2 Information Technology Fiscal Year Overview The Department s mission is to provide superior service to city staff, enabling them to meet or exceed citizen expectations and reduce costs through the effective integration of technology and efficient business processes. Goals & Performance Measures Department Goals City Council Goal Provide a high level of service and communicate with staff and vendors in a timely and accurate manner Data will be collected and managed as an asset, validated to ensure its accuracy, and protected from unauthorized access and use Information assets will be readily accessible, when needed, to those authorized to view and/or use them Staff will be efficient and effective in the use of all appropriate technology systems City technology acquisitions will optimize the coordination of data exchange between systems in all departments and adhere to standards of connectivity, compatibility, and support The City will preserve the integrity of all information assets and remain prepared at all times to transfer the operation of mission-critical systems to alternate computer systems in the event of disaster The data assets managed and maintained by the city s computer systems will be organized and presented in a manner that provides appropriate business analytics and useful information from which business decisions can be made All aspects of operations will be subject to review and governance to ensure alignment with statutory compliance and the city s mission As a government agency, supported by public funds, it is our fiduciary responsibility to ensure that our technology resources are shared wherever possible (either as provider or user) with other public agencies such as school districts, county, state and federal organizations Page 229 of 454

This year we implemented a redundant Storage Area Network (SAN) system that replicates up to 60TB of data in our two data centers, one located in the PD facility and the other in the Lewis Library building. This means that if one system crashes or has problems, the other automatically and instantly takes over with no loss of data or operational up-time. Public Records Website - Initially created in anticipation of the WalMart projects that would create a huge volume of public records requests, we created a system whereby public information (including s) is immediately processed and redacted through legal and the City Clerk and then posted on the city s website for public access. Though the WalMart project is not active at this point, the capability remains for any high-visibility project that the city may wish to present to the public. Water Bill Scanning - Using tools from our Laserfiche suite of products, we were able to automate a manual process of transferring information from dozens of water bills each month directly into our financial system, saving hours of staff time. The same technology was also used with PD timesheets that not only saved time, but paper and toner as well (over 600 pages per month. Web Maps - Using the newest technologies available from our GIS vendor, ESRI, the maps on our website are now interactive with a wealth of information available to citizens include city services, elected officials, Get Directions, and zoning information. Electronic Agenda/Minutes/Voting - Our paperless automated agenda system expanded to an integrated voting system that embeds the votes cast during Council meetings directly into the Minutes. All is tied together with the streaming (live) video of the meeting and archived so that agendas, minutes, and videos are available to citizens online within 24 hours of the meetings. Page 230 of 454
4 Information Technology Fiscal Year Accomplishments - continued Electronic Signatures - After months of research and testing we have signed a pilot test agreement with SeamlessDocs for an electronic signature/forms system that will be used to streamline our contract processing from weeks down to hours. Along with a new E-signature Policy, city contracts (over 200 each year) will be signed electronically and conform to state and federal (UETA) laws. Senior Transportation System - A sophisticated GIS-based routing system was developed for scheduling transportation for our seniors to and from our community centers. Applicant Tracking System Selection - Months of research and analysis has led to the selection of an online Applicant Tracking system from NeoGov. It will be implemented in the fall of and make it easier for applicants to apply and staff to process. Pentamation System Upgrade - The city s enterprise financial/hr/payroll sytem, Sungard Pentamation Finance-PLUS will be upgraded to the latest version, now entirely web based in time for the beginning of the fiscal year. A key change to the system is the way in which attachments such as POs, quotes, invoices, etc. are handled, which will put them into Laserfiche for easier access and application of the city s Records Retention policies.
