2 2. JOB PURPOSE To work with the Executive Sponsor and the Programme Director to successfully deliver the Scottish Ambulance Service Clinical Services Transformation Programme. Clinical Services Transformation is a multi-disciplinary Programme involving areas including Operations, Clinical, Procurement and Finance. It involves the delivery of a solution to refresh of the mobile data technology used in the frontline A&E ambulance fleet to provide electronic allocation and mobilisation, to provide an electronic patient reporting tool to record relevant clinical information in relation to the care of patients and the communications capability to support these services. The new solution will also support Telehealth connections from within the ambulance environment. The post holder will manage the Programme on a day to day basis and will take responsibility for the key Programme deliverables. As they will be managing a multi-disciplinary Programme, the post holder will have to establish strong working relationships with senior staff throughout the Service to ensure that all appropriate staff are fully engaged in the development and implementation of the new solution, and that appropriate Programme, Project and Change Management processes are being followed throughout the Programme lifecycle. It is essential that implementation of the new solution is carefully managed in such a way as to enable seamless parallel running alongside the existing solution with no degradation to the operational capability of the Service. 3. MAIN TASKS, DUTIES AND RESPONSIBILITIES In line with Service programme management arrangements and in conjunction with the Executive Sponsor and the Programme Director, to provide programme management for the successful delivery of the Ambulance Telehealth Programme objectives and plans to the required quality, on time and within budget. To establish a robust Programme structure including strict governance processes inclusive of Risk Management, Benefit Realisation, Reporting Structures, Issue Resolution, Programme Communications, Information Management and managing regular programme reviews. To work with Clinical, Technical and Operational staff within the Service, in order to develop and agree an appropriate Operational Specification. 2

3 To work closely with Service procurement staff to ensure that all aspects of tendering, adjudication and eventual selection of supplier(s) is robust, transparent and compliant with relevant procurement guidelines to ensure the Service can withstand scrutiny if required. To ensure that all development work is performed to the agreed clinical, technical and operational standards, and that a robust testing methodology is developed, agreed and utilised throughout the life of the programme. To ensure that the configuration and operation of the Ambulance Telehealth solution fully compliments and supports the current and future Service operating models. To establish and co-ordinate an appropriate training programme for all Service staff that will use, or support, the Ambulance Telehealth solution. To ensure that appropriate Business Continuity plans are developed and tested to fully underpin the operation of the Ambulance Telehealth solution. To co-ordinate relevant quality improvement work related to the Programme and to ensure progress is maintained in line with agreed plans. To ensure ongoing alignment with other strategic programmes as appropriate. To ensure appropriate monitoring is in place to support timely reporting to the Programme Team, Programme Board and the over-arching Strategy Implementation Board. To work closely with the Head of Communications and Engagement, to ensure effective tools and mechanisms are developed to support effective Programme engagement with key stakeholders including staff from across the Service. To take forward the development of appropriate models of integrated healthcare working at a strategic and operational level ensuring sustainability and affordability, working with key strategic partners to support developments. To work alongside identified strategic partners and other agencies to develop new ways of working in support of improved quality, efficiency and productivity. To explore options for exploiting fully available technological opportunities to support delivery of programme objectives. To ensure that all aspects of the Clinical Services Transformation Programme are within the boundary of any relevant legislation. 3

4 4. EQUIPMENT AND MACHINERY Some examples of the types of the equipment /systems that the post holder will use on a day to day basis are provided below. Please note that this list is representative and not definitive. PC laptop, PC desktop, printer(s) and projector equipment; Relevant interfaces to the Ambulance Telehealth solution; Electronic Patient Reporting System (EPRs) All Ambulance (including Air Ambulance) Clinical Equipment interfaces to EPRs Video Conferencing; Mobile Data Systems; Mobile Communications Systems; Data Warehouse Systems; Use of photocopier, document scanner facilities; Project Office Configuration Management Systems; Electronic Mail; Microsoft SharePoint; Microsoft Office Software Suite; Microsoft Project; Microsoft Visio; Mobile Telephony equipment. 5. SYSTEMS Organisational systems that the post holder will work with, or contribute to, include but are not limited to: Internal Audit processes Standard Scottish Ambulance Service processes and procedures e.g. financial management, purchasing, procurement, risk management, business continuity, HR etc Submitting and approving orders using electronic purchasing systems Submitting and approving expenses and overtime using relevant systems 4

