent to project members for approval Project proposal prepared by proponent or assisted by QDPI&F or SPC as needed Project proposal distributed to team members and to technical experts if required A Third Party Legal Agreement signed between QDPI (Director General level) & SPC Funds disbursed If funds sent from SPC to member countries then an MOU is signed between SPC and the country. SPC may also engage services as SPC consultant 2
3 Criteria Target an identified constraint to aquaculture; High probability of success; Widespread benefits (beyond one or two operations/countries); Linked to completed or ongoing ACIAR or WorldFish Center research. Lesser criteria (in ranked order) are: Technical feasibility; Extension strategies; Degree of engagement of private sector; Co-funding/contribution by counterpart agency; Level of supervision; Socio-economic viability; Bilateral benefits to countries involved; Legislative structure; Guidance by country/commodity priorities. Grant Application Developed a simplified project proposal format There were two categories of miniprojects. As a general rule: Short-term projects with budgets averaging AU$10-12,000 and maximum twelve month time frame. Long-term projects with budget up to AU$50,000 and maximum two year time frame. 3
4 Confirmatory testing of the viral status of Penaeus monodon (black tiger shrimp) populations in the Fiji Islands Country: Fiji Summary: To determine the status of P. monodon natural populations in Fiji in relation to a range of viral diseases Status: completed Development of commercial and farm-made feeds for tilapia and Macrobrachium in PNG and Fiji Size: Large Country: PNG and Fiji Summary: Assessment of locally available ingredients and formulation / trial of least-cost aquafeeds Status: ongoing 4
5 Monoculture of the freshwater prawn, Macrobrachium lar, in Vanuatu and integrated prawn-taro farming in Wallis & Futuna Country: Vanuatu, Wallis & Futuna Summary: Collect baseline data on growth of M. lar in monoculture and integrated with taro Status: Completed Rehabilitation of the mariculture research facility at Motupore Island Research Centre (MIRC), Papua New Guinea Country: PNG Summary: Expert advisor to visit the site and report on options and cost estimates for rehabilitating MIRC with capability for quarantine and mariculture functions Status: completed 5
6 Microalgae culture training for Tonga / Samoa Fisheries staff Country: Tonga / Samoa Summary: Training in maintenance of micro-algae stock cultures and scale-up of mass cultures Status: both completed Half pearl ( mabe ) production in Kiribati Country: Kiribati Summary: Produce large numbers of mabe from P. margaritifera in Kiribati; assess the quality of mabe produced using different seeding techniques and grow-out conditions. Status: ongoing 6
7 Experimental release and monitoring of cultured juvenile white teatfish (Holothuria fuscogilva) in Kiribati Country: Kiribati Summary: Develop a release strategy and monitoring protocol for hatchery-produced juveniles white teatfish; estimate the survival and growth of released juveniles Status: ongoing Village-scale sponge aquaculture in the Solomon Islands Country: Solomon Islands Summary: Investigate the feasibility (technical and economical) of establishing village sponge farms in Solomon Islands Status: Ongoing 7
8 Productivity, profitability and constraints in tilapia and freshwater prawn farms in Fiji, with emphasis on farm types, farming practices and choice of feeds Country: Fiji (USP) Summary: Compare farm site productivity and farmer performance across a range of tilapia and Macrobrachium farms Status: Ongoing Evaluation of improved feed and stocking density for GIFT tilapia, Oreochromis niloticus, in cage culture in Yonki Reservoir Country: PNG Summary: To improve stocking density and diet for GIFT tilapia in cages. Status: ongoing 8
9 Assessment of the glass eel and elver (Anguillidae) resource in the Navua River, Fiji Islands, and its potential to support a new eel aquaculture industry in Fiji Country: Fiji Summary: Train USP students and Fijian MFF Officers in specialised techniques to collect glass eels and elvers Status: completed Eradication of Mozambique tilapia (Oreochromis mossambicus), restocking of Nile tilapia (O. niloticus) and improved aquaculture pond management in Nauru Country: Nauru Summary: Remove pest fish; restore derelict ponds, restock with Nile tilapia; provide training in tilapia husbandry Status: Completed 9
10 Experimental stocking and community management of tilapia in Lake Safai, Samoa Country: Samoa Summary: Evaluate growth and survival of stocked Nile tilapia in the lake; develop a community co-management regime for the government restocking program Status: Ongoing Withdrawn Pond productivity and growth and survival of Nile tilapia (Oreochromis niloticus) in integrated and non-integrated duck-fishcrop farming systems (small miniproject) Enhancing the pearl oyster (Pteria penguin) resource in Vava u Tonga (small miniproject) 10

However, needs to be well considered and include a careful budget to avoid top-up Administrative delays legal contracts, MOUs, money transfers Transactions costs - small amounts of money require as much effort as large amounts! 12
