The Information Management Services Directorate has invited the HSU and our members to contribute to a process to refine these proposals. The last time the services we provide were formally reviewed against a realistic needs analysis was in Recently, as the Chief Information Officer, I have undertaken another review which involved meeting with clinical and stakeholders from our three client organisations and evaluating the capability of our function against some of the best practice that exists. This review has highlighted some significant gaps between what we are currently offering and the services that are now required to support informatics in the current healthcare, technology, and business environment. On 10 th June, the ICT Steering Committee endorsed a proposal to begin the process of realigning our Directorate with the needs of our clients. Hence from today onward we will be known as the Information Management Services Directorate and we are inviting input from stakeholders on some changes to the Directorate with the following objectives: 1) Enable a more strategic approach to development of solutions that underpin health provider and patient needs such as: a. clinical care in the community; b. bring your own devices; c. converged communications; d. user training and empowerment; and e. safe, secure access to information and systems with minimal complexity for users. 2) De focus from running and maintaining information and communications technology in house and increase the focus on delivery of services that are specific to healthcare. Supporting the LHDs and SCHN to bring together people, information and technology to: a. Improve healthcare outcomes b. Improve the patient experience c. Improve clinician effectiveness d. Make the operations of the organization more efficient and cost effective 3) Develop a more service based approach to our work using the framework of the Information Technology Infrastructure Library (ITIL) principles to perform IT service. 4) Complete development of a Service Catalogue that we can share with our clients so that they fully understand what we contribute to healthcare. 5) Complete development of Service Level Agreements (SLAs) against which we can measure our performance to ensure that we are meeting our clients expectations. Delivering services that empower our stakeholders to deliver healthcare services through effective use of information and ICT

3 Attached is a starter proposal showing some anticipated functions of the Information Management Services Directorate and a brief outline of the services that each function might provide. We would welcome your input with regard to additions to the attached or questions and comments that you might have. This proposal will not reduce the number of staff in the Information Management Services Directorate but will require some reorganisation in line with developing a more responsive, proactive and innovative organisation. Where necessary we expect to provide staff with additional support to adapt to these changes. Our objective is to have the realignment completed by mid September IMSD Functions and possible services Function: Design Authority/Solution Architecture Ensures coherence, and cohesion of information solutions Defines the architectural framework within which solutions will be delivered Supports Service Teams to develop solutions Design Enterprise systems Data security ICT Audit Quality assurance Dimensions: All information systems and technologies in use at the LHDs Function: Service Defines the services that IMSD provides Manages the service lifecycle in conjunction with the Service Teams. Work collaboratively with partners such as ehealth to ensure that needs are met Supports and guides the Service Teams in meeting their obligations vis a vis service Service change News & current events Service level Performance monitoring Service consultanc Technology training & education Dimensions: All services offered or facilitated by IMSD to its clients. ICT related training and education where this is not provided effectively elsewhere. Function: ICT Services Leads the transition of legacy IT and data centres from in house to external service providers where possible Ensure internal and external suppliers are compliant with Design Authority specifications Ensures effectiveness of contracts with external providers, that supplier activity is coordinated and that hand offs between suppliers are seamless and smooth ICT Electronic storage BYO devices Laptop computers on wheels Security and access control Office applications hosting accessories Mobile devices Frontline support Connecting biomed devices to EMR Desktop computers Home and remote working Printers Scanners Faxes Copiers Desktop as a service Services are comprised of: Access Management, Application Technology Management, Asset Management, Availability Management, Capacity Management, Configuration Management, Facilities

4 Management, Incident Management, Problem Management, Technical Management, Security Management, Storage Management, and System Management. Dimensions: All information and communications technology owned, leased or used by staff, visitors or contractors to the Illawarra Shoalhaven or South East Sydney LHDs except where limited by specific policies. Function: Electronic Communications Services Leads the consolidation of all electronic voice, video and data communications services into one organisational function Manages the technical convergence of electronic voice, video and data communications services and the ongoing development of supporting infrastructure Ensure internal and external suppliers are compliant with Design Authority specifications Ensures effectiveness of contracts with external providers Wireless data networks Internet access Wide area network Local area networks DECT phones E mail Conferencing Desk telephones Mobile phones Mobile data Wireless communication Duress systems Communications devices Pagers Electronic communications consultancy Services are comprised of: Access Management, Application Technology Management, Asset Management, Availability Management, Capacity Management, Configuration Management, Facilities Management, Incident Management, Problem Management, Technical Management, Security Management, Storage Management, and System Management. Dimensions: All data and communications networks and devices owned, leased or used by Children s Hospital Network Randwick, Illawarra Shoalhaven or South East Sydney LHDs except where limited by specific policies. Function: Programmes & Applications Ensures appropriate steering, oversight, and delivery of business projects Manages clinical support application configuration, testing and data quality processes Provides business process improvement support and leadership for clinical support applications Project initiation Testing Needs analysis Business process re engineering Project and programme support New requests System integration Data cleansing Data quality Patient Administration Clinical Information Systems support Application development Electronic Medical Record Project Programme Application training Corporate Applications Services are comprised of: Access Management, Application administration, Asset Management, Configuration Management, Incident Management, and Problem Management Dimensions: Most multi user clinical information systems across Illawarra Shoalhaven and South East Sydney Local Health Districts. Function: Knowledge and Information Includes librarian, records, information unit and web functions