5 6. DECISIONS AND JUDGEMENTS For the majority of the work undertaken, the post holder will be required to work autonomously using their own initiative. They will continually make decisions and exercise judgments, which can have wider organisational impact. This requires a high level of technical, contractual, business and operational knowledge, as it involves analysing and interpreting large amounts of complex and continually shifting information. Decisions affecting the agreed tolerances of the programme must be taken with guidance from the Programme Board. 7. ASSIGNMENT & REVIEW OF WORK The post holder will be expected to develop appropriate Programme and Project Documentation e.g. Project Initiation Document (PID), Project Implementation Plan etc in order to ensure delivery against the programme objectives. The post holder will be expected to lead and coordinate work streams within the programme in association with, where appropriate, other project managers or work stream leads, with the responsibility of ensuring that work streams are delivered in line with required timescales, cost and quality standards. The post holder will be required to attend, and provide reports to, various Service Boards detailing progress, risks, issues, exceptions and the financial status of the programme. For the majority of the work undertaken, the post holder will be required to work autonomously using their own initiative. 8. COMMUNICATIONS AND RELATIONSHIPS The post holder will, during the course of their duties, be expected to work with representatives from the Service Board, Executive Team, Operational Senior Management, the Ambulance Telehealth Project Team, ACC staff, ICT Service Delivery and Projects staff, appropriate internal and external stakeholders and associated commercial system suppliers; 5

PHYSICAL, MENTAL AND EMOTIONAL DEMANDS OF THE JOB PHYSICAL DEMANDS OF THE JOB The post holder will be office based and will have to travel throughout the central belt of Scotland on a regular basis with occasional trips further afield as required. MENTAL/EMOTIONAL DEMANDS OF THE JOB Managing the delivery of a key strategic development programme for the Service brings with it considerable expectation from Service Executive Team and the Service Board. The Ambulance Telehealth Programme is very significant in terms of its scope, scale and complexity and the post holder will be required to balance competing needs and ensure effective co-ordination and alignment of a wide range of issues at all times. 10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB Working directly with key stakeholders within the Service to maintain the profile and reputation of the Clinical Directorate and Programme Office. Working with the General Manager ICT and the Clinical Services Transformation Programme Director to translate the Board and Chief Executive s vision into meaningful, realistic ICT solutions aligned with local and national standards /guidelines. Securing appropriate ownership from operational staff with regard to their responsibilities associated with the implementation the programme. Securing appropriate ownership from operational staff with regard to their post project implementation responsibilities. Responding to and managing unplanned /unforeseen complex technical problems. These problems may arise in the middle of particular tasks which may have to be delayed until the problem is rectified. It will be the responsibility of the post holder to quickly establish relative priorities for conflicting demands, together with the most effective method by which the problems can be addressed and resolved; 6

KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Qualifications A formally recognised qualification in programme management or a minimum of 5 years experience of successfully managing complex change programmes. A formally recognised qualification in project management, such as Prince 2, or a minimum of 5 years experience of successfully managing projects in a Prince 2 Project Management environment. Experience A minimum of 5 years proven project/programme management experience and experience of leading an organisational wide project/programme, preferably in an Emergency Service environment. A good working knowledge of Computer IT and Communications systems and the development of associated System Interface /Integration Specifications; A good working knowledge of the development of Business Analysis, Business Rules Development and Process Mapping techniques; A practical working knowledge of change management techniques. Qualities/Skills/Aptitudes A proven track record in delivering, and the ability to be creative in finding solutions to constantly challenging problems; Ability to develop and maintain effective, positive relationships with key healthcare partners and partner organisations, key stakeholders and suppliers, providing a positive role model for partnership working within the Scottish Ambulance Service; A proven track record in the provision of creative and innovative solutions in meeting organisational requirements; Ability to work autonomously and pro-actively in all aspects of the role; The ability to manage own workload and prioritise conflicting demands. 7
